The article researches on semantic knowledge base for religious portrait Thangka Images based on rules. Firstly, according to basic semantic content of religious portrait Thangka Images of Mother-Buddha and Bodhisattva etc. adopts unified and structured semantic metadata to describe domain knowledge with the aid of ontology thought. Secondly, obtains basic semantic data by establishing database, chooses key semantic from the metadata to build knowledge base, and uses IF-THEN structure to deposit regular information. At last, with the help of decision tree model, makes use of the forward reasoning way to do deduction to get certain pictures.

Network erotic information can do very bad influences on people. Skin-color detection is the key technique to the Face Recognition and Erotic Image Filtering etc. Aiming at skin color Algorithm for now is not adequately considering the illumination information, the paper presents a new approach to detecting skin-color pixels in multicolor images based on the Chroma Space Model—Self-adaptive Chroma Space Model Skin-color Algorithm Based on Illumination. The paper colligates the distributed feature in YUV and YIQ color space, and differentiates skin color according to the I component of YIQ, angle of UV and illumination of images. The experimental results show obvious superiority in the yellow, black (Asian, African) and white skins (occidental). This new algorithm achieves 93.4795%, and error rate and detection time comparatively do not have much changes. The paper applies the algorithm to image filtering, and combines it with URL and keywords filtering to realize erotic webpage filtering. It overcomes the lags and limitations of the filtering software and realizes the possibility of supervising and analyzing webpage online with little affections to the net normal operation.

In the information age, e-government has become an indispensable tool for good governance, and an information-oriented government has become a key factor for all countries or regions to improve their global competitiveness. E-government construction is a complex project that costs substantial investments and involves multiplex fields, thus it need for sound planning as a basis. On the basis of expatiation on the concept and significances of e-government planning, this paper analyses the main problems and their causes in China's e-government planning, and then propose solutions to these problems. This research may redound to all levels of government in China on developing sound scientific e-government planning.

Web 2.0 is defined as the collective set of Internet-based tools such as wikis, blogs, web based applications, social networking sites and so on. The use of Web 2.0 is a new era in the practice of e-learning. In this paper, the author firstly introduced the landscape of Web 2.0 and their application in educational activities. Then the author analyzed three current models of using Web 2.0 theory and technologies in e-learning context. Based on the analysis of the three models, the author proposed an integrated framework of using web 2.0 technologies in e-learning 2.0. The framework consist of Web 2.0 tools, e-learning 2.0 application and e-learning 2.0 learning modes. The framework will help researchers understand the web based e-learning architecture.

In recent years, electronic information industry has been developed rapidly. Many companies in the industry have been listed on the security market in China. They are very popular in the stock market and have achieved excellent performance, as well as value returns to the shareholders. Some of them have “internet of things” concept, and some of them have “3G” concept. Even four of them occupy both of the two concepts. Under current circumstance in China's knowledge economy, structure of economy is necessary to transform, so there are many opportunities for the information industry, especially for the companies with the above two concepts. Thus, the efficiency evaluation on the performance of such companies is very important. This paper utilizes AHP (Analytical Hierarchy Process) and DEA (Data Envelopment Analysis) model to evaluate the four listed companies by selecting some financial indicators of them.

English interpretation course is a training course of skills and techniques based on the grasp of the basic English competence. The subject of interpretation training is students, so it is very essential to provide students with an authentic English environment. Traditional college English interpretation class can hardly offer authentic interpretation situations, thus some problems have occurred, which have greatly influenced the qualities of interpretation training. Compared with the traditional mode of college English interpretation teaching, E-learning, as a method of foreign language teaching aids, plays an important role in creating the interpreting environment, increasing the opportunities of students' use of foreign language and practice of interpretation in the authentic situations. It also can activate the enthusiasm of students' learning. In the E-learning environment, English interpretation teaching has shown new development trend, which is helpful to the improvement of the quality of college English interpretation teaching.

This paper has studied the technology of web service and collaborative mechanism, and designed a set of collaborative network office system by matrix collaborative model. This system has perfectly solved the complex issues about the network data transmission in the course of collaborative working. In accordance with the characteristics of web service and application requirement, the system has designed a unique architecture. The client called by web service communicates with the remote server, achieves lightweight data access to the local xml database operations and a message broadcast mechanism. With its novel design, advanced technique and stable operation, this system has been adopted in many enterprises and government institutions.

In this paper, the auxiliary equation method is used to seek exact solutions of a (2+1)-dimensional nonlinear soliton equation(GMKPI). As a result, some traveling wave solutions are successfully obtained with the aid of symbolic computation. It is shown that the auxiliary equation method is a very effective and powerful mathematical tool for solving nonlinear evolution equations in mathematics and physics.
