This article examines the possibility of using artificial intelligence tools to analyze the use of territories prone to flooding during floods. A modern system for monitoring the economic use of flood-prone areas should be based on the use of Earth remote sensing data. The analysis of satellite images, being a laborious task, can be automated through the use of specially trained convolutional neural networks of semantic segmentation based on the algorithm proposed in this article. In this work, on the previously identified flooding zones, using remote sensing data, development objects are automatically determined (segmented) for different times and, by combining information at different times, an assessment of the intensity of this construction in the inter-flood period is made. To form a training sample, a survey of several settlements in the Trans-Baikal Territory was carried out using unmanned aerial vehicles. The neural network was configured using the Python language and the PyTorch library. To select the best convolutional neural network configuration, various combinations of architectures and encoder types were tested for performance and accuracy. The best result in terms of speed and accuracy was shown by the U-Net architecture, built using a convolutional neural network with an SE-ResNeXt50 encoder. According to satellite images of high spatial resolution for the Aginskoye village of Trans-Baikal Kray, a development map was drawn in the flood hazardous area in 2013 and 2019. The objects of development in the period between floods were identified. The results of the study can make it possible to consider a number of important factors when planning the rational use of flood-prone areas in order to improve the quality of life in the region. The obtained maps of the development of flood-prone zones of a large spatial scale are planned to be recommended in the work of state authorities in the field of water resources protection and elimination of natural disasters.

The article presents some preliminary results of the research that reviewed the statements made at the general debate of the UN General Assembly from 1992 to 2020 by the countries of Eastern Europe, Caucuses and Central Asia focusing on the environmental matters. These findings demonstrate the key environment related priorities of the countries across the years, the ways countries frame them as well as the initiatives and proposals put forward. General trends by countries and regions have been identified and new priority issues for future statements have been proposed. The study was carried out within the framework of the UNECE project “Support to the Network of Russian-Speaking Water Management Organizations”, funded by the Government of the Russian Federation.

Investigation and choice of an effective sorbent are significant for protection of water bodies against boron The boron high concentration in natural waters produces toxic impact on aquatic biota due to its high biological activity. This paper studied the dynamics of boric acid sorption from aqueous solutions by polycondensation anionite SB-1 synthesized on the base of monoethanolamine and epichlorohydrin. The anion exchanger contained aminooxyethyl and alcohol functional groups in its structure. Methods. It has been established the influences of the ion form of the anionite on the dynamic characteristics of boron sorption from both a model boric acid aqueous solution (0.43 mol/dm3) and an industrial wastewater effluent after boric acid production (0.47 mol/dm3), other things being equal (pH = 5.0; the volume rate of the solution passing through the anionite layer = 1.5 ml/min∙cm2; t = 20 0C). Structural studies to determine the form of boron in the anionite phase were performed using the IR spectroscopic method. Dynamic characteristics of boron sorption (the cation and overall ion-exchange capacity values, period of the protecting effect of the filter) were determined graphically from the sorption curves. Results. It has been found that the hydroxyl form of the anion exchanger SB-1, in comparison with the chlorine form, performs superequivalent boron sorption while boron sorption from both a model and real production solutions. For the first time we have demonstrated that at the initial stage, boric acid sorption is carried out owing to the chemisorption, resulting to the formation of stable hydroxoborate forms [B(OH)4]– in the ionite phase. As the anionite is being saturated and the concentration of free functional hydroxyl groups is decreasing, the formation of polynuclear forms of boric acid [B4O5(OH)4]2– occurs in the anionite phase by sorption of boric acid molecules on free tetrahydroxoborate anions and, further, the complex formation of polynuclear forms of boron by the nitrogen atom of aminooxyethyl functional groups. It has been stated that desorption of boron from anionite is considered to be effective when carried out with a 2 n. NaOH solution with a regeneration degree of 0.995.

An assessment of the pollution of a surface source of water supply (the Kuibyshev reservoir) with metabolites of cyanobacteria (blue-green algae) under conditions of an increase in biogenic load is carried out. During the period of mass development of cyanobacteria, the quality of water in the reservoir deteriorates in terms of a number of indicators, including smell, taste, and content of organic and toxic substances. Among the wide range of cyanoxins, the greatest danger to the population is microcystin-LR, the concentration of which in drinking water should not exceed 1 μg/dm3. The growth of anthropogenic load and global warming of the climate create favorable conditions for the rapid development of cyanobacteria, therefore, the problem of providing the population with high-quality drinking water will only worsen in the future. Traditional methods used at drinking water treatment plants in Volga cities are ineffective in removing intracellular and extracellular cyanotoxins. The best and safest barrier against the ingress of cyanotoxins into drinking water can be membrane technologies that allow ultrafiltration of bacterial cells without mechanical damage and nanofiltration of cyanotoxins dissolved in water.
