Disaster and New Adaptations: Digital Transformation in Public Services as an impact of the COVID-19 Pandemic in Indonesia 灾难和新的适应:2019冠状病毒病大流行对印度尼西亚公共服务数字化转型的影响

Public services in Indonesia have changed drastically due to COVID-19 Pandemic. However, the digitalization of public services has started to become a new trend as part of innovation. Many institutions improvise in providing public services by improving existing electronic-based public services. This study aims to describe the various digital transformation forms of public services and the main factors influencing success. This factor is the technological infrastructure that supports the implementation of electronic-based public services. Thus, this paper shows that digital transformation is strongly influenced by the availability of applications and social media that are forced to accommodate various online routines, including the provision of public services.

Strengthening Work Ethics and Integrity in Corruption Prevention 加强防贪工作的诚信操守

Bureaucracy is the executor of government administration who has great authority in managing public assets, providing public services, and determining policies. Such power requires control to prevent abuse of authority and guidelines for creating quality government. One of the main controls that is now a problem is ethics and integrity. Without ethical and integrity standards, it will be very difficult to prevent abuse of authority, corruption, and the like. This study aims to determine the strengthening of ethics and integrity in preventing corruption. This research was conducted with a qualitative approach to find out the strengthening of ethics and integrity in preventing corruption. The location of this research is the Social Service Office of Sijunjung Regency. Samples were taken by purposive sampling technique. Data collection techniques are through observation and interviews. Data analysis technique is drawing conclusions. The results of this study are that strengthening ethics and integrity is very important and has a great influence in preventing corruption in the Social Service of Sijunjung Regency.

Collaborative Governance in Peat Restoration in Ogan Komering Ilir District, South Sumatra Province 南苏门答腊省Ogan Komering Ilir地区泥炭恢复的协同治理

This study analyzes collaborative governance in peat restoration policies. Analysis of collaborative governance in peat restoration policies uses the theory of Ratner's Collaborative Governance Stages (2012), which includes Identification of Obstacles and Opportunities, Debating Strategies for Influence, Planning Collaborative Actions. The method used is descriptive qualitative method. The data collection technique is done by interviews, observation and documentation. Data analysis was used in three stages, namely data condensation, data presentation and drawing conclusions. The results show that the Peat Collaboration in Ogan Komering Ilir District, South Sumatra Province is still in the pilot phase and provides an initial basis for developing future peat of restoration policies. There are obstacles in the integration of ecosystem-based restoration activities, namely the difference in interests between restoration mandate holders (local government and Peat Restoration Agency / BRG) and land managers (community and company concessions). The Implementation and management of peat restoration are requiring strategic collaboration for the development of effective, equitable, and sustainable peat restoration. Strategies need to be developed so that each stakeholder has the same authority in determining policies and implementation actions for peat restoration to follow peat restoration in the present and future. The follow-up to forming a permanent forum is needed in a flexible manner, by avoiding a strict hierarchical structure or using a horizontal organization, so that it can accommodate and make optimal use of various potential stakeholders.

Is External Role of Public Managers and Organizational Internal Politics Able to Increase Sakai Ethnic Community Equity Satisfaction in the Tourism Sector? 公共管理者的外部角色与组织的内部政治是否能提高酒井族社区在旅游业中的公平满意度?

Public perception of the services provided by public organization will be assessed as good or not depending on whether the public service it receives matches or exceeds its expectations. This study aims to determine the role of the external public manager and internal politics of the organization in increasing the equity satisfaction of the Sakai ethnic community in the tourism sector. The method used in this study is a quantitative method with data collection methods through a questionnaire that is measured using a Likert scale and supported by documentation studies. The sampling technique used was purposive sampling. Respondents in this study were 230 Sakai ethnic communities in Bengkalis Regency. Data analysis was performed path analysis. The regression test results show that there is a significant influence between the external role of public managers and the internal politics of the organization on the equity satisfaction of the Sakai ethnic community in the tourism sector of the Bengkalis Regency.

Analysis of Public Awareness Level of the Community-Based Total Sanitation Program (STBM) (Case Study of Residents in Potrobangsan Village, North Magelang, Magelang City) 社区全面卫生项目公众认知水平分析(以马格朗市北波托邦山村居民为例)

The government organized a Community Based Total Sanitation Program (STBM) to change people's hygiene behavior. However, the awareness to create a sanitation system according to Clean and Healthy Living Standards and Behaviors is still low. Therefore, this research aims to see the awareness level of STBM program and factors that influence it. This research uses quantitative method through survey and qualitative method through interview. The results of this study indicate that the highest level of awareness on the five STBM pillars is at attitude level where the community supports the STBM program. Pillar 1: Stop Open Defecation by 88.07%, pillar 2: Washing Hands with Soap by 87.16%, pillar 3: Drinking Water and Household Food Management by 76.25%, pillar 4: Securing Household Waste by 61.70% and pillar 5: Safeguarding Home Liquid Waste Stairs by 62.06%. Meanwhile, the factors that influence them are knowledge, socioeconomic level, government commitment and program monitoring.

Social Network Analysis of Stakeholder on a Conflict Accomplishment of Regional Border Areas in Magelang City 马葛朗地区边境地区冲突化解的利益相关者社会网络分析

Territorial boundaries take an important role in the implementation of government because its impact greatly affects the various policies that accompany it. There is a conflict in the affirmation of the regional boundary between Magelang City and Magelang Regency that has not been resolved until now. Optimization measures can be taken if stakeholders and their role in the affirmation of territorial boundaries can be properly identified. The method used in this study is Social Network Analysis (SNA). It aims to examine the pattern of relationship between stakeholders in the affirmation of regional boundaries. Data processing using open source UCINET software. SNA method successfully describes the pattern of interaction between stakeholders in affirming the boundaries between Magelang City and Magelang Regency and the level of contribution.

Analysis of Independence Level and Financial Performance of Post-Expansion Regions 后扩张地区独立水平与财务绩效分析

The focus and purpose of this study are to analyze and determine the level of independence and regional financial performance after the division in several regions in West Sumatra Province. The research method used a quantitative descriptive approach. The research sample used a purposive sampling technique. The research was conducted in three Regency after the division of West Sumatra Province, Dharmasraya, South Solok, and West Pasaman Regency. Data collection techniques through observation, interviews, literature study, and documentation study. The data used are secondary, namely the Regency budget realization report (LRA) after the division of the 2014-2018 period counting the last five years. The results of the study found that post-division regional financial performance is still low, while the level of regional financial independence is still low or shows a pattern of consultative relationships. The percentage level of regional financial independence is certainly not the same and is different for each region. This research implies that local governments must be able to increase regional financial independence (through identification and utilization of potential regional assets owned) and reduce the level of dependence on the central and provincial governments.

The research method used a quantitative descriptive approach. The research sample used a purposive sampling technique. The research was conducted in three Regency after the division of West Sumatra Province, Dharmasraya, South Solok, and West Pasaman Regency. Data collection techniques through observation, interviews, literature study, and documentation study. The data used are secondary, namely the Regency budget realization report (LRA) after the division of the 2014-2018 period counting the last five years. The results of the study found that post-division regional financial performance is still low, while the level of regional financial independence is still low or shows a pattern of consultative relationships. The percentage level of regional financial independence is certainly not the same and is different for each region. Devolution in Regional Devices Units in The Sub-District: A Review of Paradigm Construction in Improving Public Services in Sidoarjo Regency 街道区域设备单位的权力下放:西多阿霍县改善公共服务的范式构建述评

. Devolution is the derivation of the decentralization concept, in terms of is meant as the transfer of authority from the central government to regions within its jurisdiction. This study's devolution concept explains and analyzes the phenomena of decentralization of part of the Regent authority to regional officials in the-sub-district. Part of the Regent government's decentralization has not improved public service quality in the sub-district area. Community civil rights, such as ownership of various that are very basic for assets and economic activities of the community, cannot be fulfilled optimally. This study offers conceptual ideas that depart from the results of research that are expected to fulfill society's civil rights as citizens. This research method uses a descriptive qualitative approach. Data were collected using the method form of observation, interviews, and documentation. The data that has been collected is simplified through the condensation stage. Furthermore, the information is presented under the focus of the study for later conclusions to be drawn. This study's results are expected that through the decentralization of part of the Regent authority in the form of devolution, it will give the district head broader in making decisions. Devolution can give the Head of District more accountability for service delivery. Besides, through devolution, potential sources in the sub-district can provide financial support in improving public service delivery quality in the sub-district.
