Article discusses issue of professionalization of welfare assistance institutions in Poland in topic of financial education service for beneficiaries. Supporting welfare beneficiaries in making financially reasonable decisions is common practice among developed countries, where massive consumption favors consumer habits, that contribute to fall into poverty trap. Actions taken in aim to raise consumer awareness won’t replace social security institutions but may have positive impact as a preventive measure. Article is based on experiences from the project “Potentials – new forms of social capital in city Przasnysz”.

The aim of this article is to present the importance, circumstances, and barriers of social capital progression in the process of combating poverty at a local level. Article refers to project “Capacity – new form of social capital in town community Przasnysz”, which aim is to develop a new model of combating poverty at a local level. The main thesis says the social capital index in Poland is low, and its role is one of the most important defense mechanism against poverty.

Every person’s place of residence is part of their everyday living environment and largely determines their sense of security, while housing conditions affect the quality of life. Therefore, proper housing conditions, meeting the needs of older people and a friendly local environment have an impact on experiencing old age. The research shows that the elderly want to stay in their own house/flat as long as possible, in a familiar and friendly environment. Therefore, it is equally important to adapt a flat or a house to the possibilities of older people, as well as appropriate shaping of the public space, enabling them to move freely. Moreover, aging in the place of residence should mean the launch of numerous services adapted to the changing needs of this very diverse group of elderly people over time, which is part of the de-institutionalization process.

The aim of the paper is to analyse the process of the creation of the hybrid organizational form and the mechanisms of its action. The paper is theory oriented and is based on new institutionalism and hybridity. The research question is how a hybrid organization efficiently functions while simultaneously drawing on three different and partially contradictory institutional logics: commercial (profit-oriented activities), social (non-profit activities), and public (focused on the provision of high-quality social services). We argue that the core mechanism of action of the new organizational form is the solidarity capital.

This paper focuses on the issue social economy entities and the role they play in the public policy. The paper argues in favour of the thesis that social economy entities are an important component of what can be described as the capacity of the public policy system in a given country. They contribute significant resources – intellectual, organisational, executive [financial], etc. – to the system. The larger these resources are, the more efficient the whole system becomes, i.e. the ability to identify key public issues and to program their solutions, to implement these solutions and to evaluate the results of public policy actions in various forms. It indicates that it is in the interest of the State and the general public to strengthen the social economy entity sector.

This paper analyses a myriad of roles played by the social economy entities in selected sub-areas of social policy, such as family and foster care support, senior citizen policy or prevention of poverty and social exclusion. The author points out the role of social economy entities in programming and implementation, monitoring and evaluation of performance, analysis of challenges and development scenarios, and advocacy for the rights and interests of various groups in need of social policy support.

Based on the research results, the article presents opinions of the representatives of social economy sector and local authorities on the current use of social clauses indicated in public procurement regulations, which are a tool oriented at increase of participation of the social economy sector in the public procurement market. The research confirms low usage of social clauses mechanism. The main constraints in use of these tools by local authorities include: lack of sufficient knowledge about social benefits arising from providing social services by social economy units and fear of using a legal measure that limits competition of entities operating on the free market. The respondents underline that information about the goals of social economy and the its potential are the basis for activities aimed at increasing interest in using the social clause mechanism.

This paper explores the issue of building beneficiaries’ commitment to the social project. Building beneficiaries’ commitment is difficult and complicated, but necessary to achieve the project’s goals. The paper presents experiences of individuals who organise activities in the Potentials… project, namely activities of those who have been responsible for building involvement of the projects’ benfciaries. The author presents conclusions of her qualitative research into the local community/project concerning commitment building methods, the difficulties connected with it and some suggestions concerning the project implementation in the future.

The paper studies upgrading patterns between secondary and primary segments in Polish labour market, with reference to the Segmented Labour Market theory. The type of contact (permanent vs. fixed-term) and wage distribution were used within one framework to define these labour segments. The parameters of binary choice model, based on Labour Force Survey microdata, were estimated to calculate the probabilities of shift from secondary to primary segment, and to identify supply and demand-side determinants of this upgrading. The results are, in general, in line with the trap hypothesis, pointing out to limited chances of upward shift from secondary to primary labour segment. However, this upward mobility has increased in recent years, being a result of changes in real (measured by lowering unemployment rate) and institutional sphere of the Polish labour market. Individual’s age, education attainment, propensity to invest in human capital, as well as the size of an enterprise appeared to be the most important divers of inter-segments upgrading. Moreover, regional as well as sectoral differences in probability of upgrading were identified – this probability was higher in the case of workers living in regions with large agglomerations and close proximity to the German labour market.
