Financial direction of agricultural enterprise to increase efficiency in market conditions 财务方向是农业企业在市场条件下提高效益

Objective. The article examines the essencei and key characteristics of financial strategy, asi well as the features of improving thei efficiency of agricultural enterprises in market conditions. Forms of financial strategy are considered asi differentiated components of long-term financial activity. Methods. Their selection from the integrated systemi of financial security is due to thei need to take into account the characteristicsi of individual areas and objects of economici turnover. Results. It is determined that thei financial strategy is one of the partsi of the general strategy of the economyi of an agricultural enterprise, designed to bei subordinate to it and to be consistenti with its goals and objectives. It isi proved that when developing a financial strategyi for an agricultural enterprise it is necessaryi to take into account the specific naturei of this industry, associated with a highi degree of risk and uncertainty of thei environment, high dependence on climatic conditions andi public financial support. Scientific novelty. Financial strategy, as the most important tool of thei financial system, can help the agricultural enterprisei to manage uncertainty and smooth out thei negative consequences of crisis situations, to quicklyi transform the already developed financial strategies ini case of changing business conditions. Openness and transparency of the budget process in Ukraine 乌克兰预算程序的公开性和透明度

Introduction. Today the issue of openness and transparency of the budget process is widely recognized as being an important factor in developing the democratic society with a high level of public confidence and strong anti-corruption effect. However, in Ukraine despite the constant change in the direction of increasing the transparency of the public sector, the practical implementation of those principles can be quite a challenge. At the moment, the insufficient disclosure of information to ordinary citizens or information being inaccurate, unclear or irrelevant results in a low level of public confidence. The above mentioned drives the search for effective ways to solve existing problems to ensure the transparency of the budget process in Ukraine. Purpose. The paper aims at disclosure of the peculiarities of the budget process taking into account the principles of transparency and openness, tools for analyzing the state of transparency of the budget process in Ukraine at the national and local levels and justification of the role of the public in the budget process. Results. The results show the shortcomings of the budget process implementation in Ukraine under the lack of transparency and openness at all stages, which manifests in the partial access to information, the lack of public hearings and discussions, and general formalization of public activities. The issue of openness and transparence covers not only the full access to the key data on the use of public funds, which must be provided to citizens, but also on the level of certain simplification of budget data for clear understanding for the unsophisticated citizen. The findings also provide insights into the assessment of the transparency level of the local authorities, the public involvement in the process of drafting, reviewing, approving, implementing and reporting on budget policy, which corresponds to a satisfactory level of transparency due to the partial disclosure of information on the budget process. Originality. The outbreak of positive developments in ensuring a transparent and open budget process at every stage was explained due to the fact that despite the transformation of Ukrainian legislation and approximation to the standards of international institutions the mechanism of public participation in the implementation of budget policy is unclear, the effective budget oversight is not guaranteed, overall resulting in some informational secrecy of budgets, mostly the local ones. Conclusion. Transparency of public and local finance management is one of the most important factors in building a democratic society with a high level of public confidence in government, which helps to increase government accountability by providing objective, relevant, accessible information. Assessment of the efficiency of control of local budges 对地方预算控制效率的评估

Objective. Research of theoretical bases of an estimation of efficiency of the state financial control. Methods. To achieve this goal, the authors used a systematic approach, methods of analysis, synthesis, comparative legal method and graphical presentation of research results. Results. It was found that the effectiveness of the system of state financial control over the implementation of local budgets is an important problem in the context of decentralization of financial resources of the state. It is established that there is no system of indicators of efficiency of the state financial control both in a part of separate controlling bodies, and control measures which they carry out. Scientific novelty. � set of criteria and indicators aimed at studying the qualitative characteristics of both individual control measures and individual controlling bodies that form the system of public financial control is determined. Practical significance. The expediency of application of the proposed criteria and indicators for assessing the effectiveness of control over the use of funds from local budgets is substantiated. Areas of improvement of control over the use of funds of local budgets. Key words: budget, evaluation system, quantitative indicators, qualitative indicators, evaluation criteria, state financial control.

The influence of HR intellectualization on the quality of human capital of international corporations 人力资源智能化对跨国公司人力资本质量的影响

Abstract. The article analyzes the theoretical and methodological approaches to the interpretation of the concepts of "management intellectualization" and "HR management intellectualization", formulates the author's interpretation of these categories, identifies and justifies the impact of HR management intellectualization on the quality of human capital of international corporations. Intellectualization of management is the latest concept of management process, which provides as conditions for effective strategic management of the corporation the need to use intelligent tools and management mechanisms that are innovative and aimed at achieving sustainable long-term competitive advantage and active implementation of these tools into the system of operational and strategic management of the corporation. Intellectualization of management for its practical implementation requires the use of special tools, the priority of which is the comprehensive development of the intellectual potential of the corporation. In particular, the author studied the preconditions for the concept of "Management Intellectualization", the most significant structural changes in the human capital management system in international corporations, and substantiated the latest aspects of the concept of "HR Management Intellectualization" that directly affect on the human capital. It is determined that the key trends in human resource management and improving their quality are the use of HR-analytics and digital technologies. The digital economy transforms the main HR-processes: simplifies mass hiring procedures, the process of corporate training, opens new opportunities in the field of human resource management and quality improvement. Thus, today long-term competitive advantage is given to those corporations that are able to identify future trends and implement innovative intelligent solutions accordingly to this, including in the field of HR-management. Abstract. The article examines the features of the introduction of elements of crisis management by civil aviation in the global pandemic Covid-19. Differences between classical and pandemic crisis factors are identified. The main cycles of anti-crisis management of an aviation enterprise in a pandemic are presented. Practical recommendations for the implementation of anti-crisis management of the aviation enterprise in overcoming the crisis are offered. Abstract. The business tourism segment is very attractive for travel companies, as it doesn�t depend on the seasonality factor, is characterized by sustainable development and high profitability. Objective. The purpose of the article is to study business events as a modern trend in the tourism market and analyze its organizational aspects. Abstract. The article describes the countries of the MID region. The Middle East is a diverse region affected by economic and political transformations, but with the potential for further growth. It has the advantage of a privileged geographical location. The definition and classification of hub airports is given. Ways to improve the air transport infrastructure of the countries of the MID region are substantiated. The positive consequences of improving the air transport infrastructure by creating hub airports at the main transit hubs of the MID region have been identified. The authors propose a favorable location of hub airports in the MID region. The algorithm for creating hub airports is displayed. The creation of hubs at major transport hubs is a priority for the development of air transport infrastructure in the MID region, as it is important to identify the factors that characterize the ability of the airport to become a hub; analysis of the extent to which the airport meets the factors, assessment of the potential of the hub according to these criteria; deciding exactly how the hub will develop; availability of a powerful "home" carrier; development, together with the airline, of connecting flights to some destinations; development and creation of a hub strategy; combining several market segments; choosing the type of airport according to the above characteristics; creating conditions that will suit the type, direction and needs of the airport, creating a comprehensive market assessment; selection of highly qualified personnel and creation of a training center, which determines the prospects for further research. Abstract. The article deals with the problematic issues of information security in Ukraine at the present stage of its development. The main priorities of government policy on issues of national security in the information sphere and the state of legal regulation of such activities are analyzed. The system of public authorities that form and implement the government information policy and which are designed to ensure the information security of the state is considered. The levels of ensuring information security and the need to legally consolidate such concepts as information security of the government, information security of society, information security of an organization (legal entity), and information security of a person were determined. It is noted that the information security system of the government is an integral part of the national security system of the country. This system is a set of authorities, local government, non-state structures and citizens, which must effectively confront information threats in modern conditions and consistently carry out the activities to ensure information security based on common legal norms. Improvement of motivational management technologies based on assessment of professional development and personnel competitiveness 基于专业发展和人员竞争力评估的激励管理技术改进

Abstract. The article is devoted to the elaboration of scientific and practical recommendations for improving the methodological tools of motivational management in terms of technologies for assessing the professional development of staff and increase its competitiveness. It is determined that the new business conditions in the context of global innovative changes, digitalization of the economy require a reorientation of motivational management technologies in Ukrainian enterprises in favor of enhancing the professional development of staff and increase its competitiveness. On the basis of the theoretical analysis the essence of concepts "professional development", "competitiveness of the personnel", "motivation of professional development", "technologies of motivational management" is deepened. A scientific and methodological approach to assessing the professional development and competitiveness of employees is proposed, which allows to determine whether the existing competencies match the requirements. Advantages of elaboration: 1) the methodological approach allows the employer to make their choice in the labour market in favor of those professionals who have advantages in the necessary professional competencies, which is important for the intensification of innovative activity; 2) employees, receiving the relevant evaluation results, are aware of the direction in which it is necessary to develop, forming their professional competencies to match the demand of employers in a competitive environment; 3) the outlined approach is flexible and universal, because under conditions of logical changes in indicators and requirements of the employer, its methodological basis can be used to improve the technologies of motivational management in various spheres of labour activity; 4) taking into account the results of evaluation by the system of labour incentives will promote healthy competition between employees, intensify their work behavior and strengthen the focus on professional development, creativity and initiative. Thus, the practical application of the proposed methodological approach opens up additional opportunities for improving the technologies of motivational management in the enterprise and enhancing the professional development of staff. Marketing management at a tourist enterprise includes planning of marketing activities, selection and application of marketing strategies, development and selection of alternative strategies, effective organization of marketing activities and its control. Results The peculiarity of tourism logistics as a service sector is to determine the flow of tourists and the distribution of requirements. This is due to the fact that travel refers to those types of services in which the consumer moves to the producer, and not the producer with his goods ? to the consumer. Management of a tourist enterprise is a rather complex process that requires the development of logistics systems to optimize economic flows, which has a significant impact on the financial results of the company. Scientific novelty. The peculiarity of tourism logistics as a service sector is to determine the flow of tourists and the distribution of requirements. This is due to the fact that travel refers to those types of services in which the consumer moves to the producer, and not the producer with his goods ? to the consumer. The management system in a travel agency that uses a logistics approach is aimed at forming an integrated approach that creates a real opportunity to combine functional areas of logistics by coordinating actions performed by independent parts of the logistics system. Practical significance The main flows in the logistics systems of the tourism industry are the tourist flow, as well as the flow of tourist services, which are caused by the availability of solvent needs of potential consumers (tourists); all other flows that arise in the logistics system of enterprises (material, information, financial, etc.) only provide these flows. As for the tourist flow, it is provided by providing transport and related services. The combination of marketing activities in the formation of logistics tourist flows determines the competitive vector of the tourism industry.
