THE ISSUE OF COOPERATION: LOCAL MULTISECTORALITY AND SOCIAL SERVICE PLANNING 合作问题:地方多部门和社会服务规划

This text addresses the issue of multisectorality and networking of social policies in the realities of Polish local government. The analysis covers in particular the issue of the participation of social partners in the design and implementation of solutions aimed at the development of social services and deinstitutionalization, as well as the model of services co-production in Poland. The analysisis carried out in the context of the social investment paradigm and based on materials collected in the project entitled „Development and pilot implementation of mechanisms and plans for the deinstitutionalization of social services”. The conclusions indicate that regulations and activities strengthening the investment paradigm and service approach in Polish social policy create favorable conditions and potential for stronger networking and real cooperation within local social partnerships.

ON THE POSSIBILITIES AND CONDITIONS FOR EFFECTIVE DEINSTITIONALIZATION OF CARE SERVICES 关于有效实现护理服务非制度化的可能性和条件

This article is intended to provide an insight into the first steps in the process of deinstitutionalisation of social services for dependent people in Poland, who have so far lived in traditional residential institutions. This was based on participation in a qualitative study by IPiSS as part of a pilot on the implementation of mechanisms and plans for deinstitutionalisation of social services. The main aim of the article is to formulate conclusions with reference to similar deinstitutionalisation processes in other, mainly European, countries on the basis of evaluation studies. This is a selective review, for two reasons. It deals only with the four groups of dependants with the highest levels of formal residential care: (a) children, (b) people with disabilities, (c) people with mental disorders and (d) the elderly. It also focuses particularly on the economic and management determinants of the actions taken that make them effective.The findings of this review highlight that successful denationalisation tends to be a costly process and involves people with greater capacity to live independently outside the institution. Moreover, when it is done in those local conditions where access to resources is easier: infrastructure, housing, financial and human resources, and local authorities have an adequate and long-term plan of action and a coordinating institution. All in all, deinstitutionalisation is a process of re-institutionalisation; existing care institutions are transformed, but only a certain proportion of residents take up independent living in their environment.

This article is devoted to the deinstitutionalisation of support for people with disabilities. It presents the strategic framework for this process at different levels and the conditions and instruments that can be used. The author presents the experiences and partial conclusions of a pilot programme on deinstitutionalisation, which was implemented in a number of municipalities and districts in Poland between 2022 and 2023. The aim is to show these experiences, the instruments used and the benefits that those responsible for the pilot have indicated in the course of implementing the measures in their communities.

SUPPORT FOR THE ELDERLY IN POLAND - IN SEARCH OF NEW SOLUTIONS IN THE FIELD OF SOCIAL SERVICES 波兰对老年人的支持--在社会服务领域寻求新的解决方案

According to the Central Statistical Office data, the share of older people, i.e., aged 60 years and more in the total of Polish population will be over 32% in 2060. Thus there is a necessity for actions aimed at supporting older citizens who require various support, depending on their health status, psycho-physical condition and individual needs. The spectrum of activities for older people should be wide and differentiated due to the internal diversity of the aging population. The purpose of the article is to deliberate strategic assumptions and examples of actions implemented in local communities, such as community-based services offered by the social assistance system, in the context of deinstitutionalization process. The article presents selected results of the latest work of the Institute of Labour and Social Affairs conducted within the project entitled "Development and pilot implementation of mechanisms and plans for the deinstitutionalisation of social services”, carried out jointly with the Ministry of Family and Social Policy.

The analyses undertaken in the article refer to the support undertaken towards the family in social assistance in the past, current activities related to the introduction of a new institution such as a social service center able to carry out service tasks towards the family, and challenges for the future in terms of important directions of work with the family. The article highlights the dynamic changes taking place in the operation of social assistance for the family, as well as the family itself transforming its model and functioning.

When the pandemic began, the remote learning model became widespread in the Polish education system. However, it was not without its difficulties. Based on a review of the literature on the subject, the article discusses the main challenges faced by teachers and participants in remote classes at that time.The next part of the paper analyses the results of research (qualitative and quantitative) carried out by the Institute of Labour and Social Affairs later – in 2022 – in order to: identify the changes that occurred during the 2 years of the pandemic, identify the practices used in remote teaching in Poland and assess their effectiveness from the point of view of teachers and recipients of education. Based on the data obtained, conclusions were also formulated regarding the needs of implementers and recipients of distance learning programmes.

Technological innovations significantly affect various spheres of human life and social relations, and this translates into practice and research in social work and social policy. The integration of technology into social work practice opens up new areas of research, as well as the development of new theories to better understand social reality and human interaction with non-human devices. The purpose of the considerations undertaken in the article is to diagnose the possibility of using digital technologies in the professional education of social workers. The application of digital tools and technologies in the practice of social work, including the improvement of professional skills and functional competencies was possible during the implementation of the project "Education of the future – remote distance education and training", in which the partners were the Vocational Training Institute in Warsaw and the Institute of Labor and Social Affairs funded under the EOG Financial Mechanism 2014–2021, Education Program. Feedback received from social workers testing the project's online course indicates that it is an interesting form of self-education, allowing them to improve their professional competence and update their knowledge.

THE WORK OF SHEFFIELD YOUNG CARERS ORGANISATION IN THE UNITED KINGDOM ON SUPPORTING YOUNG CARER 英国谢菲尔德年轻照顾者组织在支持年轻照顾者方面的工作

Young carers (including young adult carers) are individuals under the age of 25 who provide or intend to provide care, help and support to family members, most commonly parents, but also siblings, grandparents or other relatives because of their disability, chronic illness, mental health problems or other disruptive situations. In the 1990s, research began in the UK on the experiences of young carers, a group hitherto unrecognised in both academic research and social policy. There, the conceptual apparatus for describing this phenomenon was formulated. Current research on this topic is being carried out in many countries around the world, which provides a broad knowledge base to better understand the situation of young carers. Research and reflection on this issue has resulted in legislative solutions and the development of a support system aimed at young carers. This article will outline the work of Sheffield Young Carers, an organisation that is part of this system.

CONTACTS OF PERSONS SERVING A PRISON SENTENCE WITH THEIR FAMILY AND OTHER RELATIVES 服刑人员与家人和其他亲属的联系

Background: Contacts between convicted persons and their family as well as other relatives is an important issue in the area of penitentiary policy. It is believed that such contacts reduce the discomfort of imprisonment and that they are a prerequisite for successful social rehabilitation and re-adaptation.Aim: The aim of the article is to present the results of the research on who prisoners contact from among their own family and in what forms.Methodology - The material for the research comes from own-made questionnaires completed by 345 people serving a sentence of imprisonment in one of four prisons in Poland. Results - It was established that convicted persons have contact (usually by telephone) especially with the following types of sources: mother, friend outside the prison, sisters and brothers. After taking into account all contacts with children, stepchildren, sisters, brothers and friends (each respondent could have several), the order of contact sources changed and was as follows: partner (male or female), mother, stepchildren. Attention was drawn to the low percentage of inmates contacting their own children. Conclusions - Maintaining and developing contacts of convicted persons with their family members and relatives should be a central element of penitentiary policy. Relatives who are known to be the main source of contact should be recruited as allies, who can help with penitentiary work.

This article presents an overview of selected teaching tools used by secondary school teachers during and after the closure of schools due to the consequences of COVID-19, tools that share the common characteristics of initiating and sustaining dialogue with the students. The described practices were selected on the basis of content analysis of in-depth interviews, which were one part of the two-year international KEEP project: "Key engaging educational practices used by secondary school teachers to keep connected with their students following COVID-19 pandemic". In the text, we focus on the role of educational dialogue, in dialogic teaching from Robin Alexander's perspective.
