This article aimed to find out the role and interest of a society in a public dialogue as policy making in Bojonegoro District by observing theory review of Sabatier and Wible in Advocacy Coalition Framework (ACF). Furthermore, research in this article used research method of qualitative descriptive with technique of collecting data through observation, interview and documentation. Technique of determining informant used purposive sampling, then it changed to snowball sampling. Public dialogue is a common space between society between people/society and Government of Bojonegoro District to discuss the needs of people that became a public policy based on aspiration and society demands. The result of the research showed society coalition that succeeded influencing Government of Bojonegoro District in policy making. Poverty and underdevelopment are two indicators in measuring the level of development of a region. Poverty is one indicator of an area as the lowest category of regions because poverty is defined as a state of the region where people cannot meet basic needs and do not have access to power. Whereas the area left behind is characterized by 1). Low community potential 2). There is no public access to increase its potential. Various efforts to overcome poverty and underdevelopment have been carried out by the government, especially with empowerment. Empowerment is an effort to increase the power of the community in order to have a prosperous life. One of the Empowerment that will be used in overcoming regional backwardness is empowerment based on a community strength approach or Strength Based Perspective. Cassava in Indonesia is used as food ingredients to meet the food needs of the community and industry. Cassava is the result of farmers' business that can be processed into staple foods or marketable snacks so that they can penetrate the global market and source of state revenue. Bondowoso as an agricultural area has a large potential of cassava and some people have cassava business such as tape or other snack foods. Bondowoso cassava is also a supplier of manufactured industrial materials. Problems arise related to not being matched by institutionalized efforts, where cassava farmers do their agricultural business individually and are downhill. In addition, cassava is considered cheap food so it gets less attention from the government. Cassava farming businesses to develop need institutions that are built in synergy between various institutions to improve competitiveness. The institution is a combination of farmers, businessmen, government, who work together and synergize in giving strength to cassava farming businesses to develop. The government through its policy of positioning cassava as an industrial material that is considered and developed from quality and quantity and has competitiveness and increases revenue. Behavior that strengthens competitiveness is done through product, price, promotion and distribution proportionally in the institution so that the sustainability of cassava farming business and able to face competition in the global market. Banyuwangi is a regency which promotes tourism sector, shown by several festivals and new tourism destinations. The regency has risen the multiplier effect on other sectors, especially tax revenue. This research aims at investigating the potential of restaurant’s tax as a result of improvement in tourism sector and the policy strategy organized by the government in optimizing the income from restaurant’s tax. This research was conducted through the survey and interview. This research applied mix method, the result of this research indicate that the potential of restaurant’s tax in Banyuwangi is IDR 25.768.142.679. In fact, the target set in 2016 was IDR 7.000.000.000,-. There are several strategies implemented to increase the revenue from the potential taxes of restaurant, inter alia 1) intensive socialization of food to the taxpayer 2) involving other institutions in the implementation of restaurant tax, for example the sub-district and village, 3) carefully monitoring held on taxpayers, 4) giving some administration and morals sanctions for taxpayers who disobey restaurant’s tax regulations, 5) innovation of paying restaurant’s tax by online media to facilitate the taxpayer in fulfilling tax obligations. Peace study is now one of the most debated discourses. In the discourse of peace study, the modes of peace which was based on the liberal western values have long gained supremacy. Three generations of peace study occurred from that liberal tradition. Along with the strengthening – and even the romanticizing- of locality, the liberal peace traditions began to be criticized. Post Liberal Peace presented around the searching for the modes of ideal peace by criticizing the liberal peace traditions that based on liberal values. Post liberal peace or, as Richmond conceptualized, peace formation, was the correction of liberal peace generation and the celebration of the strengthening of locality. Unfortunately, there is theoretical gap, as many theories of that post liberal generation can’t elaborate sociologically how locality involved in peace process and bound as social norms. To fill the gap, the literature study uses Giddens’s structuration to understand how locality becomes the base of peace formation. Based on structuration theory of Giddens, the study found that local actors could act as an agent with capacity to formulate the mode of peace by standing on the local attributes as the ground as well as cultures and social values-norms. In Addition, the local actors had the both reflexive and discursive consciousness in interpreting the purposes of local values conversion as a base of peace formation. This article discusses the empowerment of coastal communities and the role of local informal leader in mangrove forest conservation. Mangrove forest has an ecological function of protecting the environment, including: resisting coastal abrasion, tsunamis, and breeding grounds for marine biota. Socio-economically, mangrove forest provides the beauty and comfort of the environment and is as learning facilities, so that they can be packaged as a destination for tourism. The condition of mangrove forest has been damaged but there have not been many results of conservation efforts that have been made. The conservation program is top-down and does not involve local community participation. In order to realize community participation in mangrove forest conservation an active and creative role is needed from informal leaders. This study uses a qualitative approach and is carried out in two districts, namely Jember and Banyuwangi Regencies. The result shows that local informal leaders have a strategic position, unique, respected, able to be role models and drivers of community activities so that coastal communities can jointly carry out mangrove forest conservation activities. Along with the culture changing of modern society that positions tourist visits as a necessity, Yogyakarta has become a tourist destination for tourists. However, if it's observed, the existing destinations have not shown significant development. The destinations offered are still old destinations such as Malioboro and surrounding areas which are tourist icons in Yogyakarta. Meanwhile, other districts in Yogyakarta keep on developing tourist destinations in their area. Therefore, Yogyakarta needs to find new breakthroughs to keep attracting tourists. Tourism village development needs to be intensified so that it can become a cultural tourism destination. However, the tourism village has not been widely known by the public. In the implementation of policies in the tourism field, community participation in tourism villages has not been managed intensively. Based on the background, this study aims to describe and analyze community participation in tourism management, especially Dipowinatan Tourism Village in Yogyakarta. This research uses qualitative research. Through the Community Based Tourism (CBT) approach, residents feel that they have a cultural tourism destination in their area and participate in developing these destinations and can increase the economic income of the residents. Thus, to realize sustainable tourism, there is a need for participation from the community where the community is involved in the implementation of tourism policies through the management of tourism villages. This study describes collaborative governance in the management of plastic waste bank in Pasuruan Regency. The problem of plastic waste experienced by Pasuruan Regency regarding the ineffectiveness of plastic waste management has led to Government efforts to overcome it, one of which is through a plastic waste bank. The emergence of plastic waste banks in Pasuruan Regency began with the participation of the community. This study uses a qualitative approach, a type of descriptive research and uses two types of data, namely primary data and secondary data. Data obtained through in-depth interviews, observation, and document analysis. Determination of research informants was done purposively. The validity of the data uses triangulation and analysis techniques using interactive models. The results of the study show that collaborative governance in the management of plastic waste banks has been carried out through four stages, namely assessment, initiation, deliberation, and implementation. The process of collaborative governance begins with the process of assessment or identification, carrying out plastic waste management involving several stakeholders. Next is the initiation process, conducting deliberations which were attended by stakeholders. Then the stages of deliberation through deliberation and dialogue to reach agreement between stakeholders in collaborating and the last stages of implementation carried out by all stakeholders in accordance with the assigned division of tasks. Collaboration in the management of plastic waste banks is still semiformal, which is only based on the commitment of the stakeholders involved. In order to embrace economic resilience as form of national resilience, tourism effort is needed so every provinces in Indonesia able to introduce any potential that they have globally. Halal tourism is one way to gaining lucrative prospect from muslim tourist, since muslim travellers are spending USD 220 billion annually. For the start, at 2012, Indonesia’s Ministry of Tourism introduced 12 provinces as halal tourism destinations and adopt some regulations to facilitate the implementation and activation of halal tourism , including West Sumatra. Halal tourism in West Sumatra already got recognition in form of achievements, such as The World Halal Tourism Award 2016 and Anugerah Wisata Halal Nasional 2016 from Indonesia’s Ministry of Tourism. This study will explain how West Sumatra able to develop themselves as one of halal tourism destination in Indonesia. Concepts that will be used in this study are public policy and branding strategy.The research conducted with qualitative research. The result of this research is through public policy and branding in tourism effort, West Sumatra succesfully convince the tourist that the province is friendly toward muslim tourist through various rules and incentive toward shareholder that responsible to promote halal tourism effort. Also, as province that mostly populated by muslim, West Sumatra’s branding effort succesfully show that religion and culture able to go along together.
