The inability to optimize budget use of finance development is the most crucial problem in Indonesia. In 2015, the potential budget dissipation by the government estimated about 30% of National/Local Budget or 392,8 Trillion Rupiah which Local Government becomes the most. The absence of Value for Money paradigm and performance management quality is the most problematic factors. National Government efforts to overcome these problems are to encourage SAKIP implementation. About 20 Local Governments have intensively implemented SAKIP and stated that it can be affected 41,1 Trilion Rupiah budget dissipation potential. Fulfilling the lack of employee: The Strategy from Swedish Public Sector practices 解决员工短缺:瑞典公共部门实践的策略

The purpose of the study is to describe how Swedish municipalities recruit the current labour market in response to immigration movement. Data from Swedish Immigration Agency (Migrationsverket, 2017) from 2013 to October 2017 show the highest number of asylum applicant was in 2015 with 162.877 applicants. However, in October 2017, Swedish Public Employment Service (Arbetsförmedlingen) revealed the new data from August 2017 which said that Swedish unemployment rate decreases from 7.6% to 7.4% compared to the same month last year. The rise of labour force occurs in many countries. Thus, the Swedish strategies in handling the problem may contribute as a references in the recruitment process and employee distribution strategy. The study used qualitative method based on in-depth interview were conducted with thirteen (13) Human Resource (HR) managers and specialist from ten (10) municipalities in Sweden as the data collection method. The perspective of translation concept is used as the analytical basis. The research found that the labour market in Sweden experience lack of employee, and high disparity in the unemployment rate between native-born and foreign-background. In order to cope with this situation, municipalities implement different strategies and programs such as “move a friend” program, re-employed retired staff, collaboration with other organisation (Arbetsförmedlingen and Mittliv) for staff level and talent pool management in the managerial level. The research also revealed that in order to open more opportunity for the foreignbackground applicants, municipalities apply competence-based recruitment system that focuses on the candidate’s personal competencies rather than education qualification or background. Legislative Competency of Local Legislators in Region I, Philippines: Gender Differences 菲律宾第一地区地方立法者的立法能力:性别差异

Legislation is a vital component of good governance. As such, members of Legislative bodies must possess the requisite competency to be able to perform their tasks. This study assessed the level of competence of local Legislators along effective communication, influence, policy research and analysis, relationship building, and technical proficiency. The study employed the descriptive-method of research using a questionnaire as the main tool in data gathering. It was adapted from the Competency Framework and Dictionary Manual of the Department of Interior and Local Government. The subjects of the study were the members of the Provincial Board, City and Municipal Councils of the local government units in region 1. The study found out that the Legislators in Region 1 are predominantly male, married and professionals serving their first term in the local Legislative Board/Council. The female Legislators, although outnumbered, contributed significantly by churning out policies promoting women and children welfare and helped in the crafting of a Gender and Development Manual for their respective local government units. Majority of the Legislators possess adequate competence to perform their Legislative functions. However, they need to level up their proficiency in all the dimensions of Legislative competence. Specifically, the Legislators should acquire the basics of policy research and analysis, learn how to simplify complex issues and develop strategies to effectively articulate the same to their colleagues and constituents. The Department of Interior and Local Government should design more appropriate capability trainings for neophyte Legislators, and more women should be encouraged to ran for Legislative positions for a better and balanced Legislation. Decentralization in Indonesia has brought enormous opportunities for this country’s further social and economic development. Local governments as well as local house of representatives were no longer dominated by political elites coming from political parties. New leaders arise from outside political parties, bringing hope for change. Recent development however, does not show satisfactory results. The Corruption Eradication Commission caught several local governments’ leaders for corruption cases. Preconditions required for successful decentralization have not been fulfilled. Introduced in 2007, the Mindanao Rural Development Program Adaptable Program Loan 2Community Fund for Agricultural Development (MRDP APL2 CFAD) was implemented in the 12 municipalities of Bukidnon to give the disadvantaged and vulnerable sectors, including women, the opportunities for increased income from agriculture and fishery production, including allied valueadding activities using appropriate and sustainable technologies. Of the 12 municipalities in Bukidnon, Damulog and Don Carlos had the most number of sub-projects on crops particularly corn with the most number of women farmers engaged in corn production. Generally, this study was conducted to determine the effectiveness of the MRDP APL2CFAD in improving income and achieving food security among the Bukidnon women. Specifically, this study aimed to describe the personal, socio-economic and psychological profiles of the women farmers and the implementers of the MRDP APL2 CFAD in Bukidnon; to evaluate the factors supportive of and related to the implementation of the MRDP-CFAD program; to determine the level of effectiveness of the MRDP APL2CFAD in increasing income and attaining food security; to assess the degree of influence of personal, socio-economic, psychological, supportive and MRDP CFAD-related factors on the effectiveness of MRDP APL2 CFAD; and to identify the problems encountered by the women farmers and program implementers during program implementation. Integrated Tourism As a Way to Gain More Tourists to Indonesia 综合旅游为印尼吸引更多游客

Indonesia is one of the major destinations for foreign tourists. With a total foreign exchange of 15 million dollars in 2017, Indonesia has an opportunity to increase its tourism business potential. However, there are still several problems related to tourism such as the low capacity of human resources managing tourism objects, infrastructure and infrastructure that have not yet been established, and the mode of transportation that has not been integrated with tourist attractions. This study aims to get the right model in terms of integrated tourism. This study uses qualitative methods with literature study techniques. The results of this study indicate that Destination Management Organization that applies integrated tourism needs to implement: a) The forming of DMO b) Provision of Tourism Information Centers c) Integrated Modes of Transportation, and d) a set of Robust Infrastructure. This paper argues that decentralization is a panacea to better health service delivery in Liberia provided it is being buttressed by the financial and moral backing of both the central and the local governments, the capacity of local leaders are well-built, as well as the continuous monitoring and evaluation of the process. Liberia, the first negro republic on the continent of Africa, is on the path to transition into decentralization with the high hope to reverse the lack of development, inefficiency, and ineffectiveness associated with the delivery of health services as a result of the prolonged centralized form of governance inherited from the American Colonial Society. Looking at the Philippine experience, the study found that the health sector decentralization process was perceived as an unfinished administrative devolution that eventually resulted into disintegration of health care services. Public Private Partnership for Overseas Expansion: A survey of Municipal Water Services in Japan 海外扩张的公私合作:日本市政供水调查

With rapid economic growth and urbanization, some Asian cities have faced urban environment problems such as strong demand for sanitary water and sewerage. Until the 1990s, municipal water services contributed internationally by accepting technical trainees and dispatching experts to developing cities. With national governmental support, major city municipal water services in Japan have aimed to expand their business abroad for regional economic development. We examined four cases of urban municipal water services that are expanding overseas, including Tokyo, Yokohama, Osaka, and Kitakyusyu, which developed public-private platforms for expanding abroad. These consortiums comprise dozens of water facilities and maintenance companies, and some municipal water services have created special purpose companies to attract business opportunities from foreign governments or water authorities. These organizations provide information overseas to participating companies, and they dispatch research missions to partnership cities across Asia. Efforts regarding overseas expansion of these municipal water services have led to the reform of public organizations. For more efficient delivery, one municipal water service converted its operation department into a corporation and delegated operational tasks from the public to the corporation. this study aims to identify the application of bureaucratic responsibility to perform certain functions as stated in the hierarchy of responsibility by offering several solutions in the improvement of administrative services in terms of tourism. This research uses a descriptive-qualitative approach with case study approach. Data collection techniques used is interviews, observation, and documentation. The instrument in this research is the researcher himself, while the informant uses purposive techniques. Analytical techniques use an "interactive model" that includes data collection, condensation, data presentation, and verification / drawing conclusions. The results of this study indicate that the implementation of program, procedural and financial accountability in tourism services in the tourism and creative economy of Makassar City has not been in accordance with the expectations of the community. This is based on the implementation of bureaucratic accountability has not been done thoroughly and continuously in accordance with the needs and competitiveness of tourism by referring to the Standard Operational Procedure (SOP) effectively, efficient and transparent based on the principle of justice and propriety as well as benefits for the community. Globalisation of the Healthcare Services Sector: Employing Foreign Physicians in National Strategic Special Zones in Japan 保健服务部门的全球化:在日本国家战略特区雇用外国医生

With the continuing increase in the ageing rate of the population, Japan must establish a system for the quantitative expansion of healthcare services and the improvement of the efficiency of service provision in order to respond to the increasing demand for the provision of healthcare services. In addition to these quantitative needs, the country needs to respond to the diversification of healthcare needs. The diversification of needs requires careful approaches towards changing disease structures and complex needs; healthcare needs that have diversified as a result of the increase in the number of foreign patients give rise to the need for diverse restructuring of the conventional healthcare service system in Japan. Discussing the viewpoint of globalisation which is needed in order for healthcare services in Japan to focus on guaranteeing denizenship, this study introduces the following measures as means to respond to the diverse medical needs of residents, including foreigners: development of a system for multilingual healthcare services in medical practice; consideration of the social customs of foreign patients and the lifting of restrictions on foreign doctors practising in the National Strategic Special Zones.
