Sobre la base de un trabajo de investigación antropológico, el artículo reflexiona respecto a cómo se construye y gestiona la problemática habitacional en una ciudad media de la provincia de Buenos Aires. Se parte por recuperar las intervenciones del gobierno municipal en torno a la temática urbano-habitacional en tanto habilitaron la generación de fenómenos de informalidad urbana así como de acciones colectivas por parte de la ciudadanía. Posteriormente, se da cuenta de la experiencia de lucha y trabajo de una agrupación emblemática en materia habitacional local y de un evento de ocupación masiva de terrenos, en pos de iluminar las tensiones existentes entre diferentes formas de “hacer ciudad”.

Local autonomy and the relationship between levels of government has been an important topic of various disciplines and public policies. The recent application of a local autonomy index in Europe (Ladner, Keuffer and Baldersheim, 2016; Ladner et al., 2019), is an important advance for the measurement of autonomy from a multidimensional perspective, including fiscal, political, legal and organizational aspects. This article expands this research agenda with a perspective that allows us to capture the subnational differences of local autonomy in Uruguay. The patterns of the Provincial Governments in their levels and types of autonomy are analysed, as well as the relevant variables for different dimensions identified, applying exploratory data analysis techniques.

The deep inequalities in Latin America require a territorial emphasis on diagnosis and policy recommendations in order to promote human and sustainable development. To contribute to this objective, a composite and multidimensional regional development index appropriate to the particular Latin American context is proposed. The index confirms: 1) the existence of large territorial development gaps; 2) a general situation of medium to low regional development; 3) a heterogeneity in the distribution between regions of the factors that favor or delay development. The index shows potential as a tool to identify specific challenges in each region and, within the framework of a multi-stakeholder and multi-level dialogue, contribute to generating impactful territorial development agendas.

The Los Lagos Region, in southern Chile, has a continental and an archipelagic-insular part, determining switching processes. This article analyzes, from the theory of graphs, the mobility between the communes of such space at two time points, years 2002 and 2012. The results show the importance of location and distance generating patterns of concentrated mobility and with different centralities. It is noted that within the regional space there is a concentration of commutations in the major cities of Puerto Montt and Osorno, polarizing their own spaces. However, smaller and island cities such as Castro, project themselves as dominant poles in their nearby territory, implying new challenges for the communal capitals.

The article describes participation processes developed in the Biobio region in order to answer the question that if these were indeed binding for the political authority and therefore make effective the empowerment of the local community, using the documentary research of the cases added to qualitative interviews with key informants. The conclusion is the existence of a triangle of synergistic factors for a model of participatory territorial democracy: this implies the design of a multi-stakeholder governance system with public, private and citizen intergovernmental cooperation; binding consultation processes as a form of direct democracy, and social empowerment in order to make visible subordinate subjects to be part of the decision-making agora of local and regional policies.

The urban-housing issue is of great importance in determining poverty. Although the municipalities are the state level in charge of territorial regulation, the historical insufficiency of housing policies is strongly associated not only with the conditions, but with the capacities available in these areas.This work, supported by descriptive-explanatory post-doctoral research and case studies, investigates the strategic institutional capacities necessary in Argentine local governments for the design and management of comprehensive and sustainable housing policies, appropriate to existing needs. Minimum indicators are also proposed to account for them at the local level.Thus, the aim is to contribute to the improvement of urban-housing management capacities at the municipal level.

Abstract: although legal autonomy remains a pending issue in the political system of the Province of Buenos Aires, Argentina, economic aspects can also strongly condition it. In this work we will address the economic limitations to the autonomy of the municipalities through the increasing quantity of funds that the Province gives with specific assignation in theirs Budgets. We will identify the complex network of provincial norms that limit their economic competences and, consequently, decision-making capabilities. Either because they force or condition the direction of the funds, these types of regulations affect the powers, local public policies and capacities of municipal authorities. We conclude that the distribution criteria show great differences and strongly affect small municipalities with low collection capacity.
