Nowadays, the government has launched various programs for the poor people as a part of the poverty alleviation program. The launch of the various programs involved many parties so that coordination became one of the problems in the poverty prevention program policy in Indonesia. This research was aimed to analyse the coordination of poverty prevention program in Garut as one of the poorest districts in West Java Province. The research used qualitative methods. Data were collected through primary data and secondary data collection. Primary data was collected by interviews and focus group discussions. Secondary data was collected by a review of the literature and data sharing from magazines, reports, news media and others. As the analytical tool, it used the coordination perspectives of Cristensen and Laegreid which adduce the theoretical perspectives related with coordination between organizations, namely instrumental and institutional.The results of the study showed that coordination between organizations in the poverty prevention program is still not good and still has several factors that become obstacles. Suggestions that can be proposed are the need of leadership development that is collegial collectives. Another suggested thing is the need of common arena development that is aimed to be communication instrument, vision equalization, mission and objectives. It is also aimed to make more integrated program planning from each organization so that the coordination inhibiting factors can be eliminated. The purpose of this study is to analyze job satisfaction' differences among three generations (generation Y, generation X, and generation Baby Boomer) in PT ASDP Indonesia Ferry (Persero). Additional focus is placed on discovering any variations dimension of job satisfaction' preferences on these three generations, particularly about any intrinsic or extrinsic factors on generation Y that differ with generation X or generation Baby Boomer. The population is the employee of PT ASDP Indonesia Ferry (Persero) based in Jakarta. Data analyzed using SPSS with multivariate GLM method on 189 respondents. This study revealed that there are job satisfaction’s differences among the three generations in PT ASDP Indonesia Ferry (Persero), some indicating that generation Y is more intrinsic than extrinsic factor’s preference which contrary to current popular belief. In optimizing achievement of educational objective, the identification of learning needs become urgent to be conducted, especially for non formal education progam. Ths study is conducted to reveal Pandhalungan societies learning need in the purlieus of Jember. It is used qualitative approach with ethnography as its research design. The ethnography is chosen because the researcher want to describe Jember societies learning need in the purlieus which a part of Pandhalungan ethnic. This study is done by four step, it was preliminary study, deciding problem category, data collecting, and data interpretation. Data collecting is done by observation, interview, and documentation study. Data Validity is done by triangulation method and resources. This study showed that Pandhalungan societies in the purlieus of Jember have literacy, equality education, life skill, and penyuluhan as their priority learning needs. This study aims to evaluate the implementation of visit year 2018 policy as a way to developed regional tourism and increase regional economic independence . The program of visit year 2018 started to be planned as policy featured local of Sumenep government since 2016. The policy as the program featured to develop a variety of tourism potential of the region, such as marine tourism, health tourism, tourism keris, culture and palace. But in fact, the increase in the economy of Sumenep district from 2016-2018 was quite slow, the increase was only 0,20 percent, the lowest compared to other districts in East Java . This condition is related to the ineffective implementation of the 2018 visit year policy. Good policies without effective implementation, policies will not be success (Akib and Tarigan, 2008). Policy implementation needs to get more attention, because policies will not find expectations if the implementation is not optimal (Pulzl and Treib. 2014: 127). This study uses a qualitative descriptive method. This study explained that the policy implementation of the visit year 2018 was not effective. 4 (four) indicators of policy implementation as in Edward III's theory, and the environmental aspects of implementation proposed by Nakamura and Smallwood (1980) , not running optimally, 1) human resources are not optimally prepared, and development is slow, 2) coordination and communication between actors in tourism development is still weak, 3) The dispositions didn’t work systematically organized, 4) The aspects of bureaucratic structure still occur over lapping between each OPD .The study recommends that need to be did developing human resources, the coordination and effective communicate between actors in the policy, and the disposition clearly, especially in the OPD. This articel aims to (1) analyze a variety of ideal family empowerment based agricultural activities and solutions to be used by the community to improve the family economy and child growth, and (2) implement an family empowerment based agriculture program through non-formal education as an ideal solution . This study used a qualitative descriptive method with data collection carried out by means of interviews and documentation on subjects consisting of village heads, village officials, and community village. The results of the study show that family empowerment basedagriculture programs such as early childhood education, equality, literacy, life skills, and counseling are the ideal solutions for many community empowerment programs that have been identified. These programs can improve the quality of life of the community and can disseminate the existence of agriculture-based family empowerment programs through non-formal education in supporting the objectives of national education development in Indonesia Keywords: family empowerment, family economy, child growth

The smart city is an effort to offer solutions to the problems and needs of urban communities efficiently and effectively, for which understanding of the application of information technology and collaboration of various stakeholders is needed. The aim of this work is to analyze the implementation of Smart City Bekasi and to understand the importance of stakeholder collaboration to gain successfully smart city. This study applied qualitative methodology by conducting content analysis for online news media, in-depth interviews to Bekasi City Government, and participant observation. The result of the study that the success of the smart city not only be able to rely on the availability of advanced information technologies but the more important is the ability of personnel to operate the technology, in addition to the necessary collaboration of all stakeholders (government, public, private) so that the vision of the city can be realized through the application of smart city. The limitation of the people of Bekasi City to the ongoing program shows the need for more massive and intensive media involvement, especially online media in disseminating information regarding smart cities. Tourism development is believed to be able to improve the economy of local communities, even tourism development is one strategy in reducing poverty, especially in rural communities. But in Indonesia rapid tourism development has the potential to isolate the economy of local communities. This occurs because the tourism business is managed on a large scale by the private sector. Various studies support that this weakness occurs because there is no maximum empowerment of local communities in managing it, so that the community loses control of tourism development. This study aims to interrogate how collaborative leadership is carried out to support sustainable tourism development and how collaborative leadership should be carried out as an effort to effectively increase tourism's contribution to the local economy. To analyze this, this study uses four collaborative leadership variables namely embracing, empowering, involving and mobilizing. The method used is literature study and interview. Research locus in Karanganyar Regency. The results of the analysis show that there is no maximum empowerment of local communities in developing sustainable tourism because of there are obstacles in implementing collaboration are from the agenda of screening and integration of political aspects. This research also suggests that in order to achieve sustainable tourism development it is necessary to develop institutions in the embracing process in the collaborative leadership agenda as well as cooperation between regions. Thus, this paper can contribute theoretically in linking between collaborative leadership models and institutional development for effective sustainable tourism development. Discourse on the development of soybean processed products is important to study because besides being able to uncover the question related to the low productivity of soybean cultivation also gives a clue as to why soybean processed product entrepreneurs have almost no accumulation of capital so far. This study aims to reveal financing models and institutional patterns of soybean processing businesses in Jember district. This type of research will use qualitative research from an emic perspective that will be implemented in the area of Jember Regency. The type of data used is primary and secondary data which are then processed and analyzed using the Miles and Huberman analysis method. This study found that the development of soybean processing business, which consisted mainly of MSME entrepreneurs, was enticed by a financing model whose funds were mostly supplied by the Suwek Daily Bank (BHS) and loan sharks that caused the profit margins to not be enjoyed by the entrepreneurs themselves. In addition, the institutional patterns built between soybean processed products entrepreneurs such as tempeh, tofu, milk and soybean snacks are still weak. They individually compete more freely so that when there is a shock such as an increase in the price of imported or local soybeans it will sacrifice quality. Some build a vertical partnership pattern between soybean processed product entrepreneurs and their raw material suppliers and with soybean processed users, while horizontally between processed product entrepreneurs barely build partnerships. This condition causes unfair competition between businesses and ultimately increases the transactions cost of economic that will erode the margins they earn.Keywords: Partnership Pattern, Qualitative Model, Transactions Cost of Economic

This study aims to reveal financing models and institutional patterns of soybean processing businesses in Jember district. This type of research will use qualitative research from an emic perspective that will be implemented in the area of Jember Regency. The type of data used is primary and secondary data which are then processed and analyzed using the Miles and Huberman analysis method. This study found that the development of soybean processing business, which consisted mainly of MSME entrepreneurs, was enticed by a financing model whose funds were mostly supplied by the Suwek Daily Bank (BHS) and loan sharks that caused the profit margins to not be enjoyed by the entrepreneurs themselves. In addition, the institutional patterns built between soybean processed products entrepreneurs such as tempeh, tofu, milk and soybean snacks are still weak. They individually compete more freely so that when there is a shock such as an increase in the price of imported or local soybeans it will sacrifice quality. Some build a vertical partnership pattern between soybean processed product entrepreneurs and their raw material suppliers and with soybean processed users, while horizontally between processed product entrepreneurs barely build partnerships.
