New problems of Russian families in the context of the COVID-19 pandemic 新冠肺炎大流行背景下俄罗斯家庭的新问题

The note is concerned with the social and economic consequences of the Covid-19 pandemic for the daily life of Russian, and especially Moscow, families, especially in association with the introduction of quarantine-like restrictions as of April 2020. These consequences relate to the organization of the daily work of parents and the study of children from one and the same limited space of home or flat, with a sudden sharp change in the routines of everyday life. Also, unexpected financial problems and restrictions were added in many families, due to the lack of the opportunity to work for those employed in the service sector, which constitutes a significant segment of the Moscow economy.

The research note examines some aspects of the medium-term adaptation of public health care systems to the COVID-19 pandemic. Economic consequences of the pandemic are likely to tighten the budget constraints in public healthcare, what will force policymakers to reallocate, rather increase financing; this reallocation should be done taking into consideration new disease and disability risk profile. Epidemiological uncertainty will additionally complicate the planning.

Coronavirus and tourism 冠状病毒与旅游业

In the previous decade, the Russian tourism industry has shown steady development. But in 2020, due to the consequences of the COVID-19 pandemic, the situation is close to disaster. It is necessary to provide not only urgent support for industry actors but also the conditions for the successful resumption of their activities in the long term. The pandemic raised the question of joint survival – both literally and figuratively. The tourism industry is a good example to understand that it is possible either to bring the situation to a complete catastrophe or to provide a relatively good start for recovery in the foreseeable future. It all depends on how market actors behave and what decisions will be made by the state. For market actors, it is important to understand that the successful development of business ecosystems involves not only competition but also mutual assistance, which is extremely important for the progressive development of any industry, especially in times of crisis. For the authorities, it is important to understand that tourism may turn out to be not a burden, but one of the engines of economic recovery if taxation is changed and the focus is on supporting domestic and inbound tourism.

The paper deals with the situation of one of the most vulnerable social groups under COVID-19, namely migrants and refugees. The author classifies pandemic-related challenges faced by migrants into several groups: (1) economic, (2) medical, or sanitary-epidemiological, (3) socio-psychological, and (4) political. Special attention is paid to the situation in Russia, which largely coincides with what is happening in other countries with numerous numbers of migrants, and at the same time has its own specificity.

In the article, the environmental consequences of COVID-19 are divided into three groups: negative, positive and ambiguously interpreted. Over the coming years, we can expect a weakening of the attention of the state, business and the population towards environmental issues, a decrease in environmentally oriented costs, redirection of cash flows to maintain or prevent a significant drop in the material standard of living. Among the conditionally positive consequences of COVID-19 and the associated economic crisis, one can single out a short-term reduction in the environmental impact, awareness of the increasingly urgent need for an early change in the export-raw material model, and the requirement for international coordination.

Institutional continuum in the context of the pandemic 大流行病背景下的制度连续性

The article considers institutional responses to the challenges created by COVID­19 pandemic. The comparison of discrete structural alternatives is one of the most important principles of institutional analysis. It means that policymakers and researchers rely on a countable set of legal options in the course of comparison of different institutions designed to solve one or another problem. COVID­19 pandemic provoked the elaboration of “intermediate” normative solutions, thus changing the legal framework and leading to the formation of the short­term “institutional continuum” instead of the established spectrum of alternatives.

The article deals with the peculiarities of the current global economic crisis and discusses whether the crisis can give an impetus to a new development model. The author emphasizes that as the crisis is caused by external shock (the pandemic), it is very different from other types of economic crises and can be followed by serious civilizational consequences. The pandemic is the price for globalization. During the crisis, governments face an unsolvable dilemma: saving lives or preserving the economy (that is, future lives), with a significant credit of trust of the population. In such a period, a society has a chance to improve the path of its development (get out of the path dependence). In particular, the author discusses institutional changes needed in contemporary Russia to make this happen, namely the tax system revision and the law enforcement agencies reform.

Coronavirus crisis and its effects on the economy 冠状病毒危机及其对经济的影响

Unlike the global financial crisis of 2007-2009, the current economic turmoil turns to be more severe and lasting being aggravated by the epidemiological uncertainties. This fact is mainly due to the specifics of the crisis in terms of its main transmission channels (via demand, supply, finance and expectations) and its likely consequences, including technological shift, varying the direction and volume of trade flows, adjustments of structural proportions and relative prices and most of all – socio-cultural change bringing about the increased role of the state and de-globalization deepening. These post-crisis effects and the uncertain prospects of recovery are considered in the article.

Buklemishev","doi":"10.3897/popecon.4.e53295","DOIUrl":"https://doi.org/10.3897/popecon.4.e53295","url":null,"abstract":"Unlike the global financial crisis of 2007-2009, the current economic turmoil turns to be more severe and lasting being aggravated by the epidemiological uncertainties. This fact is mainly due to the specifics of the crisis in terms of its main transmission channels (via demand, supply, finance and expectations) and its likely consequences, including technological shift, varying the direction and volume of trade flows, adjustments of structural proportions and relative prices and most of all – socio-cultural change bringing about the increased role of the state and de-globalization deepening.
