: This study aimed to identify the faculty members ’ perspective regarding their training needs at the University of Aden . The researcher used the analytical descriptive method in order to achieve the aims of the study . The study used a questionnaire which consisted of ( 56 ) items and distributed over four dimensions : teaching skills , personal and leading skills , scientific research skills and technical skills . The instrument was administered to a sample of 196 teaching staff members at the University of Aden in the second semester , academic year 2017 - 2018 . The results revealed that the members ’ total degree of assessment of their training needs was high with a relative weight ( 80 . 27 %). Moreover , each dimension of the questionnaire was ordered according to the relative weight , as follows : the teaching skills got the highest rank ( 81 . 39 %); the scientific research skills scored ( 81 . 04 %); the personal and leading skills scored ( 81 . 00 %); and the technical skills scored ( 77 . 51 %). The results also revealed that there were no statistically significant differences ( α 0 . 05 ≥) among the average of degrees of assessment expressed by the sample regarding their training needs , attributed to these variables : gender , the type of college and the academic rank ). In addition , there were statistically significant differences attributed to the variable of years of experience , in favor of category ( 1 - 5 ) years . According to the results of the study , the researcher recommended that various ongoing training courses for the teaching staff members should be conducted .

The study aimed at identifying the opinions of the students of technical and vocational education colleges in Gaza Governorate regarding the quality of the educational environment in light of Six Sigma principles and to find out if there were statistically significant differences between the average scores of agreement among the students which could be attributed to these variables: sex and type of Secondary School Certificate. To achieve this, the researcher followed the descriptive, analytical method by administering a questionnaire consisting of (66) items distributed over (6) dimensions, to the study sample which consisted of (171) male and female students. The sample also included 8 faculty members working in the area of quality assurance. The results showed that the total degree of agreement among the sample was (70.24%) which is high. The dimension of evaluation and follow-up came first with a relative weight of (78.67%). The dimension of human resources came last with a relative weight of (59.73%). The study recommended the formation of a Higher National Committee for Vocational and Technical Education, which aims to coordinate with all institutions concerned to ensure that human resources are utilized as much as possible.

The aim of the research was to shed light on the role of the Palestinian university higher management in ensuring the quality of the institutional performance using a proposed model to control the inputs, processes and outputs of the institution, being the main components of the operations. Quality assurance is considered one of the most important leadership practices to achieve efficiency and effectiveness, and to ensure these practices are in line with institutional objectives and the expected performance outputs. This model provides a practical perspective on how to control multiple operations and achieve the objectives listed in the strategic plan of the institution and the percentage of completion, in order to enable the leadership to follow up its plans continuously and make use of the feedback. The model may also address the problem of higher management’s poor control over performance aspects due to the wide scope of work, its multiple aspects, the poor performance, performance reports, operational reality and the objectives of the institution. It also focuses on the problem of following up the implementation of the strategic plans. The study followed the analytical descriptive method, as well as the structural method used to construct the model through the interview and workshop tools. The study population included Palestinian universities in Gaza governorates, and the sample of the study consisted of officials responsible of overall performance in the Palestinian universities. The study revealed the following results: 1) the role of effective leadership in Palestinian universities and 2) the proposed model for enhancing the role of leadership in the form of elements of the model from the development of the strategic plan to the evaluation and review process, and using analysis and programming techniques in order to implement the model.

The study aimed at identifying the assessment degree given by the faculty members in the Palestinian universities for the extent of implementing principles of governance and the relation between this degree and their assessment degree of social responsibility in combating corruption. To achieve this objective, the researcher followed the descriptive, analytical method by administering two questionnaires. The first questionnaires included (43) items covering 3 dimensions (accountability and transparency in participation; justice and equality for empowerment; efficiency and effectiveness). The second one consisted of (25) items, describing the social responsibility of universities in the fight against corruption. The sample consisted of (297) faculty members. The results showed that the overall assessment degree of implementing the principles of governance was significant at a relative weight of (75.24%). The dimension of efficiency and effectiveness ranked first with a relative weight of (76.63%. The dimension of accountability and transparency ranked last with a relative weight of (74.51% ), whereas the degree of overall assessment of the members of the sample on the social responsibility of the university in the fight against corruption was significant at a relative weight of (77.11%). There was also a strong positive correlation of a statistical significance of correlation coefficient (0.771) between the faculty members’ assessment degree of the extent of implementing governance principles in Palestinian universities and their assessment degree of the university social responsibility in the fight against corruption. The study recommended the establishment of joint advisory councils consisting of university officials and community leaders to identify and reduce corruption, to activate university’s roles in enhancing the values of integrity and transparency by means of services and to supervise various activities.
