This study aims to examine and analyze the magnitude of the Effect of Employee Work Effectiveness on Service Efficiency in the North Bungku Sub-District Office in North Morowali district. Research design uses quantitative design. Data collection methods used in this study are documentation, interviews with employees and questionnaires distributed to 24 people. The analytical tool used in this study is the analysis of Simple Linear Regression Analysis using the SPSS version 16.0 program. The results showed that there was a significant effect of Employee Work Effectiveness Variables (X) partially on the Service Efficiency in the North Bungku sub-District Office (Y). This can be seen from the value of the regression coefficient = 1.359, and the significant level> 0.001 with obtained tcount = 3.808 greater than t table = 1.876 at the 0.05 significance level which means accepting Ha and rejecting Ho. There is a significant effect of Employee Work Effectiveness Variables (X) simultaneously on Service Efficiency (Y). From the test results of the F test obtained Fcount = 14.499 greater than Ftable = 4.301 and the value of the Coefficient of Determination (R2) value 0.397 which means 39.7% Service Efficiency in North Bungku District Office North Morowali Regency is influenced by Employee Work Effectiveness while 60.3% influenced by other factors outside of Employee Work Effectiveness Keywords: Employee Work Effectiveness, Service Efficiency

The quality of elections is highly determined by the election organizers which consist of Election Commission (Komisi Pemilihan Umum) and Election Supervision Agency (Badan Pengawas Pemilihan Umum) who must be independent and have high integrity. Therefore, permanent recruitment of election organizers must be perfect due to the significant impact on the quality of elections. The research aims to identify the issues of the recent recruitment model as well as formulate an ideal model of recruitment of permanent election organizers in Yogyakarta Special Region that guarantees the independence and integrity of the election organizers. The method applied is a qualitative research design using observation, depth interviews and focus group discussion for collecting data. The results show that the recruitment model of election organizers is regulated in three Laws, First, the Law No.12 of 2008 which shows the recruitment process still involved executive power; Second, the Law No. 15 of 2011 shows a better model; and in the Law No.7 of 2017 is quite ideal, which are indicated by the existence of public involvement in the recruitment process. However, there are several issues, such as: First, the difficulty to find an ideal candidates who have high integrity, high quality and comprehension of electoral skills; should be solved by an open recruitment using both of the CAT system and written documents to ensure that candidates for election management have good theoretical and practical skills; Second, the need of Provincial Election Committee and Provincial Election Supervisory Body involvement in selecting the candidates of Regency / City level election organizers; Third, the need of public awareness on the Election Organizing Institution as an independent and professional institution, so that political preferences can be suppressed. Disputes Election of village heads based on Law 6 of 2014 concerning Villages is resolved by the Regent as stipulated in Article 37 paragraph (6) states that the regent is obliged to settle disputes resulting from the election of a village head within 30 (thirty) days. Then further regulated at the district level, local regulations have been implemented that are adjusted to the local wisdom of each region. However, there is a Constitutional Court Decision Number 137 / PUU-XIII / 2015 and Number 56 / PUU-XIV / 2016 which states that the central government does not have the authority to cancel provincial regulations, so it has logical consequences that there are regional regulations that contradict the above regulations. canceled so that the settlement of the dispute over the election of the village head was originally resolved by the Executive agency (regent) then it can turn to the Judiciary institution, namely in the State Administrative Court. The purpose of this study was to discuss how the regional disaster management policies carried out by (BPBD) of Wonosobo Regency, in good governance, develop performance improvement programs, and plan progress management, and organizational governance in terms of pre-post, post-service quality this, discussing changes to the Regional Disaster Management governance regulations, fast, systematic, directed, and complete in the real action of natural disaster management, as well as the factors that support and become obstacles to the disaster management policy of the Regional Disaster Management Agency (BPBD) in 2014- 2017. This study uses descriptive methods using qualitative research, namely research that is more directed at disclosing the problem or the results presented and revealing the facts. to consider the phenomenon of what is experienced by the subject of research. The technique of collecting data used is: 1) Observations from field observations, 2) Interviews with the number of informants, and 3) Documentation. The data analysis technique in this study is interactive analysis. The results of the study indicate that: Disaster Management has not been implemented perfectly, there are still limited Human Resources who understand and understand disaster management, not yet integrated and standardized data / reporting systems and new information in Wonosobo Regency. The bureaucratic reform strategy of local government is an effort to strengthen the region and respond to challenges in the era of globalization. Bureaucracy reform is not just simplifying the bureaucratic structure but changing the mindset and bureaucratic culture in governance management. The reality of bureaucratic reform is still experiencing obstacles and slowness such as bureaucratic behavior has not changed to a better direction. This is also evident from the increasing number of apparatus in the case of corruption, and the performance of the government in the service has not been optimal even though the decentralization principle has been realized, the bureaucratic reform program has been provided but not yet realized properly. Although performance indicators are available, there is still poor performance. So that the reform which contains the conceptual model of bureaucratic reform as a foundation in reforming the structure, bureaucratic culture and bureaucratic reform strategy becomes very important. The formulation of problems of this research is on issues about how the institutions, management and behavior of the government bureaucracy, and why bureaucratic reform is needed within the scope of the regional government. Traffic accidents are a leading indicator of the level of road safety. In developed countries safety problems are a very considered problem in order to reduce the problem of accidents that occur. The high number of traffic accidents is caused by several factors, but the most dominant are human factors. Many accidents occur on the road due to traffic accidents, this is because many people do not yet know the meaning or purpose of the signs on the road, and the community does not understand the meaning of signs for the community regarding participation in approving traffic signs. The research objectives are 1) Overcoming Traffic Accidents Experiencing Cross-Road Traffic Accidents 2) Making Traffic Accident Models Through Education For Drivers / Pedestrians. The research in this discussion uses a qualitative descriptive method. There are 5 causes of traffic accidents, namely: Human Error Factors, Traffic Sign Factors, Road Factors, Motor Vehicle Factors, Natural Factors. Local content broadcasts that are required through the [SSJ] network broadcast system are deemed not fulfilled by national television operating in Riau Province. National television which is required to provide 10 percent of local content broadcasts in accordance with the provisions of the broadcasting law, and the regulations of the Indonesian broadcasting commission [KPI] are considered to ignore it. This study aims, first, to explain the support of national television media for broadcasting local content in Provinsi Riau. Second, explaining the constraints on national television supporting local content broadcasts in Provinsi Riau. This study uses Government Communication and Political Economy Media as its theoretical framework.A qualitative approach with descriptive analysis method was used in this study. Data is collected based on documents supported by interviews. After collecting the data, it is analyzed qualitatively. The study results conclude, first, that the 10 percent media support for local content broadcasting has not yet been fulfilled due to the centralized national media broadcasting program. Second, the constraints that cause not yet fulfilled the support of providing 10 percent of local content broadcasts, national television generally still prioritizes business interests. The Population Data Collection System (Sidampak) in Wukirsari Village is a population administration service program that has provided many benefits. The background of the absence of a clear plan in the development of services to the community and the low level of community participation in ownership of population administration documents which later became the basis for creating a population administration service system that can provide complete, accurate, fast, easy and integrated results. This then gave rise to consequences for the Wukirsari village government in making public service innovations. The innovation is not only to the value of fast, easy, cheap, but more to the value of services that are tailored to the culture of Wukirsari society. One of them is the lukadesi program and my birthday program. The program then changed the innovation of public services more in accordance with the social conditions of the village community. This then became a pressure point for the activity of citizens in managing population administration in the village of Wukirsari. Meanwhile, the research method that will be used by researchers is a qualitative descriptive research method.
