Village Kasiyan Eastern District of Puger Jember there is the phenomenon of life that society of which there are two religions in society which social interaction so that it appears an interpersonal communication between followers of Islam and Christianity, so there was a meeting between the followers of Islam with adherents of Christianity, namely within the scope of the existing church life disekitaran East Kasiyan village. Communication tradition born between followers of Islam with tolerance of Christians have a strong enough compared to other areas. This type of research is qualitative descriptive study, with research data collection techniques include: observation, interview and documentation study. From this research we found are: 1. Forms - forms of communication inter-religious traditions of Islam and Christianity which include: Christmas, the feast of Eid, death, trade, entrepreneurship, community service, wedding receptions, community organizations; 2. The hanbatan - communication barriers in inter-religious tradition of Islam and Christianity includes language used, differences in population size, and the presence of the conflict; 3. The role of religious leaders includes religious rites, religious leaders in their policy, the role of religious leaders are role models within tolerances, and as a mediator between religious communities.

Allocation of village funds is funds originating from the district / city budget Whose source is from the central and regional financial balance funds and then received by the Regency or City with a minimum amount of 10%. The public perception of the management of village fund allocation is urgently needed to assess the extent of the government's success in using the village's fund allocation. In this study aims to Determine the public perception of Village Fund Allocation Optimization in Seyegan District in 2016. Which in this year the budget allocation for village funds is among the third highest number in Sleman Regency. In this study Carried out by using a quantitative descriptive type of research, community perceptions roomates with numerical describes the data that has been Obtained in the field with the number of respondents 100 spread across five villages in Seyegan District. The results of this study indicate that the Community Perception of Village Fund Allocation Optimization in Seyegan District in 2016 shows an index value of 3.70, the which means that the management of village fund allocations in Seyegan District in 2016 is good. This is proven by the existence of better infrastructure, decreasing poverty rates and increasing community welfare by developing one of the potential of his village in the form of tourism villages and aquaculture.

Leadership is an important factor, in order to meet public demands and aspirations. Leadership is the key word for the realization of justice, prosperity and equitable development amid a pluralistic society. Especially in the midst of a multidimensional crisis that has accumulated in the economic crisis experienced by the Indonesian people since the 1998 crisis has spawned a variety of public problems that have until now been fully resolved. Efforts to organize and overcome multidimensional crises amid global challenges will be quickly carried out if the transformation process in the community is able to produce good leadership at all levels of government, both central and regional. As a large pluralistic nation with all its problems, this nation needs political leadership that has a high commitment to solve various problems in the community. In the era of democratization, it is hoped that the leadership process will be more open and promising transformation and change in the community. Through leadership among the community, both through political parties, community organizations (such as NU, Muhammadiah) and leadership processes born of various organs in the community are expected to produce credible leaders and have a strong vision to solve various problems in the community. Timor Tengah Selatan regency (TTS), Nusa Tenggara Timur (NTT) Province is one of the areas in NTT that often have food security problems such as availability, access and utilization of food; problem of availability is often caused by low food production due to little rainfall; access to difficult food due to poor infrastructure conditions; and food use is caused by the ability to process food traditionally.The problem statement in this study is whether there is a system of local food security on community at the regency of Timor Tengah Selatan. The research purpose achieved through this research was to find out the Local Food Security System of the people in the Timor Tengah Selatan regency. whereas the research method uses qualitative research methods. The technique of determining informants was done purposively. So that the informant consists of; farmers, traditional leaders, village and sub-district government officials, and officials from the Food Security and Counseling Agency in Timor Tengah Selatan regency. The data collection techniques include; in-depth interviews, participant observation, and relevant documentation techniques, regulatory documents and meeting resumes in the efforts of local food security in the South Timor Tengah regency.The results of the study show that there is a system of food security in the community, namely the system of availability, access and utilization of local food. In the system, their availability has food barns which contain corn and peanuts. Whereas in access to food they are familiar with a system of symbolic interactions if people have difficulty getting food. In terms of food utilization they have various ways of processing local ingredients into foods that have high nutritional value.The recommendations suggested in this study are for regional governments to pay attention to community values that support the local food security system.

The purpose of this paper is to investigate the validity of the higher education academic staffs in IT governance studies and the future improvement for IT governance and controls. This research used a quantitative survey to identify the current state of IT governance for five higher education institutions in East Java, Indonesia. The questionnaires were distributed to post-graduate student as IT executives in their higher education institution. A total of 34 out of 40 post academic staffs completed the questionnaire, representing a response rate of 85 percent. This study found that attributes for deliver value (V2), attainment and retain people with key competencies (V6), capture knowledge to improve performance (V10), stakeholder satisfaction (V11), reach economies of scale (V17) , deliver successul IT project (V19), understand business unit strategies (V20), and understand emerging technologies (V22) show no significant difference (p <0.05) between mean interests and performance. In addition to these, other 15 attributes show significant differences in the t-test in the negative direction. This points to the fact that actual control of IT governance in colleges is monitored less than expected. Therefore, five higher education institutions in East Java should pay more attention to the identified attributes important to balance the gap between the importance and performance of these attributes.

Improving the quality of human resources rural communities is an important aspect of development that should be given serious attention. Innovation in public services the village is directed to provide added value to the quality of services while improve quality of human resources to achieve development goals. One such effort is the existence of the reading park as a waiting room at the Pakusari village office. This research aims to know more clearly how to use the park as a waiting room read villages and any service enabling and inhibiting factors such utilization. The research carried out by the primary data sources derived from direct observation and interviews and secondary data sources derived from the documents that support. As the reception area for the public service, there are five categories of responses and attitudes that indicate the level of indulgence or interest to read it, ranging from users who have an interest to read very well until the very lack of interest in reading. The results also showed 3 supporting factors and inhibiting factors in an effort to use the reading park as a waiting room Pakusari village office services.
