Sanitary and Phytosanitary Agreements (SPS) are closely related to aspects of health and international trade. The health aspect of the SPS agreement means that each WTO member country can protect human, animal and plant life by implementing provisions to manage risks related to imports. Nowadays, the trend of world trade is towards non-tariff barriers, therefore quarantine is an important part of controlling world trade imports. The purpose of this paper is to answer how the harmonization of the Indonesian fish quarantine system can minimize non-tariff barriers which are currently a trend in world trade so as to facilitate market access. The efforts such as establishing basic strategies and operational harmonization activities, cooperation in fish quarantines both bilaterally and multilaterally involving international organizations respectively

ABSTRAKPenurunan fungsi Kompleks Danau Malili merupakan masalah dalam pembangunan yang secara tidak langsung berpengaruh penting bagi pembangunan ekonomi Indonesia pada masa mendatang, sehingga pengelolaan sumber daya air hendaknya memadukan dimensi ekonomi, sosial, dan lingkungan. Keterpaduan antara dimensi ekonomi, sosial, dan lingkungan adalah wujud dari konsep pengelolaan sumber daya air berkelanjutan. Pengelolaan Kompleks Danau Malili Sulawesi Selatan dapat diukur berdasarkan parameter lingkungan, ekologi dan sosial-ekonomi, dimana masing-masing memiliki nilai indeks rata-rata parameter lingkungan yakni 94,53 dengan status sangat berkelanjutan dengan fokus utama adalah pengelolaan limbah yang sangat baik dari industri pertambangan agar tidak mencemari kawasan danau. Nilai indeks rata-rata untuk pamater ekologi 76,52 dengan status sangat berkelanjutan dan fokus utama adalah pelestarian ikan-ikan endemik yang menjadi ciri khas perairan danau serta nilai indeks rata-rata paraneter sosial-ekonomi yakni 71,55 dengan status cukup berkelanjutan, fokus utama adalah seringnya muncul konflik kepentingan antar stakeholder dalam pemanfaatan potensi danau. Lingkungan yang baik, akan mempengaruhi kelestarian ekologi dan kehidupan ekonomi yang menjamin kesejahteraan masyarakat. The management of the Complex of Lake Malili in South Sulawesi can be evaluated based on environmental, ecological, and socio-economic parameters. Each of these dimensions holds an average index value — environmental parameter stands at 94.53, signifying high sustainability. The primary focus lies in impeccable waste management from mining industries to prevent lake pollution. The average ecological parameter index, at 76.52, suggests highly sustainable status, with a central focus on preserving the endemic fish species that define the lake's waters. Meanwhile, the socio-economic parameter records an average index value of 71.55, indicating moderate sustainability. The main concern here is the frequent emergence of conflicting interests among stakeholders regarding the lake's potential utilization. A conducive environment will undoubtedly influence both ecological preservation and economic vitality, thereby ensuring the community's well-being.Keywords: Complex of Lake Malili, FGD, MDS, environment, ecology, and socio-economic

The potential of fisheries in Indonesia is very large, so that many fish are cultivated, especially for fresh water fish. One type of freshwater fish in Indonesia that has potential is red tilapia (Oreochromis niloticus). Slow growth of fish is a major obstacle in aquaculture systems. Another alternative that can be used to support the success of cultivation is by adding herbal plants, one of which is temulawak.Temulawak that has been dried is then blended and turned into powder which will be mixed with the feed, then applied to the fish that have been placed on the rearing medium. The growth of vannamei shrimp (Litopenaeus vannamei) postlarvae is significantly influenced by the quality of the feed, one of which is protein content. A deficiency in protein levels can inhibit growth. Condition index and morphometric studies (length-weight relationship) of Modiolus modulaides mussel are still rarely carried out. This study was aimed to determine its condition index and the length-weight relationship at Kendari Bay. This research was carried out for 6 months from January to June 2018. Mussels were collected randomly using a small scoop in a 1×1 m 2 transect. They were brought to the laboratory to measure their length and weight using a caliper (accuracy of 0,05 mm) and a digital balance (accuracy of 0,01 g). The clams were oven-dried at 60°C for 72 hours, and weighed using an analytical balance (accuracy 0,0001 g). Mussels growth was analyzed using simple linear regression, while the condition index of males and females was tested using the Mann Whitney test (α=0,05). The results showed that the growth of mussels from the length-weight relationship of male and female with the range and average values of each were 2,88-3,33 (2,90) and 2,89-3,47 (2,99), respectively; which means both sexes are in the isometric category. The pattern of changes in male and female b values based on observation time is relatively the same as the tendency for b values to decrease from January to May. The condition indexes for males and females were not significantly different based on size and time of observation with an average of 2,18 ± 0,96 and 2,11 ± 0,99, respectively. The highest condition index based on size and time of observation was found in measures 4,6-5,0 and April-May, while the lowest condition index was found in measures 8,6-9,0 and in February.

The results showed that the growth of mussels from the length-weight relationship of male and female with the range and average values of each were 2,88-3,33 (2,90) and 2,89-3,47 (2,99), respectively; which means both sexes are in the isometric category. The pattern of changes in male and female b values based on observation time is relatively the same as the tendency for b values to decrease from January to May. The condition indexes for males and females were not significantly different based on size and time of observation with an average of 2,18 ± 0,96 and 2,11 ± 0,99, respectively. Distribution is an inseparable part of the supply chain of a product. The role of distribution is very decisive for the arrival of a product into the hands of consumers. The purpose of this study was to determine the distribution chain of fish caught by fishermen at TPI Branta Pamekasan, to know the analysis of marketing margins of fish caught by fishermen at TPI Branta and to determine the impact of distribution of fish caught at TPI Branta on the economy of business actors.
