環境省は,廃棄物を安全に処理(分別,焼却,埋立処 分等)するため廃棄物中放射性セシウムに 8,000 Bq/kg の基準を設定している 。放射性セシウム濃度が基準値 以下の可燃性及び難燃性の固体廃棄物は,焼却処理によ り減容・減量化できるが,放射性セシウムは廃棄物を高 温で焼却することで焼却飛灰に濃縮される 。焼却飛灰 中の放射性セシウムの多くは,水溶態で存在しているこ とが知られており 3, ,水との接触や飛散を防止する目 的で埋め立て時に難透水性の土で周りを囲み,加えて下 部には放射性物質に対する吸着性を持つ土の層を設けな ければならない 。焼却飛灰自体の溶出抑制処理も課題 であり,処分場に埋立てられた焼却飛灰からの放射性セ シウムの溶出を考慮し,焼却飛灰中の放射性セシウムを あらかじめ除去する水洗浄処理 や,固化処理 7, によ る溶出抑制法が検討されている。都市ごみ焼却飛灰には 重金属も濃縮されており,焼却飛灰中の重金属安定化処 理法として,セメント固化法,キレート薬剤法,酸抽出 法及び溶融固化法が,厚生省告示第 194号第一号で推奨 Jpn.
