In the conditions of formation of information and knowledge economy the study of the assessment of the inclusive level of the social and economic development is one of the key issues of global and regional management. In this aspect, a new look at the scientific-theoretical basis of economic development from inclusive point of view is required. A new system of indicators and subdirectories characterizing the inclusive development of society is proposed. Regional and sectoral, national and international assessment of the formation level of inclusive society and economic development is studied. Formation of the national inclusive growth index is reviewed. The methodological basis for inclusive level assessment and the appropriate technique are developed. Some comparisons and recommendations have been given for the experimental realization of the methodology

Facial emotion recognition is one of the promptly developing branches within the machine learning domain. In this paper, we are presenting our model based on Convolutional Neural Networks, which is trained on Cohn-Kanade and RAVDESS datasets. The proposed model gets satisfactory results in detecting macro facial emotions on the aforementioned datasets.

An optimization mechanism that exploits the finite element method simulations of COMSOL multiphysics and differential evolution (DE) algorithms is proposed to design antennas. The method introduced in this paper utilizes the built-in programming feature of COMSOL application builder. The cost function for the iterative DE algorithm is developed on the basis of finite element method simulations capabilities of the COMSOL software. This provides very flexible and realistic design opportunities. In order to validate the proposed optimization system, two different examples of a monopole Yagi-U da antenna are considered. The first example has two elements including a reflector. The second example has three elements including a director as well as a reflector. The proposed optimization mechanism is used to find optimal geometric values for two monopole Yagi-Uda antennas. At the end of optimizations, it is seen that the proposed mechanism in this paper can successfully achieve the optimal geometric solutions for the desired antenna parameters.

E-Health is a developed infrastructure, which usage becomes important to control access to personal patients' data, as well as to various medical resources. The need for confidentiality of personal medical data and control of access is necessitated by the safety concerns. This paper shows Domain Fronting technology application method that significantly decreases unauthorized accesses and illegal actions into the E-health system. It uses a method of hiding visits to a resource by redirecting received requests to arbitrary addresses.

The population of hawks in the Harris's hawk multi-objective optimizer (HHMO) algorithm is generated using uniform distribution random number. This method does not guarantee that the solutions can be evenly distributed in the search space of the problem, which may affect the efficiency of the algorithm. Therefore, to improve the performance of HHMO algorithm, two-steps initial population generation method is proposed. This method is developed based on R-sequence and partial opposition-based learning, which is employed to generate an initial population of hawks, with the aim to achieve better initial population. Thus better convergence toward Pareto front will be obtained. The performance of the proposed improved HHMO algorithm is evaluated using a set of well-known multi-objective optimization problems. The results of numerical simulation experiment demonstrate the effectiveness of the proposed two-step initial population generation method and showed superiority of the improved HHMO algorithm compares to the HHMO. The improved HHMO can be used to improve the convergence towards the true Pareto frontier.

Spelling correction is one of the most needed steps in many natural language processing tasks. It is the operation of correcting orthographical mistakes. For languages such as English, spelling correction is usually performed by dictionary lookup for words with minimum edit distance to the given word which is not feasible for agglutinative languages such as Azerbaijani (ISO 639-3:aze). Thanks to their rich morphological structure, languages such as Azerbaijani can have quite complex words with several derivational and inflectional affixes. Indeed, agglutination of the affixes in the new word and meaning formation while adhering to the certain linguistic rules such as vowel harmony is what makes the neural models suitable for the correction of the certain classes of the errors in such languages, helping understand the patterns that the agglutination brings with it. In this paper, the possibility of building such a model for the mentioned purpose is explored and the results are reported.

Practical medicine still remains a difficultly formalized area of human activity, in which specialists in decision making often proceed from previous professional experience and their own intuition, and not from an analysis of objective data. In such situation, it is difficult to avoid medical mistakes, the social and economic importance of which is extremely high. The urgency of the problem is in the need to develop intelligent medical systems based on effective methods, algorithms and models of support for making medical decisions in the context of incompleteness and uncertainty of the initial data of the medical-technological process, allowing to ensure high adequacy and validity of the decisions made in the context of limited time resources. The main goal of the this research is to use a model of a fuzzy inference for a medical diagnostic system in order to provide effective information support for the diagnosis process, as well as the process of recommendatory medical care.

The problem of the fractal dimension estimation for the time series is considered. It is proposed to use special fractality indices based on the geometric characteristics of the observed discrete realization, namely on the analysis of its curvature. The relationship between proposed indices and the Hurst exponent is demonstrated and their properties are discussed. The effectiveness of the algorithms based on the geometric approach is demonstrated using known model fractals and real time series. The fractal analysis of the internet traffic, including detection of DDoS-attacks is discussed.

This research work uses Fuzzy Logic Controller (FLC) in order to contribute to Micro Hydro Power Plants (MHPPs) stability and dynamic performance improvement. Its effectiveness is shown through a comparative analysis to Conventional Controllers (CC) simulated in Matlab/Simulink 2018a. Both controllers are subjected to dynamic performance tests in order to evaluate their respective transient, performance and robustness responses in a designed MHPP. Results reveal that FLC provides an average reduction of 4.91s and 14.11% respectively in response time and overshoot. These results show that FLC has significantly improved the stability and the dynamic performance of the MHPP.

This paper discusses a variant of a decision-making algorithm for monitoring of performance discipline. The algorithm is based on a decision table that delivers a solution to problem situations that might arise in the course of performance of management's assignments. Practical im-plementation of this algorithm in document management systems can help automate and, as a result, facilitate monitoring of progress in management's assignments.
