Community empowerment is an attempt of improving the quality of life. Building independency is a part of community empowering attempt. It is a sustainable process to build community’s ability by encouraging, motivating, and generating consciousness of potency in order to be independent and to improve its standard of life. The objectives of research are to find out the process of empowering milk cow breeders and to identify its supporting and inhibiting factors. Collaborative governance is not given but builds on various aspects. It can be seen from the institution’s need aspect to establish cooperation between institutions, because of each institution’s limited ability to organize its program/activity itself. This study was descriptive qualitative research. The instrument of research was the author herself, with observation, interview, and documentation study. Data validation was conducted using data source triangulation technique. Data analysis was conducted through data reduction, data display, and conclusion drawing. The result of research showed that community empowerment through logistic reinforcement has not been conducted maximally yet. Partnership and cooperation between stakeholders in milk cow management has run sufficiently well. The supporting factor is that Boyolali Regency is very superior with milk cow breeder human resource, while the inhibiting factor is that the program of improving knowledge and training for milk cow breeder human resource is held only once a year because of limited budget existing.

The Uninhabitable House Program is a program that focuses on improving the quality of houses to be liveable and alleviating slums. The purposes of this study is to describe the implementation of the rehabilitation of uninhabitable homes in Bandarharjo, Semarang City and to determine the supporting and inhibiting factors that occur in the implementation of the program. The study was conducted with a qualitative method with a descriptive approach, conducting interviews with selected informants based on the criterion-based selection technique. The results showed that the Rehabilitation Program for Non-Occupable Homes in Bandarharjo Village had been implemented but had not been implemented to the maximum, this was evidenced by the lack of achievement of objectives and the lack of fulfillment of the set targets. The inhibiting factor in the implementation of this program is the lack of human and financial resources in implementing the program. Suggestions from researchers are to increase cooperation with other slum programs, maximize program planning and synchronize data between the implementor's archive and data accessed by the public, conduct special training for implementers and increase collaboration with the private sector.

Transportation accessibility is an important issue related to the existence of transportation in urban areas which is less attractive to the public because it is often considered inappropriate. The Surabaya City Department of Transportation developed Suroboyo Bus as an alternative to solve the problems of public transportation. What's interesting is Suroboyo Bus is not only safe, comfortable, and can be accessed online. However, the payment innovation paid for plastic waste. So that the spirit of presenting environmentally friendly public transportation becomes an innovation that deserves to be appreciated. The article was developed with a quantitative approach whose data was collected through a questionnaire from users of the Suroboyo Bus route Unesa-ITS. The data were analyzed by using a linear regression test on the service quality variables of Suroboyo Bus and the accessibility variables. The results showed that there is a relationship between the variable quality of public transportation services to the Suroboyo Bus accessibility.

Construction of infrastructure transportation such as toll roads in Indonesia remains a burden. This is due to the construction of roads that impact people's economic development, social life, and environmental sustainability. Plural found that the construction of toll roads caused conflict. The most significant problem is the land procurement process for toll road construction, including the construction of toll roads in West Sumatra that are more unique due to the land of Ulayat. This research aims to identify the development of Padang-Pekanbaru toll road building by online news portals of a specific period. Research methods are carried out with a quantitative approach with content analysis methods. The results explained that the development of Padang-Pekanbaru toll road is considered more dominant news from the government, and developers (75%) than news from the community (25%), and the category of content analysis is inference analysis.

Post-fire Pasar Klewer is in urgent need of proper management. After the fire, the market faces complex problems, such as critical conditions of the surrounding community, conflicts, while the government can not overcome without help from other stakeholders. A collaborative governance approach is considered capable of solving the problems. This study aimed at analyzing collaborative governance based post fire management of Pasar Klewer from the aspects of accountability, politics, conflict, and local wisdom. The study applied qualitative research with a phenomenological method. Phenomenological method was selected to discover holistic information according to subjective interpretations and experiences. The findings indicated that accountability and politics became supporting factors. Whereas, conflict aspect played as a control mechanism to sustain the public value of the market. Furthermore, local wisdom was in a unique position, in which it either supported or inhibited the process. Cultural values, which are opposite to egalitarianism, in the forms of ewuh pakewuh attitude and patronclient tradition became the inhibiting factors.

This article discusses the involvement of civil society organizations in the regions in implementing development policies, especially in promoting the mission of local governments to strengthen the economic resilience of rural communities. The civil society knot through the movement of civil society organizations in the regions which are managed autonomously by the district government by utilizing the social capital they have is able to move the coffers of the economy independently. The existence of civil society organizations reinforces governance based on multi-actor collaboration to create community welfare, especially rural communities.

In practice e-governance includes the interactions of G2G, G2B, G2E and G2C. This paper describes the interaction of G2C through the development of the SMS gateway system to the online registration at Margono Soekarjo Hospital, Purwokerto Central Java. Margono Soekarjo Hospital is a hospital belonging to the government of Central Java, referencing class B education is located in Purwokerto with the reach of the Central Java region of South West, so it needs an informative system and support for the acceleration of the registration service. The problem faced is the length of waiting for the registration service, not sure when the registration service, the comfort of the waiting room, high complaints of registration services and low patient satisfaction to the registration service. The method used is a qualitative descriptive by using researchers as a tool based on literature studies. The results of the study showed this system was user friendly so can be used by all walks of life.
