Subject. Source studies and historiography of the war years, dynamics and forms of development under the influence of the Union and regional authorities. Topic. The impact of the source studies of the war period in the light of the opposition to the falsification of military events. Goals. Analysis of regional practice in the field of source studies of the war years from the standpoint of historical truth, directed against the falsification of the events of the heroic period. 81 № 2 (53), 2021 РЕГИОН: системы, экономика, управление Methodology. Methods of logical, retrospective and comparative analysis of the forms and methods of using the source base in the «West-East» format. Results. On the basis of the analysis and evaluation of the documents, the trends in the development of source studies at different stages of the Soviet period are revealed, and in this regard, the regional peculiarities of the source base in covering the problems of the rear and front are noted. The actualization of source studies is due to the global confrontation between Russia and the West on the problems of interpreting many events of the Second World War and the Great Patriotic War. It reflects the urgent actions of the state authorities to strengthen the source base and create a national center for the study of the history of the Great Patriotic War in this regard. Scope of application. The sphere of youth policy, its formation and regulation at the mesolevel. Research materials can and should be used in the educational process, as well as in the research work of students. Conclusions. Updating and expanding the base of source studies of the war years is especially urgently needed at the present stage to ensure the coordination of research and educational activities in order to resist the attempts of the West to slander and distort the history of our country, including the war period. Subject. Control over the turnover of narcotic drugs and psychotropic substances in the Russian Federation. Topic. Problematic aspects of control over the turnover of narcotic drugs and psychotropic substances in the subjects of the Russian Federation. Goals. Analysis of the management and control system in the sphere of trafficking in narcotic drugs and psychotropic substances in the Russian Federation. Methodology. The methodological basis is a complex, systematic, activity-based, situational, structural and functional methods. Results. The problematic aspects of control over the turnover of narcotic drugs and psychotropic substances in the subjects of the Russian Federation are identified and options for its further improvement are proposed. Scope of application. Improving the drug control system in the constituent entities of the Russian Federation. Conclusions. It is necessary to create a permanent scientific and methodological platform that generates comprehensive proposals for improving anti-drug legislation across the country, with an effective feedback mechanism with partners and direct contacts with the legislative bodies. Subject. This article examines the possibilities of transforming the relations between the center and the regions in Russia. Topic. Problems of regional policy in Russia in the context of foreign experience. Purposes. To analyze some aspects of regional policy in different countries of the world to understand the possibilities of regional transformation in the Russian Federation. Methodology. Institutional and neoinstitutional methods, system approach, comparative method. Results. Each system of government has a» corridor « of improvement, which is associated with certain difficulties on the way to implementation. Regional policy in Russia tends to be centralized, which may limit the opportunities for regional development. At the same time, there is a need to maintain a single vertical of power and avoid the risks associated with decentralization. Application area. The results of the study can be applied by specialists in the field of regional policy and political management, teachers and students of higher educational institutions. Conclusions. The coronavirus pandemic has led to the activation of regional activities and the actualization of the regional agenda, while the 2020 constitutional reform is focused on strengthening the center and consolidating the vertical. Russia needs to avoid both the risks of over-centralization and the risks of excessive decentralization, while taking into account the specifics of individual regions.
