Abstract The article focuses on one of the core but controversial features of a universal basic income (UBI): its unconditionality. Using qualitative in-depth interviews collected in the Dutch municipality of Tilburg in 2018–2019, we examine the arguments underlying popular opinions about a UBI and work conditionality. The analysis suggests that these arguments can be interpreted from two theoretical perspectives. On the one hand, respondents make frequent use of deservingness criteria referring to the characteristics of welfare recipients, such as their need and work willingness. On the other hand, they justify their opinions using arguments related to the characteristics of welfare schemes, such as their administrative and financial feasibility. Our findings offer important insights concerning political actors who support (or oppose) the real-world implementation of a UBI.

A multinational comparison of care-leaving policy and legislation 多国休假政策和立法的比较

Abstract Care-leavers – those transitioning from alternative care towards young adulthood – are widely recognized as a vulnerable population, yet child protection legislation seldom applies to them because they have reached adulthood. Despite this, little internationally comparative research on care-leaving policy and legislation has been conducted. This paper maps multinational policy and legislation and its impact on the services to care-leavers and the challenges they experience. An online survey was conducted with key informants in 36 countries and analysed by a multinational team of care-leaving scholars. Findings reveal that few countries have well-developed care-leaving legislation. Most countries provide little aftercare beyond the age of 18, even when legislation provides for it. Within the context of suboptimal social policy and limited aftercare services, findings also reveal high vulnerability among care-leavers. Recommendations for policy development, global dialogue, further research and advocacy are proposed.

Abstract How does unemployment risk affect workers’ support for demanding active labour market policies (ALMPs)? There may be a substantial number of workers who experience unemployment risk from labour market disruptions. Yet, we know less about its impact on demanding ALMP support than the impact of unemployment status. Here, I explore the impact of unemployment risk through automation. Automation-threatened workers’ support for demanding ALMPs may be influenced by two opposing considerations that are linked to their potential reliance on welfare. First, they may worry about barriers to welfare access. Second, they may worry about welfare competition, especially under austerity. Their support for demanding ALMPs would hence depend on which consideration they find to be most salient. Based on the European Social Survey (2016) data on West European countries, I find that automation-threatened workers significantly support such policies. This may indicate that they find welfare competition concerns more salient than welfare access ones.

The Left and universal basic income: the role of ideology in individual support 左派与全民基本收入:意识形态在个人支持中的作用

Abstract Few studies to date have analysed individual support for universal basic income (UBI). This article theorizes and explores empirically the relationship between different strands of left ideology and support for UBI across European countries. We delineate three types of concerns about capitalism: “Labourist Left” worry about exploitation; “Libertarian Left” about repression and “Social Investment Left” about inefficiencies. Contrary to expectations we derive from political theory and welfare state literature, our results based on data from the European Social Survey suggest that having high concerns about exploitation is positively correlated with support for UBI, whereas repression concerns are negatively correlated with support. In line with our hypothesis about social investment ideology, left-leaning individuals with efficiency concerns are more likely to support UBI. Our findings call for more detailed surveys as well as further research on the different ideologies within the Left and how these relate to variation in support for UBI, which crucially shapes the potential political coalition behind the introduction of UBI.

A human rights approach to disability assessment 残疾评估的人权方法

Abstract Disability assessments play a key role in welfare states but are increasingly contested, not least for their compatibility with the United Nations Convention on the Rights of Persons with Disabilities (CRPD). This paper draws on evidence of global governance and assessment practices in 34 European countries, the largest international study to date. The paper reflects on the model of disability in the CRPD and its implications for disability assessment, drawing on the work of the CRPD Committee. The paper also examines examples of promising practice in assessment in European countries and concludes by identifying elements of a CRPD-compatible approach. Disability assessments must be underpinned by both a social-contextual concept of disability and a human rights approach. Administrative attribution of disability status based on categorical diagnosis or individual functioning alone is incompatible with this approach. This approach challenges the historic individualization of disability assessments and the knowledge relationships underpinning them.

Gender equality and the governance of long-term care policy: new comparative models and paradigms 性别平等和长期护理政策的治理:新的比较模式和范例

Abstract There is a long-established link between care policies and gender equality outcomes, and much modelling of welfare state typologies look at care provision as a distinguishing feature. However, to date, little research has been done which has systematically and critically examined those links by examining the policies and the way they operate, how and why they affect gender equality, and the governance of care policies in a comparative way. This paper draws on evidence from a recently completed comparative study looking at long-term care and gender equality. A CQA (Comparative Qualitative Analysis) approach was used to identify case studies, and further analysis carried out which focussed on: overall, how the policies and the way they operated to achieve gender equality; the governance and design of policies that led to good gender equality outcomes; the level of policy making; the role of the state, the family, the community and the nonstatutory civic sector in designing and delivering effective policies; and how context specific the ideas, actors and institutions supporting the policies were. Instead of using existing welfare typologies that were not driven by gender equality as the defining outcome variable, the author takes an inductive approach to policy analysis to compare policy outcomes according to gender equity outcomes. She devises two new models of long-term care policy: the Universal Model and the Partnership Model, both of which lead to improved gender equality in different ways. This paper concludes by noting the need to move beyond existing welfare state typologies in examining gender equality outcomes, which will result in new models as depicted here.

The historical origins of old-age pension schemes 养老金制度的历史渊源

Abstract Old-age pensions are the most widespread social security programmes around the world. While many case studies have focused on the historical origins of old-age pensions, global and comparative studies are limited mainly due to missing data. To address this shortcoming, this article introduces the novel PENLEG dataset (Pension Legislation around the World, 1880–2010), which comprises data on: (1) the timing of the first pension introductions; (2) the pension design; (3) the mode of financing; (4) eligibility criteria; (5) benefit generosity and (6) coverage rates for all independent countries. Additionally, the article describes global pension patterns and highlights case evidence. It shows that economic development strategies, political incentives to bind citizens to the state, administrative reasons as well as colonial legacies and the Soviet model of social security have strongly affected the origins of old-age pensions.

The rise, demise, and rebirth of a workfare programme in Israel 以色列劳动福利计划的兴起、消亡和重生

Abstract In this article, I present an analysis of the conditions that led to the success of an NGO coalition to challenge and bring about the suspension of a workfare program in Israel. I compare the Israeli contention against workfare with similar mobilizations that took place in France and Germany, in order to identify conditions that may enhance challenges to the politics of conditionality. I argue that the success of collective action against a workfare programme in Israel was precipitated by the formation of a loose coalition of civil society organizations which succeeded in seizing opportunities, gaining access to institutionalized political systems, and mobilizing allies from the ranks of political elites. Moreover, I demonstrate these opportunities’ fluidity, such that the loss of certain allies engendered the workfare programme’s rebirth. The article concludes by outlining lessons that can be learned from this case.

ABSTRACT The paper presents the effects of Mexico’s conditioned cash-transfers programme (PROSPERA programme, formerly Oportunidades) on household poverty in the Northeast urban areas. The estimate was calculated using the Foster-Greer-Thorbecke Index. We use three poverty lines (i.e. food, capability, and patrimonial poverty) which costs were established by the National Assessment Council of the Social Development Policy. The results show that, in the three lines, the intensity and inequality of poverty diminished. Regarding incidence, only in extreme poverty was found a significant effect, so, there is no evidence to support that cash transfers help households to escape poverty.
