Various kinds of cases that occur in this country are caused by the lack of practice of Pancasila which is the basis of this country, ranging from various kinds of problems that occur nowadays to widespread corruption cases and many more cases involving politicians, businessmen and bureaucrats in this article called the troika train has three horses that can draw a train which is analogous as a country, this term is taken from Russia for a small train drawn by three horses and this is analogous to the three roles of politicians, businessmen and bureaucrats as government representatives. Politicians, bureaucrats and entrepreneurs where they do more actions that are not in accordance with the Pancasila and harm the community and cause the gap of poverty to deepen between one another.In each component of precepts that exist in pencasila should be applied to all the actions of politicians, businessmen and bureaucrats in terms of serving the community and if all the precepts have been fixed, of course the thing called corruption will not happen in this country and of course this corrupt act is detrimental and many people really hope that the troika train (Politicians, Bureaucrats and Entrepreneurs) can implement and apply the spirit of Pancasila in every policy for politicians and services for all bureaucrats and entrepreneurs and run their businesses in accordance with the essence of Pancasila. This study aims to determine market orientation, branding, and organizational performance in small businesses that produce biotechnology-based products in Jember. The object of this research is small businesses that produce biotechnology-based products in Jember Regency, taking samples of 90 small businesses. This study grapples with primary data, which is data obtained from distributing questionnaires to the small business actors. Methods of data analysis involved multiple linear regression. The research results demonstrate that market orientation and branding altogether pose a significant effect on organizational performance. Partially, it is only the branding variable which exerts a significant effect on organizational performance, while the market orientation variable has no significant effect on organizational performance. : The tourism industry is projected to be the largest foreign exchange earner in Indonesia in 2019, surpassing the oil and gas, coal and palm oil sectors. There is a paradigm shift in tourism from "sun, sand and sea" to "serenity, sustainability and spirituality". The purpose of this study is to examine the conditions and potential of pilgrimage tourism in Garut Regency as part of spiritual tourism destinations. By using a qualitative approach, beside in-dept intervew conducted toward a number of key persons, observation was also carried out to obtain a clear picture of both tangible and intangible elements in the tourist attraction. The results showed that the potential of pilgrimage tourist attractions in Garut Regency were considered very good, even though it had not significantly impact in increasing local revenue (PAD). The strengths and weaknesses of this pilgrimage tourism were discussed comprehensively in this research. The output of this study had a major impact toward the tourism agency of Garut Regency, as a consideration for the tourism potential of Garut which is packed in ”Pesona Garut”. The equitable, prosperous, and independent village development that have not realized is the main problem of this study. The existence of Law no 6 of 2014 on Villages on the one hand is a hope but on the other hand becomes a challenge that must be built in a collaborative synergy between stakeholders or the elements of society in order to achieve the vision and mission of community independence and prosperity. In Karangpawitan Subdistrict there are several obstacles in implementing Law No. 6 of 2014 on Villages. The obstacles are the lack of human resource who understands the laws, the lack of conducive communication, and complicated and unclear bureaucratic structure and disposition of the main duties and functions of each village officials which make the impact on nontransparent and unaccountable public service. The method research used was qualitative approach with case study. The data was collected by doing observation and deep interview with the informant. The data analysis technique was Edward III Model approach by analyzing the factors that influence the implementation of policies, such as: (1) Communication; (2) Resources; (3) Disposition; and (4) Bureaucratic Structure. The result of this research showed that there were several factors that should be improved and noticed in Dimension of Communication. The factors were goals and objectives, understanding and socialization form in order to achieve the goals and objectives that have been made. Furthermore, the Dimensions of Resources related to the competence of the village officials is the main problem and financial resources. The dimension of disposition is the character and characteristics possessed by implementers, such as lack of commitment, honesty, and ways of accepting the others’ opinions. The last is the dimension of bureaucratic structure. It is the task, principal and function of the village officials which have not been optimal. The background of the research is the importance of e-procurement application and employee competency toward employee performance. Basically, there are some factors or variables that can affect employee performance (Y). However, There are two factors or variables that will be discussed in this research such as w-Procurement (X1) application and employee competency (X2). the aim of this research was to explain and analyze the effect of e-procurement application and employee competency toward employee performance simultaneously and partially. The type of research used in this research was explanatory research with qualitative approach. Respondents in this research were employees of LPSE and ULP Surabaya Governmenr. Research Instrument test as followed: Normality test, Linearity Test, Multicollinearity test and Heteroscedacity test. Data analysis technique as followed: descriptive data analysis, Correlation Coefficient Analysis, Multiple Linear Regression Analysis, Simple Linear Regression Analysis, Determination Coefficient, and proof of hypothesis through F (simultaneous) and t (partial) Tests. The statistic result of the result showed that there was positive and significant effect between e-Procurement application and employee competency simultaneously and partially toward employee performance. The impact of traditional market revitalization has an effect on the expenses and business capital of traders. Traditional markets are the economic fulcrum of the community, but traditional market conditions are synonymous with slums, dirty, smelly, irregular, muddy and so on. To survive the onslaught of modern markets there needs to be a revitalization of traditional markets, the emphasis is on the physical aspects of the market. so the hope of traders is that consumers interested in shopping in the market and the welfare of traders can increase, therefore researchers are interested in exploring the impact of market revitalization on traders in Situbondo Regency. The formulation of the problem is how the traditional market impacts on the expenses and capital of the merchant business, this type of research is (field research), is research conducted in the field by observing a phenomenon that is natural, while collecting data using observation, interviews and documentation . This study uses descriptive analysis method with a qualitative approach. The results show that the problems arising from revitalization are (1) the costs incurred by traders are very large, because they have to bear the costs of moving to a temporary place before occupying a revitalized market. (2) temporary relocation sites are very narrow and slum so that they have difficulty arranging their merchandise which has an impact on consumers' interest in shopping to decrease. (3) new buildings do not meet the expectations of traders, many traders complain starting from the size of the place that is too small and the design of buildings that are not in accordance with the products sold by certain traders (4) traders must renovate the kiosks provided by the market manager with the products they sell (5) due to the large amount of costs incurred by merchants ranging from temporarily moving to occupying new kiosks, the capital for their merchandise is reduced which results in incomplete merchandise. In public services, the step that needs to be considered by the government bureaucracy is how to increase awareness of the public interest, and for that the quality of public services by the government bureaucracy that has high dedication and loyalty will certainly be more relevant to current conditions. Government bureaucracy should be a channel of devotion and high loyalty to services that are oriented to the public interest, not vice versa which is abuse of power or authority. In carrying out its duties or functions of the government bureaucracy must be aware of changes both internally and externally. The tendency inherent in the government bureaucracy is the lack of attention to affordability and equity in service to the public interest. Easy, cheap, fast, right safe and comfortable service is fundamental to the public, because it can be seen from the socio-economic conditions that they cannot get expensive services. It is unfortunate that in fact, seeing that there are still many bureaucrats that tend to avoid public interests, that is why the level of the service quality for the public is still low. This study aims to analyze and describe the service quality of the mining business license in the Integrated Licensing Service Agency of Tasikmalaya City. The statement of the problem is that the service quality of the mining business licenses is still not good, while the formulation of the problem is how is the service quality of the mining business license at The Integrated Licensing Service Agency of Tasikmalaya City? The usefulness of this research is generally useful for aspects of scientific development in public administration, and is particularly useful in developing the public service quality . The Evaluation of Pilot Project Universitas Membangun Desa (UMD) focuses on the development of villages in Bondowoso district of East Java province through the innovation of the use of information technology. This study presents an evaluation of the implementation of a pilot project of the Village Information Administration System (SAID) implemented in ten villages located in two wringin and cermee sub districts in 2016. This program is an innovative collaboration between Jember University, Community Collaboration and welfare services (KOMPAK) and Australian Aid. The purpose of this program is to build a Village Information System (SID) and utilize it to create an independent village in data and information, introduction of village potential and marketing of village superior products. through a qualitative approach, this research can describe the context and setting naturally through observation, interviews with stakeholders and beneficiaries of the program. The results show that the Village Information Administration System (SAID) is able to accelerate and improve the quality of village government services but there are several problems in its implementation such as internet network problems, low human resource competence, lack of support from village government and inadequate facilities and infrastructure. The purpose of this study was to find out the success of policy advocacy in Public Dialogue as a policy making in Bojonegoro Regency. Based on the objectives, this research is a qualitative descriptive research which presents and provides a detailed description of the success of policy advocacy in Public Dialogue as a policy making. The research location was in the Office of Comunication and Information and Hall of Malowopati. A snowball technique was used to determine the informants. The method of collecting data was in the form of observation, interviews, and documentation. A triangulation technique was used to check the validity of the data. The Public Dialogue is an open space for the community and the Bojonegoro regency Government to communicate directly in order to influence the policy making. This research utilized an advocacy strategy from Roem Topatimasang to form a core circle, choose strategic issues, process data and information, influence policy makers, and monitor and assess programs. The research results found that Public Dialogue was one of the tools of the community to influence a public policy in Bojonegore Regency. Keywords: Public Dialogue, Policy Advocacy, Public Policy

The purpose of this study was to determine the risk management of oyster mushroom agribusiness in Jember District. Oyster mushroom farming as an alternative to post harvest and can be used for meat and fish substitution foods. In fact there is a factors that are difficult to predict, easy to change and cannot be controlled. Constraints in agricultural excellence such as environmental risk, production risk, supply risk and demand risk. Implementation management needs to be done to minimize the aspects to be disputed. one of the risk management methods is the FMEA method (Failure Mode and Effect Analysis), this method is useful to identify and allow as much as possible. The research method used in literature studies.
