The importance of high quality public sector control is an obvious fact – without efficient and effective control system, the risk of wasting public funds is critical. The goal of this article was to evaluate efficiency of internal control systems on the level of regional self-administration in the Slovakia. The findings clearly document many problems related to the performance of regional control bodies and on this basis purposes and possible actions are proposed. From the point of view of "fiscal rules", the research, for example, pointed to an exceptionally poor situation in compliance with the rules and conditions of budgetary management in the Bystrica region in the period 2006-2009. The research also proves that one of the key problems of nonconceptual and non-transparent asset management of regions is confusing and disadvantageous asset sales. The quantitative analysis suggests that the efficiency (intensity) of the functioning of regional control systems does not have a direct impact on the monitored output indicators. The implemented DEA also indicates the low effectivity of the internal control systems of the regions. Our findings fully prove that there are no truly efficient systems of external and internal control at the level of self-governing regions in Slovakia. The factor of high autonomy of regions in the financial management and disposal of assets in connection with the identified high degree of failure of the regional control system generates a clear need to strengthen the system of internal control of regions, based on systemic and procedural changes.

In democratic societies, the transparency of public institutions is essential. Increasingly, developed or developing countries recognize that free access to information is fundamental to democracy. Whether we are talking about the government or the private companies that manage public services, access to the data held by these organizations means increasing accountability and allows citizens to know what these organizations do and what they use public money for. Access to information develops citizens' trust in public institutions, enabling citizens to understand public policy decisions and monitor their implementation. The purpose of our research is to identify the degree of transparency of the ministries in the Romanian Government. The research was based on public data and information identified on the websites of 18 ministries in the current structure of the Romanian Government, but also on data collected using online questionnaires answered by 45 officials from the Information and Documentation Departments of the ministries. The data and information obtained were processed in excel and SPSS. The database was completed with the evaluation reports on the implementation of Law 52/2003 on decisional transparency in the Romanian public administration, from 2017-2020. The results of our research show that ministries have made progress in ensuring administrative transparency. However, administrative transparency remains a challenge for Romanian government ministries. The results obtained are useful and interesting for both the field of knowledge and for ministries to help them identify ways to increase transparency for better democratic governance.

Many countries face with a shadow economy today. This phenomenon is a real problem for the governments, especially in the context of significant upheavals, reducing fiscal potential, distorting the development indicators and complicating any analytical conclusions about the state of the economic system. Given these facts the study analyses the problem of shadow industry in the Ukraine’s regions, in particular by evaluating the integral index of financial and economic security of the industry. Its goals are: 1) development of the theoretical and applied approaches to the impact of the shadow economy on the public administration in relation to financial and economic security of industry in the regions of the country; 2) improvement of the methodology for governmental policy analysis of the level of the shadow economy in the said industry. Recommendation of the public policy measures to reduce the level of shadow industry in the regions were also presented. The method of analytic hierarchy process, the expert methods and the method of calculating the integral index as research methods were used in the study. Based on the analysis conducted, the matrix of strategic zones “Level of the shadow economy - level of the financial and economic security” was constructed. The proposed matrix should be useful in taking public management decisions, depending on the strategic area in which the region is located.

: We live in a complex society where social assistance services should offer satisfactory solutions for a large number of problems of citizens from different states. In this context, public institutions' partnerships with non-governmental and private sector organizations are a viable and sustainable strategic option. The purpose of the research was to know the main strengths and weaknesses of the social assistance system in Romania and in other European countries.The research is based on official data and information from the Unique Electronic Register of Social Services, The Ministry of Labor and Social Justice and from the local specialized institutions with attributions in the field and from EUROSTAT, but also from the website of the European Court of Auditors. The results of the research show that significant progress has been made in social services, but there are still a variety of problems that could be solved by resorting to more viable and sustainable partnerships with non-governmental and private sector organizations. This process needs a systematic approach to a sustainable development of the relationship between the public sector of social assistance and partner organizations from the private and nongovernmental sectors. The research results show the main vulnerabilities and difficulties in developing a holistic system of social assistance services in Romania. These results become interesting and can be used by public institutions in the field of social assistance services in Romania and other EU countries to make necessary changes in their social services systems.

The need to change the government’s role and focus more on stakeholders’ collaboration when striving to get over economic, social and environmental challenges is highlighted in strategic documents of the most of the EU countries. Also, scholars argue that collaboration between institutions and sectors is a significant when seeking for sustainability of a country. It is evident that improvement of interinstitutional collaboration practice requires a permanent deep look into a situation despite dozens research which have already determined the key factors of collaboration effectiveness. Thus, in our paper, we aim to identify the most important drivers for strengthening interinstitutional collaboration in organizations providing social services. With this aim in mind, we have examined the social service employees’ attitudes to interinstitutional collaboration as a means to ensure quality of services and, then, we have identified the key factors that allow forming strong long-term collaboration relationships between institutions providing social services. Our research shows that interinstitutional collaboration gives an opportunity to provide better quality social services, thus contributing to the improvement of social service standards in the state. On the other hand, we have observed that practitioners tend to put lesser emphasis on the importance of leadership while not mentioning joint values and collaboration process control mechanisms at all. Finally, it should be noted that in the case of our research, no interinstitutional collaboration constraints described in literature were emphasized. It seems that successful cases of interinstitutional collaboration have one feature in common – the problems are avoided, and misunderstandings are solved before their escalation.
