This paper examines share price of the companies listed on the WIG-Ukraine and their fair value between 2011-2015. Data from Q4 2013 to Q2 2014 was collected from the Stooq.pl (Polish portal of shares). Two hypotheses are tested: (1) value of the shares based on the market price; (2) value of the shares as the fair value of shares. In this paper, the WIG-UKRAINA stock exchange sector companies, which oppose a bad economic situation in Ukraine caused by military actions on its territory, were analysed. These companies were subject to detailed research in order to demonstrate that they have the potential to act on the free market and that they do not lose their financial liquidity. In addition, their fair value was shown, because the current economic and market situation in Ukraine completely deprived it of this value.

Social Entrepreneurship as a Form of Social Responsibility in Bulgaria 社会企业家精神是保加利亚社会责任的一种形式

Social entrepreneurship is becoming a popular form of social responsibility and a way to solve a variety of urgent social problems. In order for a society to boost social entrepreneurship it needs a specific environment where such ideas can emerge and develop into an active business activity. This paper aims to provide a comprehensive literature review of the terms social responsibility and social entrepreneurship and to examine the current social entrepreneurship activities in Bulgaria. The analysis highlights the importance of social entrepreneurial ideas for improving the business climate in the country. A number of case studies are discussed to provide evidence of particular entrepreneurial activities which have successfully solved a number of social problems.

Charging the Budget of the City Wrocław with Urbanisation Costs (Poland) 用城市化成本收费城市预算Wrocław(波兰)

The paper deals with the issue of charging local authorities with the costs of realisation of the provisions contained in local spatial development plans in Wrocław (Poland). Considering the planned spatial development in the area of the city Wrocław, the urbanisation costs that are chargeable to the municipality budget were identified. The economic effects of preparing areas designated for development in the residential programme offer were analysed. The paper provides an analysis of the cost of realisation of investments that belong to own duties of the municipality, including the cost of building municipality roads, sewage and water supply networks, arranging public greenery and purchasing land for public investments. The analyses were performed within the administrative borders of the city. The prognosed costs of the realisation of local spatial development plans demonstrate significant expenditure that Wrocław has to incur for the construction of sewage network and municipal roads. Additionally, the development of new areas will require the city of Wrocław to take over the real properties on which public goals are planned to be realised. One should thoroughly consider the actual need for new investment areas in the city. Demographic forecasts demonstrate that the areas designated for development significantly exceed the demand.

Selected Aspects of Information Security Management in Entities Performing Medical Activity 执行医疗活动的实体信息安全管理的选定方面

The article is devoted to the issues related to an information security management in medical entities. The healthcare entities have been amongst the prime targets for hackers for several years. According to the IBM report “The 2016 X-Force Cyber Security Intelligence Index” in 2015 most of the attacks were carried out against these entities. The years 2016 and 2017 also witnessed spectacular cyberattacks, for example: medical records breach of 3.3 million people because of an unauthorized access to a server in the US, some WannaCry ransomware attacks on the UK hospitals, some MongoDB Database Leaks in the US or NotPetya ransomware attacks in the US hospitals. Entities performing medical activity are processing personal data concerning health that is classified as a “sensitive data” and needs a special protection. The article presents the results of the survey – interviews with IT managers (or designated persons) in entities performing medical activity in Lodz Voivodeship in Poland. The aim of the research was analysis and evaluation of information security management in these entities. The interviews had been performed between December, 2017 and January, 2018. As the results of the research, the ways of information security management were identified (in particular such aspects as: characteristics of the information security teams, information security management system auditing, risk management, information security incidents, budgets for information security, training and the General Data Protection Regulation implementation). The paper also describes the types of information that should be protected in healthcare entities and characteristic of surveyed entities that subordinate to the local government of Lodz Voivodeship in Poland.

The advancements in new technologies during the last decades and the change in the nature of work, which has become more dependent on knowledge and creativity, have reshaped the world of work and led to the decline of classical employment relation. Creative city system understood as the practice of working individually and independently but in the presence of others in a shared environment, became a solution in managing development of urban areas, when more and more people tend to work from remote locations the aim of this paper is to present a concept of creative city system, to examine the current state of coworking spaces, and to discuss the role of managing its further development.

Impacts of an Ageing Population on Social Systems – Selected Issues 人口老化对社会制度的影响-选择议题

Population ageing impacts on all social systems. The aim of this paper is to characterise the impacts of an ageing population on the social services and healthcare systems in the Czech Republic. These are the systems that will be most affected by the growing number of people of post-productive age. For social services, an estimate of the evolution of the number of beneficiaries of care allowance up to 2030 was drawn up on the basis of an analysis of the evolution in the number of beneficiaries of this social benefit by sex, age and degree of dependency in the years 2007 to 2016; for healthcare, an estimate of health insurance companies’ expected expenditure on healthcare was drawn up on the basis of an analysis of the evolution of spending on healthcare by health insurance companies, broken down by clients’ sex and age. The calculations clearly show that both these systems are unprepared for tackling the consequences of population ageing, so the search should begin now for new solutions that would help ensure that both social services and healthcare continue to be provided to clients to the existing standard in the coming period.

The Impact of Syrian Refugees on the Turkish Labor Market 叙利亚难民对土耳其劳动力市场的影响

The civil war in Syria has destabilized the whole Middle East along with neighboring regions. In this respect, the impact of Syrian refugees on Turkish labor market is one of the most important contemporary issues discussed in Turkey. This issue has both political and economic significance. Deriving from this point, the aim of this study is to research the empirical relationship between the Labor Market Indicator (LMI) and the growing number of Syrian Refugees in Turkey (RS) by using time series analysis. The data employs monthly data for the period from January 2012 to August 2017. Results of the ARDL bounds test suggest that the Labor Market Indicator and the number of Syrian Refugees are in a long-run relationship. The Gregory-Hansen cointegration test with a structural break confirms the robustness of the ARDL bounds test of cointegration. The Kalman filtering approach was designed to investigate the dynamic relationship between the Labor Market Indicators and the growing number of Syrian Refugees. The results show that the increase in the number of Syrian refugees negatively affects the Labor Market Indicator in Turkey, which implies that the inflow of Syrians has negative effects on labor market outcomes such as employment and unemployment in the country. These results also confirm the postulation of general labor migration theory, which holds that an influx of refugees negatively affects labor market outcomes in the harboring country.

In this respect, the impact of Syrian refugees on Turkish labor market is one of the most important contemporary issues discussed in Turkey. This issue has both political and economic significance. Deriving from this point, the aim of this study is to research the empirical relationship between the Labor Market Indicator (LMI) and the growing number of Syrian Refugees in Turkey (RS) by using time series analysis. The data employs monthly data for the period from January 2012 to August 2017. Results of the ARDL bounds test suggest that the Labor Market Indicator and the number of Syrian Refugees are in a long-run relationship. The Gregory-Hansen cointegration test with a structural break confirms the robustness of the ARDL bounds test of cointegration. The Kalman filtering approach was designed to investigate the dynamic relationship between the Labor Market Indicators and the growing number of Syrian Refugees. The results show that the increase in the number of Syrian refugees negatively affects the Labor Market Indicator in Turkey, which implies that the inflow of Syrians has negative effects on labor market outcomes such as employment and unemployment in the country. Impact of COVID-19 on Employee Behavior: Stress and Coping Mechanism During WFH (Work From Home) Among Service Industry Employees 新冠肺炎疫情对员工行为的影响:服务业员工在家办公期间的压力及应对机制

The continuing crisis of Coronavirus-19 disease (COVID-19) has changed our lives considerably; imposing the need for various modifications for organizations and individuals to cope up in this testing time. This study is undertaken to have an insight on how organizations and individuals adapt to these changes and challenges. The impact of coronavirus on human body is well known and more research is underway but what it does to the human behavior and the psychosocial effects are yet to be unraveled. To dive deep into the behavioral consequences of such pandemic, 23 in-depth interviews (Male 12; female 13, average age of 39 years) were conducted with middle level managers in public and private service industry of Riyadh, Saudi Arabia. Using the Conservation of resource theory (COR), this paper explores the employee’s perception of different types of stressors and examine a variety of coping mechanisms including the type of organizational support provided during this crisis. The findings of the interview suggest that the stress levels were moderate to high among all the participants. The main themes emerged from the interviews were categorized into five; (i) Triggers of stress (ii) Organizational support (iii) Coping strategies & resources (iv) Blurred boundaries during WFH and (v) Positivity in this crisis. The study presents an integrated Stress Model with key triggers, coping strategies (resources), organization support and outcome. The triggers inducing stress includes fear of unknown, ineffective communication at work, lack of clarity and direction, interruptions during WFH resulting in loss of resources like time and energy. All this might disturb employee’s mental health leading to prolonged stress or even psychosomatic diseases. Therefore, it is an important issues which need to be given priority in all organizations. The findings support the notion that there is a dire need for psycho-social support, community support and an effective system of organizational support to sustain employee’s emotional and mental wellbeing. The findings of the study are valuable and have urgent policy implications for devising a special EAP for crisis like COVID-19 and any future cases. Although the lockdown would be gradually eased, organizations need to rethink about different alternatives to work. The need of the hour is to be more agile and flexible to foster creativity and innovation.

Adoption of the Electronic Document Records Management System within the Public Sector in Namibia: Exploring the Challenges and Opportunities 纳米比亚公共部门采用电子文件记录管理系统:探索挑战和机遇

The concept of records management aided by information and communication technologies (ICTs) has recently been embraced by many institutions across the globe. For example, organisations that have implemented the Electronic Document and Records Management System (EDRMS are deemed to be better equipped to handle both internally and externally generated records. These organisations are said to operate at higher level in terms of efficiency and effectiveness than those that still rely on manual filing. However, despite the well documented benefits that come With the adoption of ICTs for records management, some departments within the public sector in Namibia, such as the Ministry of Home Affairs, Homeland and Security as well as the Office of the Prime Minister are still heavily reliant on manual filing of documents. It is against this background that this study explored factors hindering the adoption of EDRMS in the Office of the Prime Minister (OPM). The study adopted a qualitative research approach to collect, analyse, and interpret data. The data collecting instruments included open-ended questionnaires, face-to-face interviews and observation of the study respondents. Data was analysed using the Atlas.ti tool. The study found that insufficient training of staff on electronic records management, lack of user needs analysis and lack of user involvement before the introduction of the system all contributed to resistance of the EDRMS adoption in the OPM. The study recommends that the OPM must provide adequate training to its employees on electronic records management and on the EDRMS in particular. The OPM should also make provision for the adoption of a change management strategy plan in order to get user buy-in for the new electronic system to be embraced.
