This article seeks to reflect on the methodological problem that dealing with political concepts with a particular historical and geographical frame entails. After stating how conceptual history, German in its origins, has given rise to different lines of thought throughout the Western World, especially in Europe, we explore how this conceptual approach can be used to address political concepts in Latin America from a philosophical-political perspective.

Genital modifications are rites of institution related to gender binarism. The article elucidates how only some of them came to be depicted as “traditional”, irrational, backward, and harmful by the humanitarian morality, which, after having associated them to “non-therapeutic” reasons, labelled them as “Female Genital Mutilation”. The authors illustrate the problematical aspects of this globalised order of discourse on FGM, by articulating theories on humanitarian reason, gendered subjection and vernacularization. Thanks to the ethnography, the essay highlights that critical political anthropology is needed in order to stop concealing the multiple subjectivities who are implicated in this issue.

In Paris, Capital of the 19th Century, Benjamin states that the goal of Haussmann’s renovation of Paris was to avert civil war. This essay aims to explore this insight and to investigate it also in relation to the transformations of Barcelona by Cerda. Relying on observations made by Foucault and Schwarte, the article will show that architecture and urban planning can be understood both as political tools that are deployed to manage conflict, and as elements that shape conflict.

Starting from the observation that the doctrine of Reponsibility to Protect has as its main and paradoxical outcome the collective de-responsibility generated by the "post-bipolar" international system born from the 1989 caesura, the essay critically retraces the historical and theoretical stages of the "humanitarian turn" of politics and the complex interaction between political and moral instances still operating today within global politics. According to the author, these must be observed and analyzed beyond any rigid and absolute dichotomy between sovereignty and humanity. The analysis of the disconnection between the ostentatious universalistic demands at the basis of the humanitarian turn of international politics and the strongly inegalitarian, if not openly hierarchical, aspects characteristic of its concrete methods of implementation allow the Author to deal with the contradictions and betrayed promises of the doctrine of the responsibility to protect, exactly twenty years after its first elaboration.

The essay aims to retrace the thematic issues of Alessandro Pandolfi's research through his original reinterpretation of the work of Michel Foucault. From issues of the historiographical method of the social sciences to the problematizations of disciplinary discourses up to the postmodern outcomes of neoliberal devices, a path is outlined that marks innovative hypotheses and new research perspectives on the relationship between biopolitics and antagonisms.

According to IOM, there have been 20.000 dead or missing migrants in the Mediterranean since 2014. According to the NGO United, there have been 44.000 dead people on the European borders since the beginning of 1990s. more than the 75% of these people goes missing in the sea (UNCH 2016). In Italy only a small part (around 15%) of retrieved bodies can be identified and sometimes repatriated. In most cases, the bodies are buried with no names in coastal cemeteries. In the face of the expeditious disposal of the bodies, linked to public health issues and to the working of the devices that connotate the border regime (Hotspots), those communities that accommodate these corpses face the need to “integrate” someone else’s death in their own universe of sense thanks to specific practices of “hospitality” dedicated to the defunct. Through a project that maps buried migrants in the cemetery of Catania and in collaboration with the local committee of Red Cross and the municipality of Catania, since 2017 we have started, with the program Mecmi, an ethnography of the practices of body disposal and of burial rituals dedicated to more than 260 corpses.

Georges Canguilhem has never systematically discussed Sigmund Freud’s thinking. This essay aims to reconstruct Canguilhem’s reading of Freudian psychoanalysis, highlighting its strategic use within the framework of Canguilhem’s controversy against psychology. From this point of view, knowledge is established as a field of political struggle: unlike psychology and its deterministic and normalizing drifts, psychoanalysis allows Canguilhem to affirm the irreducibility of thought to brain localizations, to emphasize its erratic power and to think the constitution of an eccentric subjectivity.

This article seeks to draw attention to the relevance of Hobbes' reflection on the place of man in the animal world. Since animals play no role in the theory of representation and no more in the theory of passions, it was concluded that power only concerns the relationships between human beings. In this article, I explore the elusive function of rhetoric as a means to political pacification. With particular reference to Hobbes’s doctrine of the prophetic foundation of commonwealths, I contend that public persuasion, while being in most cases subversive and harmful, can sometimes cultivate men and make them more sociable. I purport thereby to qualify Hobbes’s denunciation of the seditious character of persuasion, and to question his alleged depreciation of common judgment as intrinsically gullible and passive. I argue in conclusion that there is more continuity on this score between Hobbes and Machiavelli than usually acknowledged, but also that this affinity threatens the unity of Hobbes’s argument.

La liberta non ha un significato univoco nell’opera di Locke, nonostante la sua centralita. E intesa come un dovere e un diritto, ma anche come un potere o, come si sostiene in questa sede, come uno stato. Le variazioni dell’idea di liberta tra il Saggio sull’intelletto umano (1690) e il Secondo trattato sul governo (1690), tra le edizioni e in relazione a testi giovanili o posteriori, come Ragionevolezza del cristianesimo (1695), permettono di pensare la liberta come problema (soprattutto politico) prima che come evidenza. Essa si afferma come la caratteristica piu eccelsa della natura umana e allo stesso tempo come sintomo della sua precarieta e corruzione. La liberta segue lo stesso percorso della ragione, in un pensatore che scrive per indagare i loro limiti, non per considerarli aggirabili.
