This research has its objective in searching for a management plan that is stronger than existing plan for the regional development project in time for the execution of “Regulations on Regional Development and Support”. Accordingly, the following plans for improvement are suggested to make improvements in lack of regional development projects management awareness; absence of integrated management system; and lack of reliability in project management information. Firstly, the management of regional development project needs to be operated as a system for project evaluation management based on related legislations. Secondly, various information of regional development project should construct a database, which becomes an information system that can be utilized by the central government and regional governing organizations. Third, to promote efficiency in regional development project management and expertise, it is necessary to prepare a project management system utilizing professional outsourcing organizations and such. Lastly, it is necessary to improve the work environment to enhance the expertise and the responsibilities of those government officials in charge of the project.

This paper contains structural analysis and design regarding how three types of green roof load affect roof slab design of LH housing and facilities. Based on the Structural analysis, an appropriate Roof slab rebar guideline and roof slab thickness have been set up for the green roof load which takes effect on structural design of roof slab. Result of structural analysis and design has been made as follows. Roof slabs can arrange the slab rebar(D10) within the 200~250mm disregarding the types of the green roof load and the pattern of green roof load; also, slab thickness can be designed within 150mm. Moreover, even if the concrete design strength of roof slab changes to 24, 27, and 30MPa, D10 rebar can still be arranged within 200~250mm, and 150mm for slab thickness. Two-way slab of commercial building was appeared to be arranged by slab rebar(D10) within 200mm and 150mm for slab thickness disregarding the soil type or the soil thickness of green roof.

This study proposes the big data policy and case studies in Korea and the application of land and housing of spatial big data to excavate the future business and to propose the spatial big data based application for the government policy in advance. As a result, at first, the policy and cases of big data in Korea were evaluated. Centered on the Government 3.0 Committee, the information from each department of government is being established with the big-data-based system, and the Ministry of Land, Infrastructure, and Transport is establishing the spatial big data system from 2013 to support application of big data through the platform of national spatial information and job creation. Second, based on the information system established and administrated by LH, the status of national territory information and the application of land and housing were evaluated. First of all, the information system is categorized mainly into the support of public ministration, statistical view, real estate information, on-line petition, and national policy support, and as a basic direction of major application, the national territory information (DB), demand of application (scope of work), and profit creation (business model) were regarded. After the settings of such basic direction, as a result of evaluating an approach in terms of work scope and work procedure, the four application fields were extracted: selection of candidate land for regional development business, administration and operation of rental house, settings of priority for land preservation, and settings of priority for urban generation. Third, to implement the application system of spatial big data in the four fields extracted, the required data and application and analytic procedures for each application field were proposed, and to implement the application solution of spatial big data, the improvement and future direction of evaluation required from LH were proposed.

This study is focused on the public developer's role of urban regeneration projects in Japan to derive implications for economy-based-urban regeneration programs by the Special Act on Activation and Support for Urban Regeneration (Urban Regeneration Special Act). 4 case studies; Otemachi 1-1, Shinonome, Shibuya Station and Osiage-Narihirabashi were delivered to review public sectors' roles. Central government, local government and public developer play key roles each step. Urban Regeneration Special Act doesn't set up public sector's role to deliver urban regeneration projects after establishment of master plan. These cases build the governance organization to deliver urban regeneration projects among diverse interest groups including private sectors and landowners. Especially, public developers play a key role as a coordinator and a developer throughout whole urban regeneration projects.

Large trees in the apartment complex are playing an important role to decide the quality of external environment. They are planted with the object of utilizing themselves as a landmark of the complex and enhancing space symbolism. Since planting large trees would require high maintenance costs and generate defect, it would cause decline in quality of external environment. This study researches on large trees in artificial ground of the apartment complex. This study analyzes actual condition of planting and tries to provide improvement direction of planting. In order to conduct this research, three target areas (over R30) and 265 trees are selected. Based on the drawings and specifications this study researches on the plan of landscape design, changes of field design, actual condition of completion, present condition of planting, minimum soil depth of growth and development and types of extra action for soil depth. The result shows that 85% of drawings and specifications for large trees in the apartment complex are deep-rooted tree species. On average large trees with R 35 are planted in artificial ground and there is lack of on average 65cm minimum soil depth of growth and development. Reviewing changes of field design is conducted in such limited size as mainly R30 and R40 and there is no extra plan for lack of soil depth. The plan for securing additional soil depth is done by 85% of mounding. However, since there is only 10% of satisfaction, the inappropriateness in securing additional soil is pointed out. This research also points out that the size of large trees, root characteristics and location-allocation for planting are pivotal factors for securing minimum soil depth of growth and development. This research also provides improvement direction in case of planning planting.

ABSTRACT Since the introduction of New Towns in Seoul MSA, land price has steadilly been risen due to the financial burden of constructing metropolitan transportation facilities. Despite metropolitan transportation facilities are utilized by New Towns as well as its surrounding area, the current situation is that most of the burdens, which is supposed to be shared with local governments, fall to developers. This study, with the case of Dongtan New Town, is to deduce rational structure of cost-sharing by the analysis of travel demands of metropolitan transportation facilities. Also, for the financing of the cost, the application methods of TIF(Tax Incremental Financing) have been suggested. The results showed that the proportion of travel which origins from New Town was 35.1%, which results in 800 billion won for the share of local government. For financing this amount of the cost, at least 20 years of financial period and the rate of 2% increase of real estate are needed in operating the TIF.Key words : TIF, Metropolitan Transportation Enhancement, Metropolitan Transportation Facility, Local TaxLHI Journal (2015) 6(4):185-193 http://dx.doi.org/10.5804/LHIJ.2015.6.4.185http://lhi.lh.or.kr

ABSTRACT Recently, there has been changing the housing rental market paradigm structure which has been increased the ratios of partly monthly rental ratios, because of increasing chonsei's price, the preference of monthly rental and the rack of chonsei's supply amount. This study had done a survey of 1,400 people for private and public rental residents by region and housing types during Dec. 2014. According to the result of survey, Market participant prospect strongly to change chonsei to monthly rental market structure and the reason of rising of chonsei's price is the preference of householder's monthly rental because of decreasing interest rate and the rack of chonsei's supply amount. The housing policy's proposal of the stability of low income class's housing and jense's price strongly recommended the expansion of public rental housing supply and the activation of private rental housing, the expansion of chonsei loan, housing boucher etx. The rental market policy for high income class have desired to market autonomy than public side's intervention, on the other hands, the rental market policy for low income class have strongly need to the public side‘s intervention such as the contiuneous long-term rental housing supply. This study is focusing on the needs to introduce policy decision making based on identification of the definition for ‘business life cycle’ and ‘public enterprises’ for proper public enterprises management. For this purpose, the study is planning to define categorical variables for enterprise life cycle and provide basic data for public enterprises management policy. This study explored ‘Korea Expressway Corporation’, ‘K-water’, ‘Korea Railroad’, ‘Korea Land and Housing Corporations’, because of they are the public institutions recently underwent ‘management normalization policy’ due to rapidly increasing debt. First, there follows the analysis on priority and standard of categorical variables for quasi-market oriented SOC public enterprise life cycle by using AHP and frequency study on expert survey. Next, this study investigated and analyzed the enterprises management plan for expected 'declining period' through forecasting ‘declining period’ by conducting 2nd expert survey.
