INVENTORY AND TOURISM OPPORTUNITIES IN SEKUPANG – BATAM DISTRICT 西姑邦-巴淡区的库存和旅游机会

Batam  in  developing  tourism  through  the activities of the types of tourism that exist inevery  places  of  Batam,  one  of  which  is located   in   Sekupang   District.   Sekupang District with 7 existing urban villages, has tourism potential but not yet maximally in  the process of inventory of tourism potential which can be a chance of one of the superior products of tourism as well as increase the splendor of Batam tourism. Opportunities and potential of tourism can be seen through the following attractions (attractiveness),  accesable  (system achieved), amenities (facilities), ancillary (tourism institutions). Opportunities and potentials that can be made in the development  of tourism Sekupang  District and make Sekupang district can contribute in Batam tourism through the potential of existing tourism. THE INFLUENCE OF QUALITY OF SERVICE, FACILITIES AND LOCATION OF CUSTOMER SATISFACTION 服务质量、设施和地点对顾客满意度的影响

This study aims to determine the effect of service quality, facilities and location on customer satisfaction at SPBU 54.681.08 Tanggul Kulon Jember. The population in this study were all gas station customers, namely 95 respondents with non probability sampling techniques. The analysis tool uses multiple linear regression. The results showed that service quality (0.231), facilities (0.769) and location (0.234) had a significant influence on customer satisfaction. T test results showed that the variable service quality (0.039), facilities (0,000) and location (0.006) partially had a significant effect on customer satisfaction at the Tanggul Kulon Jember gas station. The purpose of this study is to determine the ability and independence of the community in political empowerment so that the community can play a role in determining public policy. The method used is a qualitative descriptive approach method based on the results of observations, interviews and documentation studies. The results of the study show that the implementation of political empowerment which has been carried out by Ciamis Regency DPRD members, especially during the recess period before the 2019 General Election whose implications for creating public leadership cadres from the community in the future, is limited to more unilateral interests. leaning towards strengthening and increasing the voice of support, while the main substance directed at encouraging people to participate in determining and having the capacity to provide aspirations, especially to produce public policy products that are in favor of the interests of society is still far from expectations. Likewise from the expected implications in producing cadres of public leaders from the community, especially as a generation who are able to understand politics as part of the life of the nation, especially as a strategy to make regional changes to be more independent and improve welfare still need coordinated and sustainable efforts involving various aspects of stakeholders (government and other political actors). COLLABORATIVE GOVERNANCE PERSPECTIVE IN THE DEVELOPMENT OF MICRO SMALL AND MEDIUM BUSINESSES (UMKM) IN BANTUL REGENCY 2017-2018 2017-2018年城市中小微企业发展中的协同治理视角

This article aims to analyze the efforts of the Bantul Regency Government in the development of Micro, Small and Medium Businesses (UMKM) with the perspective of collaborative governance. Bantul Regency is one of the Regencies in the Special Province of Yogyakarta with the increasing number of UMKM, especially in the field of crafts. However, various obstacles are still faced by craftsmen. Recognizing that the government has limitations in developing UMKM, a collaborative perspective with various interested and competent parties becomes a necessity. The study was conducted using qualitative descriptive research methods. Data collection techniques using documentation and interviews. Data analysis techniques are carried out through the stages of data reduction, data display, and conclusion drawing. The results of eight indicators of the collaborative governance process showed: 1) the network structure involved 3 actors, namely the Office of Cooperatives, UKM, and Industry, PT Telkom, and craftsmen. Network structure and communication patterns are horizontal, each actor is in an equal position, there is no vertical hierarchy, all network members have the same position. 2) Commitment to a common purpose is based on the purpose of developing the craft industry. Commitments between the Cooperative, UKM, and Industry Service with PT. Telkom were agreed in the form of the MoU and the UKM Digital Village Program. While the commitment of the craftsmen experienced a weakening because the problem of product marketing was not resolved with the existence of the program. 3) Trust among participants is built through communication, but from the handicraftsmen they experience a decrease in trust in other actors because the programs implemented cannot solve their problems and there are no other more effective solutions. 4) Governance is regulated through collaborative implementation regulations namely Law no.20 of 2008, regent regulation No.81 of 2015, and MoU between Cooperative, UKM, and Industry Services with PT. Telkom number: 92 / PK / BT / year 2016/2017 which is valid until 2019. 5) Access to authority is indicated by the existence of clear procedures and authority between the three actors in the program. 6) Distributive accountability and responbility is dominated by the Office of Cooperatives, UKM, and Industry. 7) Information sharing is done formally and informally, also through social media. 8) Access to resources experiences limitations from aspects of human resources from the Cooperative, UKM, and Industry Service as well as from craftsmen. Thus, it can be concluded that collaborative governance in the development of UMKM in Bantul Regency in 2017-2018 has been processed but has not been maximized, so there is still a need for improvement in several indicators in order to achieve the goal of collaborating the development of UMKM. MOVING TOWARDS EVALUATION SUSTAINABLE UNIVERSAL HEALTH COVERAGE FINANCE POLICY: A COMPARISON STUDY BETWEEN INDONESIA AND THAILAND 迈向评估可持续全民健康覆盖财政政策:印度尼西亚和泰国的比较研究

This research is aimed to understand the evaluation study on Sustainable Universal Health Coverage Finance Policy both in Indonesia and Thailand. The results shows that there is tendency of overburden of public finance for both Indonesia and Thailand. Both of Thailand and Indonesia experienced the financial burden in implementing UHC Policy. The problem is more on the bulk amount of fund to cover the UHC from the annual budget which is accounted of the Annual National Gross Domestic Products (DGP), and become the burden for the National Budget allocated each year. Second, the quality of service is still in poor quality for Indonesian case and there is unequal distribution of government health facilities particularly in primary health care in Thailand. Third, the procedures of UHC for referral services is still complicated for the patients to get advance health care. The analytical approach of this study is derived from a qualitative research methods. In this research, the qualitative model will use the interview guide and focus discussion group to explore the information. FGD is conducted both in Indonesia and Thailand with the certain respondents and and key informan. Finally, this research also performing the procedures of triangulation to mean convergence among researchers. The research shows that Universal Health Coverage (UHC) Policy is an important health policy issue among ASEAN Countries. Indonesia and Thailand, needs to seek a sustainable policy model of UHC in financial model, improvement quality service and simplify referral service of current situation. The establishment of Act Number 6 Year 2014 on village is like a new hope which brings a million hopes for the citizens. Village is reborn and full of energy and power to change into developed and independent village. This paper deeply explores the spirit of Village-owned enterprise (BUM Desa) which has been established in Nglanggeran as the best tourist village in Yogyakarta. In this research, the author sees that BUM Desa is the basic instrument which becomes present idol on the rural area development program in the country, especially in Nglanggeran Village. It is because the spirit of BUM Desa management brings mutual assistance, participation and use of resource spirit for the village societies’ welfare. The development should be held based on the community empowerment which accentuates on the community. This paper tries to see the management and use of BUM Desa which exists in Nglanggeran village using positive approach that considers capacity, power, asset, and potential as precious capital in building and the BUM Desa distribution process it self to all societies. This writing issue is elaborated using explanative qualitative method with data collection process such as interview, observation and documentation. In the conclusion, this paper finds spirit distortion between Nglanggeran village BUM Desa and Act Number 6 Year 2014 in manifesting independent and sovereign village. Good governance also means that governance is carried out in an effective and efficient manner by developing performance. So far the performance program of Civil Servants is still centralized so that the potentials of local wisdom and local culture have not been able to be developed. Performance appraisal and talent are integrated parts of a performance. The present performance evaluation of Civil Servants still uses DP3 (List of Job Implementation Assessments) which still raises doubts in accurately describing the performance of Civil Servants, DP3 is also considered to be less flexible to express things that are special characters that distinguish a profession from profession others and are vulnerable to subjectivity, DP3 assessment results are never discussed or evaluated together to get feedback from employees. DP3 has not been able to meet the employee performance evaluation criteria that compare the results of the implementation of tasks with the standards set. The purpose of this research is to provide an overview of the Performance Appraisal Optimization, Talent of Civil Servants and Performance in an effort to realize Good Government Governance on the BKDD of Ciamis Regency. Performance Assessment is a formal process carried out by leaders in the organization to measure traits related to the performance or work performance and behavior of subordinates. The performance and behavior of employees are compared to the anchors set by the organization or with the company's goals talent is a goal-oriented and integrated process in planning, withdrawing, developing, managing and providing employee compensation. The Performance is a process that consolidates goal setting, performance appraisal, and development into a system whose purpose is to ensure that employee performance supports the company's strategic goals. The implementation of performance, talent and performance assessments so far has not been able to realize Good Government Governance, this is reflected in the role of Civil Servants in implementing public services who still place themselves as bureaucrats, not as public servants. The target of sustainable development - the Sustainable Development Goals (SDGs) Achieved in 2030 is the agenda of Governments around the world based on the resolution of the general assembly issued. The government has shown strong commitment and taken initial action, Including connecting most SDGs targets and indicators into the national medium-term development plan (RJPMN). This research focuses on local government in Realizing the goals of the SDGs, especially the 11th targets on sustainable city development. Sidoarjo has the strategic economic and social potential as the highest industry revenue contributor in East Java. Meanwhile, as a representation of the industrial cities, Sidoarjo faces problems of urban waste. Sidoarjo, the which has received 8 (eight) Verse awards, was finally criticized by the community of environmentalists. Given that urban environmental problems are Believed to influence the legitimacy of the local government. This study uses a qualitative descriptive approach that is intended to explore information about the role of local Governments in Realizing the concept of sustainable urban development that focuses on waste management and mitigation of river pollution. This research primary and secondary uses of data types. Primary Data is the result of interviews from research subjects who are interested parties in Sidoarjo RAN, Including Bappeda, DLKH and PUPR. Secondary Data is Obtained from the results of a literature review of local government Several report documents, journals related to the implementation of SDGs and other scientific sources. In an effort to deal with urban waste problems, the Government of Sidoarjo City Applies Several strategies to Achieve urban sustainability. First, the Environmental Agency and the Public Works Agency Carried out the construction of a Sanitary Landfill as an environment-based waste treatment. Second, in Achieving Zero Waste in Sidoarjo City, the government involves sub-districts as stakeholders in regional-based waste management. The purpose of applying socio-ecological resilience is that there are significant changes in climate and scientist established that the planet is getting wormer on yearly basis and sea levels are rising. The climate pattern is also changing rapidly and rainfall shortage become a challenge. Human actions are responsible for changing climate through emission of greenhouse gas in atmosphere which keep depleting the ocean layers by make the planet earth wormer. Disaster is a natural phenomenon that happen with or without the expectation of human. Food system resilience is important in this discourse as disasters are an unforeseen circumstance. The concept of resilience was introduced in development to help resort the communities affected by the natural calamity. Governments formulate resilience policy as a strategy for disaster preparedness. This article used qualitative analysis in discussion. Food system resilience was used in the context of socio-ecological system which entail environmental issues and societal values in ensuring food security. Food system resilience was discussed in connection to SDGs goal number two (Zero Hunger). The weight of the discussion is centred around socio-ecological system in boasting food security.It is evident that the two countries have something in common but defer in many aspects of their development priorities and pace. They both need more improved crops or variety of cereals to ensure food security and public awareness creation on resilience policy and actions is a necessity. Citizen engagement can build responsive local governance, usually through gaining increased government attention and responsiveness to issues that might have been previously ignored. The potential of citizen assembly will contribute to concrete development gains, through demands for more responsive local government action. It can strengthen local governance accountability and responsiveness to citizen-led initiatives. Citizen assembly led to other forms of institutionalized practices that in turn strengthen the possibilities of further citizen engagement which citizen has the creation of new institutional mechanisms whereby citizen voice can be expressed to government institutions.
