Vehicle identification and traffic accident detection plays an important role in the Intelligent Transportation System. Vehicle image segmentation is the key technological foundation for further identification and detection processing. This article improves the inadequacy of Fuzzy C-Means (FCM) clustering algorithm by proposing the Spatial Constrained FCM (SCFCM) algorithm. Firstly, the each pixel's membership degree is corrected according to its field pixels', eliminating the impact of noise on the accuracy of FCM clustering. Secondly, a new searching algorithm based on Gaussian model single-peak judgment is proposed to obtain the optimal number of clusters. After that, initial membership matrix creation algorithm is used to reduce iteration times. The performance of the experiments shows that method is effective.

Aiming at the problem of Chinese thesaurus construction, we propose a method of using HMM to extract new terms from academic literature to expand automatically entry-words for Chinese thesaurus. This method converts the new terms extraction problem to a sequence labelling problem. It uses HMM fully integrated lexical information and syntactic information of new terms, as well as local context information, to learn automatically from the artificial corpus and obtain new terms extraction model. When new terms were extracted, Iturbi algorithm is used to extract automatically new terms from texts. Then this method receives these new terms as candidate entry-words. Eventually, we add content features filter conditions and frequency filter conditions for further selection. Experiment results show that the method has a good performance on terms extraction, and plays an important supporting role on expanding automatically entry-words for thesaurus.

To provide users with real-time service under ubiquitous, heterogeneous wireless access network environment, latency of vertical handoff should be reduced. This paper did a research on UMTS/WALN vertical handoff based on MSCTP(Mobile SCTP) and MSIP(Mobile SIP), analyzed the latency caused by wireless transmission of handoff control signal. The analysis proved that the wireless transmission delay have a great influence on handoff latency. At last a improved vertical handoff scheme had been put forward to get better performance by reducing the wireless transmission delay. The improved scheme had been verified to have less latency than other schemes only based on MSCTP or MSIP and could meet the needs of real-time service by simulations of wireless transmission delay.

It is a important field how optical-fiber composite overhead ground wire (OPGW) has melted ice to avoid disasters and reduce loss, and to operate safety of transmission line. In the paper, a kind of melting ice scheme, achieved through combining new OPGW ground wire and distributed fiber-optic temperature measurement technology, is researched, to solve the problem of melting ice and monitoring temperature of ground wire. Firstly the paper introduced the basic structure of OPGW melting ice scheme, and then it is focused on distribution characteristics and variation of melting ice temperature of the new OPGW ground wire. And third, through a comprehensive analysis of the heat convection characters of ice-melting temperature field and the time characters of the melting ice, above these, we proposed a well-designed scheme combined with distributed optical-fiber temperature measuring technology and embedded OPGW structure, which can fit to effectively monitor the melting ice process of ground wire, to adjust melting strategies in real-time, and to shorten melting time. Last, we concluded the new melting ice scheme is well effective and a improved efficiency.

In this paper, the optimal Context quantization for the source is present. By considering correlations among values of source symbols, these conditional probability distributions are sorted by values of conditions firstly. Then the dynamic programming is used to implement the Context quantization. The description length of the Context model is used as the judgment parameter. Based on the criterion that the neighbourhood conditional probability distributions could be merged, our algorithm finds the optimal structure with minimum description length and the optimal Context quantization results could be achieved. The experiment results indicate that the proposed algorithm could achieve the similar result with other adaptive Context quantization algorithms with reasonable computational complexity.

The specificity of the IT-professionals labor market influencing a diversity of fuzzy state of supply and demand and multivariate nature of their matching is shown. The micro- and macro levels modelling of supply and demand interaction processes in the IT-professionals labor market are defined, their distinctive features are revealed. The statement and objective of the management problem of supply and demand for IT-professionals at the micro level are offered, the mechanism of effective selection and recruitment of IT personnel within the enterprises is developed. The identification task of matching supply and demand and the subsequent decision-making on hiring is solved using fuzzy situational analysis and fuzzy pattern recognition. The possible scenarios of supply and demand in the labor market of IT professionals, obtained after the completion of the recognition process of the most appropriate proximity rate of employer and IT-specialist "pair" among sets of real search patterns of IT professionals and standard search patterns are presented.

This paper presents a new two-direction green wave optimization method to solve the coordination control problem of urban arterial traffic. An optimization method based on MATLAB graphical computation was proposed to solve the synchronous optimization for five parameters including the phase, the phase sequence, the offset, the cycle time and the split. Inbound coordination in the heavy traffic flow direction was achieved firstly, and the offset between each intersection in the outbound direction was adjusted by using phases with asymmetric signal mode, lag-open or advanced-close and etc. Then the coordinated control scheme for multi-plan was designed flexibly according to the characteristics of different intersections. The implementation shows: this method can take into account the non-motor vehicles, pedestrian and intersection traffic demands, improve the traffic efficiency for arterial roads, and reduce vehicle stop delay.

802.11 wireless networks have gained ever greater popularity nowadays. At the same time, wireless modules' prices have fallen dramatically. In order to support real-time applications such as VoIP in an 802.11 Wireless LAN, an efficient handoff mechanism using multi-radio module is proposed when a mobile client moves from one Access Point to another. In this paper, we present a method of multi-radio module dual-routing mode in hard handoff at network layer unlike current method that is based on soft handoff or traditional break-before-make. We let two wireless cards send data and only one receives data. Since the MAC layer is work, we just handoff at network layer. By the way, modified OSPF routing protocol should be enabled to ensure route can be immediately updated. Real experiments are conducted to show the superiority of our method on seamless handoff.

Delay-Tolerant Mobile Sensor Network (DTMSN) distinguishes itself from traditional Wireless Sensor Network by several distinctive characteristics. Since end-to-end connections in DTMSN exist with certain probability, the conventional routing protocols for WSN may achieve poor network performance under these challenging scenarios. Hotspot-Based Adaptive Routing (HAR) is a routing scheme designed for DTMSN, which includes mobile-assisted carriers (MA) to help data delivery from nodes to sink and exploits the regularity of nodal mobility to guide the route design for MA. In this paper, we present an improved routing scheme, named IHAR, based on HAR. In our scheme, several optimizations are employed to the original HAR to maintain less redundancy and better accuracy for hotspot selection. And the probabilities for different nodes to meet MA get balanced. The simulation results show that the proposed scheme outperforms the original HAR and adapts well under a variety of circumstances.

This paper proposes a new RNN (Reverse Nearest Neighbour) Queries algorithm for moving objects based on ASGI (Auto-Selection Grid Index). ASGI divides the space into grid cells of the same size, and each cell stores moving objects as a bucket. The RNN queries algorithm first determines the candidate objects according to the geometry characteristic of the grid and the bucket's object number, then answers the RNN queries from the candidate objects rather than all the objects. If there are too many objects within the corresponding cell of the query point, ASGI will divide the cell into grid cells again in order to decrease accessing objects. Experimental results show that the RNN queries algorithm based on ASGI outperforms traditional algorithm based on the TPR-tree.
