Recent literature has empirically demonstrated that the real exchange rate is essential to explaining the economic evolution of developing countries. It has been empirically proven that the anti-inflation exchange rate policy implemented systematically in Mexico has constituted a major restriction on the country's economic growth, a restriction that has persisted throughout this entire time period, even through different monetary and exchange rate regimes. This paper estimates an svar (1950-2014) that shows how the continuous appreciation of the real exchange rate has curbed Mexico's economic growth capacity and had an impact on other macroeconomic balances. This alone could be considered a highly potent structural macroeconomic reform.

This article describes the central features of an industrial policy to transform the productive and growth structure of the Mexican economy, which is large, open, and semi-industrialized, and has undergone a series of neoliberal reforms. The results indicate that progress has been made in key elements of nominal stabilization and in the export orientation, but that the overall economy is still not on a path to robust and sustained growth. The article concludes by arguing for the need to implement a new industrial policy to advance towards development with equality.

The objective of this paper is to examine the relationship between fiscal and monetary policy coordination and fiscal multipliers in Argentina, Brazil, Chile, and Mexico. To do so, we first look at the theoretical framework of the New Consensus Macroeconomics (ncm), and then analyze the trends in the four countries for variables including consumption, investment, government spending, and interest rates. Finally, we present an estimate of the spending and monetary multipliers with proxy variables. The contribution of this paper consists of one, showing the inexistence of the crowding out effect, and two, quantifying the multipliers for the aforementioned countries.

The neo-developmentalist thesis basically rests upon a process of endogenous socioeconomic transformation, driven by public policy. To achieve this result, three joint strategies are required: i) promote a national project; ii) build an industrial policy, and iii) solidify a national innovation system. This article introduces the case of Ecuador as an example to illustrate the topic. Starting in 2007, signs of neo-developmentalist features have gradually begun to appear in the current administration's policies. Through a theoretical and empirical approach, this paper demonstrates that the country has consistently sought to bring about socioeconomic metamorphosis towards neo-developmentalism; however, since 2014, these attempts have taken place under increasingly complex conditions.

The phenomenon of highly qualified Mexican migration has received little attention, and even less has been given to migrants with post-graduate studies. This is principally due to the scarcity of information sources to directly examine the number of qualified migrants worldwide and their characteristics. This paper offers an indirect estimate of the number of qualified Mexicans residing abroad, a figure estimated at 2.22 million in 2013. Drawing on data from the U.S. Census Bureau, this research analyzes the trends of highly qualified Mexican immigrants in the United States in 1990-2013. It also presents a descriptive analysis with ACS 2011-2013 data for migrants with post-graduate studies in the fields of Science, Technology, Engineering, and Mathematics (stem).

This paper analyzes State powers over the Mexican electricity industry. The 2013-2014 energy reform replaced the hybrid single buyer model –flawed as a result of excessive government intervention– with a wholesale electricity market that will gradually be extended to all users. To maximize competition, the State has retained ample and numerous powers to intervene through the Ministry of Energy. The transition from a public monopoly to an open market entails significant risks, which Mexico aims to minimize with strong political authority and a relatively controlled market.
