With continued consolidation in 2016-17, the bulk of Australia’s aid investments in Sub-Saharan Africa are directed to countries where we have strong national interest and are able to leverage results, predominantly in Eastern and Southern Africa. Australia Awards is our flagship program, supporting good governance and capacity building in the agriculture, extractives and public policy sectors, where Australia has expertise and the greatest potential to make a difference. This work contributes towards achieving the 2030 Agenda for Sustainable Development and the Sustainable Development Goals (SDGs), particularly SDG 4 (Quality Education) and SDG 8 (Decent Work & Economic Growth).

While there is no formalized regional migration governance in North America and little prospect of it developing, there are powerful regionalized effects linked to US hegemony and the interest of US capital. Understandings and representations of migration in the US governance system have had powerful regional effects and shaped responses in both Canada and Mexico. An increased focus on the deterrence that existed prior to the 9/11 terror attacks of 2001 has shaped regionalized responses. The election of Donald Trump as president in 2016 brought nativist and racist rhetoric to US immigration policy and to relations with its neighbours, but ramped up provisions that, unwilling as he was to admit it, were already well established.

They do not offer forecasts of specific future events: this annual book remains a review of international affairs covering a 12-month period, in this case from mid-2015 to mid-2016. However, regional experts use their analysis of developments in this and recent years to identify strategic risk factors. This section is not a comprehensive list of risks facing the world, nor does it attempt to assess or quantify threats. World events will remain unpredictable. But we hope our analysis is useful for the identification of key drivers of strategic change.
