Friends of the Lake? Ontological Politics and the Megacolector Conflict

There is growing recognition that radical ontological difference underlies Indigenous communities’ opposition to extractivist development within their territories. Scholars writing from a political ontology (PO) framework excitedly posit the possibility of the pluriverse emerging from the ‘ontological openings’ (de la Cadena 2015a) that these struggles are forming in the project of modernity. While such accounts are useful in elucidating how such struggles are more than ‘mere resource conflicts’ (Coombes et al. 2012a), they also risk reifying ontological difference and losing sight of the power asymmetries which shape its pragmatic and strategic articulation. More than just a matter of academic debate, overstating the ontological difference of Indigenous opposition to extractivism is a ‘cosmopolitical risk’ (Cepek 2016) that has the potential to limit Indigenous communities’ particular aspirations for self-determination. As a consequence, this article suggests a way forward can be found in ‘ontologizing political economy’ (Burman 2016) whilst also paying closer attention to the contingent nature of worlding, as well as ontological ambiguities and ‘partial connections’ (de la Cadena 2015a). This article fleshes out these theoretical concerns through drawing upon my ethnographic research about an ongoing ‘resource’ conflict in Guatemala. Over the last few years, the Maya Tz’utujil community of San Pedro la Laguna has been strongly opposing the ‘megacolector’ – a wastewater megaproject being advanced as a solution to Lake Atitlan’s contamination by the environmental NGO ‘Asociación de Amigos del Lago de Atitlán’ (Association of Friends of Lake Atitlán). Through engaging with a range of Pedrano community members, I reflect upon the usefulness of a PO framework for understanding the megacolector conflict’s ontological dimensions and the motivations of San Pedro’s opposition movement.

Grassroots innovation in alternatives to development: a review

Alternatives to development represent fairer forms of social, economic, and political organization, including environmental sustainability criteria as well. Many new outcomes are created during the design and everyday construction of alternatives to development (e.g., knowledge, practices, social relations, institutions). We may think, therefore, that innovation plays a key role in how such alternatives are imagined and materialized. However, the literature on alternatives to development does not appear to have focused much on innovation. In addition, there is academic literature on innovation that has coined and developed the concept of “grassroots innovation” to refer to innovation realized by grassroots groups. Yet, this literature does not seem to have focused on alternatives to development as innovation-rich spaces. Based on these observations, our objective in this paper is to analyze the potential role of grassroots innovation in alternatives to development, especially in contexts of the global South. To this end, we conducted a literature review along three axes: (1) grassroots innovation; (2) post-development and alternatives to development; and (3) Zapatism, an alternative to development in Mexico (in the last two axes we looked for direct or indirect references to grassroots innovation). Our results confirmed the previous observations. Nevertheless, we identified multiple and diverse innovative outcomes in the literature on post-development, alternatives to development and Zapatism, and altogether our findings suggest a very important role for grassroots innovation in these alternatives. Based on our review, we have provided a preliminary characterization of how grassroots innovations may look like and occur in alternatives to development (particularly in contexts of the global South). We emphasize the need to develop a theoretical-conceptual framework on grassroots innovation from the global South to improve its explanatory power given the diversity of existing alternatives to development. In addition, we call for more empirical studies that focus on identifying grassroots innovations and assessing their relevance to the design and everyday construction of alternatives to development.

The Anthropocene brings to the fore the need to foster ontologies that reject the modern “one-world world” (Law 2015) model, characterized by extractivism, dualism and human exceptionalism, requiring the enactment of pluriverses (de la Cadena & Blaser 2018) that recognize the heterogeneous clamor of human and non-human agency. As an attempt to listen-with those oppressed and silenced by the modern extractivist paradigm, in this paper, we propose the mobilization of relational, dialogic and nondualistic methodologies that attend to subaltern and more-than-human worlds. Drawing on a variety of sources – such as the Parliament of Things, the Council of All Beings, the Pedagogy of the Oppressed, meditative and artistic practices –, our article speculatively engages with affective, situated, hybrid and counter hegemonic methodologies that articulate contemplative practices, the arts, more-than-human agency and local communities, recognizing that politics, aesthetics and affect are intimately entwined. Our experimental endeavour is centred on three case studies that encapsulate some of the socio-political and technological tensions of our current zeitgeist – wildfires, geoengineering, and lithium mining –, speculating on how pluriversal methodologies can bring to the fore the many worlds silenced by the modern “one-world world”.

Environmental conflicts and cultural misunderstandings in a Buenos Aires wetland settlement

This article aims to contribute to the ongoing debate on the politics of reclaiming the commons and resisting extractivism, drawing on a case of environmental conflict and ontological equivocations in the Metropolitan Area of Buenos Aires. On the south of the City of Buenos Aires, the Techint Group plans to build a real estate project by promising progress and development for an area affected by numerous environmental problems. This project spurred social mobilizations led by neighbors and local organizations, who denounced the environmental and housing impacts. Drawing on an anthropological approach, I investigate what happens when a consensus cannot be reached regarding the solution to — or even the very nature of — an environmental “problem.” Finally, I reflect on the need for a new cosmopolitics that can transcend the cultural misunderstandings that arise from the fact that “the various collectives that populate the world do not really understand the fundamental questions that engage other collectives” (Descola 2012).

Geography's ability to enhance powerful thinking skills and knowledge
Q3 Social Sciences Pub Date : 2022-02-18 DOI: 10.30671/nordia.113997
Eerika Virranmäki
Finnish upper secondary geography education has faced major changes within the last decade. In 2014, geography lost one of its compulsory courses in the distribution of lesson hours. Afterward, curriculum reforms were conducted in 2015 and 2019, and the geography test in the Finnish matriculation examination was digitalized in 2016. Similar major changes have occurred across the globe over the last 20 years as geography’s position in schools has weakened. Therefore, geography educationists have engaged in discussion regarding the kinds of knowledge and thinking skills that geography encourages young people to learn during their years in school. This thesis acknowledges that geography involves much more than teaching and learning simple facts about world’s topography, regions, and places, which is how geography is usually understood in popular views. The aim of this thesis is to widen our understanding of thinking skills and powerful knowledge in the context of geography education. Theoretically, the thesis brings together discussions of powerful geographical knowledge with thinking skills and knowledge dimensions from a revised version of Bloom’s taxonomy, and it suggests that these can be used as two “lenses” through which to examine geography. The main objective of the thesis is to examine geography’s potential to engage students in thinking skills and powerful geographical knowledge, using Finnish upper secondary geography education as an example. This thesis is based on three individual research articles, and thus the empirical part of the thesis consists of multiple research materials: in-service upper secondary teachers’ concept maps and in-depth interviews; the geography test questions from the paper-based and digital forms of the Finnish matriculation examination between fall 2013 and spring 2019; students’ answers to the paper-based and digital geography test questions between fall 2015 and spring 2017; and learning objectives in upper secondary geography curricula documents from the years 2003, 2015, and 2019, which are examined through the qualitative research methodology approach. Both inductive and deductive content analysis are used as methods of analysis. Additionally, quantification, descriptive statistics, and statistical analyses are used to comprehensively understand the researched phenomenon. In this compilation part of the thesis, the findings from the three original research articles are examined through the two “lenses” to reveal which geographical thinking skills and knowledge are emphasized.

In 2014, geography lost one of its compulsory courses in the distribution of lesson hours. Similar major changes have occurred across the globe over the last 20 years as geography’s position in schools has weakened. Therefore, geography educationists have engaged in discussion regarding the kinds of knowledge and thinking skills that geography encourages young people to learn during their years in school. This doctoral dissertation studies the use of the public participation geographic information system (PPGIS) in land use planning and decision-making in sparsely populated Northern regions. The main research question is: What types of practices and knowledge does PPGIS bring to public participation in land use planning in Northern regions? Sparsely populated Northern regions pose a specific challenge for planning. In those regions, land ownership by the state or the municipality is general and there are many different interests by locals and non-locals in the same regions. The reconciliation of different land uses is essential because of the many interests (e.g., tourism, nature conservation, mining, forestry, indigenous people, interests of locals and non-locals, recreation and reindeer herding). The different roles of the information, land use and the development of the participation and interaction in land use planning are in focus. The relevant question is who and which interests lead land use planning and decisions. In this research, the participation in land use planning processes in sparsely populated Northern regions has been examined and participation possibilities have been developed with a mixed method approach. Both qualitative and quantitative methods have been used in the data collection and analysis. The best practices of the use of PPGIS have been studied as well as the novelty of the PPGIS knowledge. The implementation of PPGIS data in decision making, one of the biggest challenges in the field of PPGIS research, has also been examined. The approach of the research is empirical. The research is a case study and three different sets of data have been collected from Finnish Lapland, sparsely populated regions, from 2015 - 2019. This research used electronic and paper PPGIS, interviews and studying reports and documents. The data is qualitative, quantitative and spatial, and was analyzed with the principles of theory driven content analysis and GIS analyzing methods (theme maps). The results show that the maintenance and development of the participation possibilities in land use planning are an important part of democratic society. It is essential to maintain discussion, debate, criticism and right of appeal. In the Northern regions with many land use interests, there is no one right way to involve people. The participation is context sensitive; the involvement process and involvement groups need to be estimated in every situation, place and context. PPGIS has the possibility to improve interaction in sparsely populated regions. The benefits of PPGIS appeared strongly for different data, for example, visually and presenting data on the map in the spatial mode, the possibility to virtually and remotely collect information from a big audience (both locals and non-locals) and the possibility to handle and combine a large amount of digitalized, spatial data. Increasing trust and transparency between different groups were remarkable

To comprehensively understand the impact of anthropogenic activities on biodiversity, we must understand how biodiversity has changed over time and its underlying processes. Regardless of a recent increase in scientific interest towards changes in community composition, i.e. beta diversity, these changes have not been studied comprehensively in lake environments in a spatio-temporal framework. In addition, although biotic homogenisation has gained much attention in recent decades, it is still unclear how this process acts at different levels of biodiversity through time. The main aim of this thesis is to study temporal and spatial biodiversity patterns of vascular aquatic macrophyte communities in small boreal lakes during a period of 70 years. The focus is on beta diversity-environment relationships and different dimensions of biodiversity, with special attention to functional features. This thesis is based on three separate case studies that all have utilised temporal presence-absence data of vascular aquatic macrophytes from 27 to 28 lakes from the 1940s to the 2010s. Vascular aquatic macrophyte communities showed only moderately different spatial beta diversity patterns in relation to human impact across decades. The patterns of different dimensions of spatial beta diversity diverged only slightly from each other. The temporal change in aquatic macrophyte communities at the lake level has beenmodest since the 1940s. Nevertheless, it seems that even relatively modest changes in the environment affect temporal gains and losses of species at the lake level. There were no signs of either biotic homogenisation or biotic differentiation (taxonomic, phylogenetic or functional), but the changes in the environment have affected functional community composition and changes in functional richness to some extent. By using the spatial and temporal beta diversity perspective, this thesis highlights the fact that even though biotic homogenisation is a pervasive problem globally, it is not an unambiguous process acting similarly at all spatial and temporal scales or in different environments and different organism groups. There are likely five partly interdependent reasons why no signs of biotic homogenisation were detected in the study area during the 70-year study period: the modest changes in the environment from the 1940s to the 2010s, high ecological resilience of the lakes, information on species presence and absence was used instead of abundance data, biotic interactions and complex community-environment relationships together with stochastic processes and climate change. The results highlight that relying on only one or two survey points in time can result in limited knowledge of the ecological phenomenon under study, and an exceptional year in terms of weather conditions can hinder detecting overall long-term trends in compositional changes, especially under ongoing climate change. The patterns detected in macrophyte beta diversity are likely to
