The global covid-19 crisis in the Latin American region in the context of the north-south divide 南北分化背景下拉丁美洲地区的全球covid-19危机

The global pandemic changed the world forever and altered our understanding of the current and future challenges that humanity faces. It influenced public sentiment, caused new trends, varied group aspirations and led to destructive processes. This article presents a cognitive model for analyzing the pandemic-related crisis in the Latin American region within the paradigm of neo-Marxism. For operational purposes, a decomposition of the conceptual “North-South” and “center-peripheral” divide was carried out, the features of modern international relations and the interpretation of global governance mechanisms were rethought. The article shows how the COVID-19 pandemic demonstrated the ruthless anti-humanism and selfishness of the “North” and the tendency to conserve extreme poverty of the “South”. It also revealed such deleterious effects of the pandemic as intensified trade wars and disrupted international logistics. The idea of globalization as the best model of interaction between “center” and “periphery” is in doubt. © 2022. All Rights Reserved.

The global economic crisis caused by the COVID-19 pandemic has hardly affected the interests of food producing and exporting companies. Moreover, in the 2020-2021 “covid” years, their sales and incomes increased significantly, which was in stark contrast to the situation in many other sectors of the global economy that experienced a drop in production and exports. Many beneficiaries of the boom in international food markets included a number of agricultural enterprises (so-called agricultural holdings) of Latin America and the Russian Federation. This is due to the fact that, for a number of reasons, that the world food prices have gone up sharply and are now close to a historic high. This was most clearly manifested in the markets of grains and oilseeds, as well as meat and meat products, where the positions of Latin American and Russian business structures are particularly strong. The current situation on the world food market not only favors the further growth of companies producing agricultural products in Latin America and Russia, but also makes changes in the context of trade and economic Russian-Latin American relations. If relatively recently Russia almost exclusively acted as an importer of food, including from Latin America, now domestic agricultural holdings are developing their foreign markets, including the Latin American region, the exports of their products are increasing, and these holdings are resolutely entering into competition with companies from other countries. © 2022. The article deals with the matter of cooperation between European Union (EU) and Latin America. The author yearns to prove that there are divergences and convergences inside the modern transcontinental dialogue. In the last years certain retreat from the interregional economic association took place. Such a situation was sparked by a number of reasons: Brexit, crisis in Venezuela, unsteady row material's international prices and economic shrinking due to the COVID-19's crippling impact on both sides of the Atlantic. The COVID-19 gave away the foibles and flaws in the Latin American regional projects. The recession of 2020 clamped down on the interregional trade and deepened structural troubles inside the integration efforts. The disparity in the trade links between the two regions and in the matter of investments thwarts a lot the steps which aim at building up a staunch strategic alliance EU-Latin America. The author comes round to thinking that nowadays the EU finds itself in a transition stage as for the interregional cooperation and seeks a new kind of leadership in Latin America under harsh conditions of a growing competition from the United States and China. © 2022.
