On Sunday, August 27, 2017, 25 municipalities (municipios) governed by the Political Citizen ́s Movement of Jalisco, organized a public consultation on mandate ratification; their objective was to ask citizens whether or not they agreed with the performance of their municipal presidents. Before, during and after the consultation, a wide debate was generated about the legal and political validity of this democratic exercise; various political actors, civil, and academic organizations expressed all kinds of arguments for and against the open consultation. This paper reviews the legal and political bases of the consultation and reflects on whether this citizen participation exercise expands and promotes people participation, or if it is just an exercise around democratic simulation. The work focuses only on the four most populous and representative municipalities (municipios) of Guadalajara ́s Metropolitan Area: Guadalajara, Zapopan, Tlaquepaque, and Tlajomulco de Zúñiga.

The so-called tourism of Meetings, Incentives, Conferences and Exhibitions (MICE) is a specialization in the way of doing tourism based on trips whose purpose is mainly business. This specialized variant of tourism has maintained a constant growth during the last decades within the service market. It is a type of tourism recently identified under various characteristics that describe it as a niche market based on the meetings or events industry, or simply business tourism. All its denominations maintain an associated concept.Currently, MICE tourism, being a global industry that focuses its objective on the scope of various productive modalities in the three sectors of the economy, maintains an accelerated and vertiginous growth that has evolved towards highly specialized concepts within the industry, whose interactions maintain constant and vertiginous changes that imply optimal management between customer-service, service-service, industry-industry, industry-services or industry-end customers, fundamentally. The general objective of the present work is to carry out a characterization of MICE tourism throughout its implementation and development, through the realization of national and international exhibitions in fairgrounds designed expressly, events organized with the support of a chain of complementary services that make up a cluster to serve a highly specialized tourism segment. The particular objective is aimed at exposing the benefits that this industry generates throughout its value chain, in the Guadalajara Metropolitan Area (ZMG), cataloged as one of the most important MICE destinations in Mexico.

The province of Santa Fe generates approximately 7.5% of the Gross Domestic Product of the Argentine Republic and is the second Argentine province by the level of exports, combining a relatively diversified productive structure with an export pattern focused on primary agricultural products. Based on this work, part of the approach proposed by Ecological Economics and in particular the concept of socioeconomic metabolism to apply it in order to determine and make visible the “hidden” material flows that can be opaque due to the monetization of variables from an economic study of foreign trade in the province of Santa Fe, Argentina. The study allows us to see that the province of Santa Fe is a net supplier of materials to the rest of the world with a low USD / Tn ratio, obtaining at certain times an mportant exchange balance, but in some periods this exchange rate the balance becomes scarce only with the increase in physical volumes given the high USD / Tn import ratios.

Economic growth, population growth, consumer culture and the absence of environmen-tal education are factors that directly affect the increase in the volume of urban solid waste (msw) generated in cities. This dynamic represents a strong pressure for the municipalities, which, with scarce resources, they try to manage. The final disposal of msw, which is the center of interest of this proposal, constitutes the final process in the Integral Management of Solid Urban Waste, which is essential to avoid affecting health of the population and the environment. Therefore, the objective defined here was to determine the current condition of the final disposal sites (sdf) of msw in the third municipality with the largest population in Mexico: Leon, Guanajuato. Through qualitative research, which consisted of in-depth interviews with those responsible for managing the two sdf “El Verde” and “La Reserva,” it was possible to identify the progress made in the first, but also the pending subjects in the second, which can be complexly addressed, since it depends on political will and budgetary flexibility to harmonize in Leon a final provision in accordance with the regulations

This document analyzes some strategies based on the Supply Management Model for the supply of drinking water to the Guadalajara Metropolitan Area. To do this, the behavior of variables related to policies focused on supply management is examined, such as the design of projects and construction of hydraulic infrastructure by official institutions and based on the investments made, an analysis method is established to determine the impact of the sunken cost generated as a result of not making use of the infrastructure works already built. As part of the water management model based on demand, some strategies for the efficient use of this resource are integrated, through alternatives of water-saving technologies to be implemented in the field of domestic use.It is concluded that water management models historically in Mexico and particularly in the Guadalajara Metropolitan Area (zmg) have been using water resources associated with supply policies where the institutional argument has been based on the fact that to satisfy the growing demand for water due to the constant population growth, the construction of new supply sources is essential, without taking into account other alternative solutions.

In our country the lack of information has generated that most of the population per-ceive the cannabis as something negative. In the last few years, several countries around the world are beginning to adopt the decriminalization of this plant for several purposes; Mexico is not the exception, because in the last few years a debate has generated mixed opinions about the subject. The present article has the purpose to identify at first hand the perception of the students from the Centro Universitario de Ciencias Económico Admi-nistrativas (cucea) of the Universidad de Guadalajara (UdeG), of what cannabis is. It was decided that the recollection of information will be only focused on a small sample of the entire population, and focused on the fourteen pregrade programs, this because the young students are more susceptible to have contact with the plant. With the task of ma-king even more breakthroughs of the diverse uses and virtues of this plant, it is imperative to previously known how do the students perceive it, so the best decisions are made accu-rately and with this the best education and communication strategy can be generated, so this way the uses and benefits such as the industrial, medic, and ludic can be shared, and with this settle the basic backgrounds for the society to understand their basic implications. Now with the previously mentioned, a brief review of the cannabis history is shared in how it propagates around the world and our country throughout the time, the arrival to our country and its way to legalization

This paper develops an endogenous growth model that describes the effects of invest-ment in embedded technology on labor learning on production growth in the manu-facturing sector. It is based on the fact that the accumulation of workers’ skills is an improvement in productivity that occurs when technological resources are allocated that improves the production process, which influences learning, and in turn, makes more efficient the work for the increase in skills. The results show that the growth of pro-duction per worker in the sector is positively affected by the efficiency of technological learning of the workforce. Thus, the greater the technological capacity in the company, the worker acquires greater skills that impact the growth of production. Also, it is noted that there is a direct positive relationship between wages and learning acquisition

This essay aims to analyze the various scenarios in economic activities and the relationship that exists between the Public Sector and the Private Sector, by proposing to work in a coordinated manner on an investment project with an environmental focus. For this case, about a decrease in air pollution in a part of the Guadalajara Metropolitan Area (Jalisco, Mexico). Based on the information seen in the Seminar “Prospective, complex thinking and transdiscipline”, and as part of the indicated activities, was? didactic material that exemplifies the development of concepts, methodology and economic and financial analysis tools used in the subject of Formulation and Evaluation of Projects taught in the Economics Degree of the University of Guadalajara. The logical framework methodology is used, in which the relationship between the Public Sector and the Private Sector is articulated, as links that occur systematically in a complex environment, such as air pollution in cities and that it affects the public health of the population.

The company is an entity that sustains in organizing and developing economic activities of a productive branch or sector in an economic system. In the organization of the company as a corporation, there are circumstances that require decision-making to resolve situations that require obtaining financial resources to carry out a technological renovation or a total reengineering of the company. For this, it is essential to clarify what the criteria of planning that a company must take into account if it needs to carry out an investment project, either for a technological reconversion or a total reengineering process of the productive entity. This document describes how the policies and strategies regarding economic policy established in the National Development Plan, as well as the sectoral and regional plans, to determine the context in which the activities of the economic entity are developed. The process of the different stages of project evaluation for reengineering is emphasized, which contributes to a more efficient decision-making of the best investment alternative.
