The current economic, social, and political context is dynamic and marked by multiple influences. The phenomenon and process of digitisation is affecting all sectors and economies. Digitisation has a cross-cutting impact, contributing to economic growth, innovation, and global connectivity. It is an ongoing process, and adaptability to new technologies is becoming essential for success in the modern world. By digitising services in local public administration, an enabling environment for modern, transparent, and citizen-oriented government is created. In this research approach, we propose the use of the CART algorithm in the analysis of the digitisation of public administration to gain a deeper understanding of the factors influencing the adoption of digital technologies and the possibility to make informed decisions to improve administrative processes and public services.

This paper explores some of the emerging impacts of climate change on urban environments, specifically, in this case, on the city of Bucharest. While using 2008 to 2023 data acquired from meteoblue.com, the analysis identifies specific trends in the local climate through two indicators: (i) the number of (air temperature) degree-hours beyond or below different thresholds and (ii) the Temperature-Humidity Index (ITU). The key findings relate to some observations that can be made after processing the data and looking at the different resulting trends. On the one hand, the number of degree-hours above certain temperature thresholds seems on an ascendant trendline. On the other hand, a decreasing trendline for degree-hours below lower specific thresholds can be noticed. This suggests that an increase in energy demand for cooling and a slight decrease in energy demand for heating buildings might be expected in the following decades, something with various consequences (e.g., socio-economic, environmental, etc.). When considering the other parameter assessed, the Temperature-Humidity Index (ITU), again, an escalating trend may be observed throughout the period for which data was available. Collectively, the findings raise a flag on specific increasing trends in levels of outdoor discomfort. Although the study's findings may be preliminary and exploring additional datasets would be desirable, they highlight a possible local warming trend and the need for early-stage urban adaptation strategies to increase local climate resilience. Given the concerns raised, the concept of Blue-Green Infrastructure (BGI) is identified as an essential solution to some of the different issues brought forth while assessing the data mentioned earlier and even when acknowledging the current problems experienced by Bucharest’s inhabitants during the hot season.

In the dynamic realm of public services, the integration of artificial intelligence (AI) has emerged as a transformative force, reshaping various sectors, including governance, urban development, healthcare, education, security infrastructure, decision-making processes, and responses to health crises. This article conducts an exploration spanning the years 1984 to 2023, employing bibliometric analysis to analyse global literature retrieved from the Scopus database. The central investigation revolves around the evolution of AI utilisation in public services during this period. Findings indicate a significant surge in AI-related publications, with notable global contributions from countries like China, India, and the United States, and a prevalence of computer science in AI research. Keyword clusters highlight seven prominent themes, ranging from digital governance to modelling health and social welfare in pandemics. Future research directions underscore ethical implications, AI adoption across government agencies, effectiveness in addressing urban challenges, machine learning applications in healthcare and education, security and privacy implications, application in diverse contexts, and AI's role in predicting and managing public health emergencies. This research contributes some necessary information for both academia and practical implementation in public services, laying the groundwork for future studies.

Digital transformation has become a desire for states due to its real benefits to society. Public sector employees must prepare professionally to successfully implement digitisation projects of public services. In this context, the issue of digital skills of civil servants is a priority for the public administration. In this study, we performed a comparative analysis of institutions that provide professional training in the digital field for public sector employees. The purpose of this work is to analyse which are the models of good practices to follow when we talk about the digital transformation of public administrations in Europe. At the same time, the objective of the comparative analysis is to establish a set of priorities regarding the digital skills that must be pursued through the professional training processes of civil servants. The work offers interesting insights on how these institutions are sharing their responsibilities. The conclusions of this study can be useful to public institutions in Romania in order to improve digital transformation processes.

An organisational entity (non-governmental organisation, company, public institution or authority) should not be seen socially responsible if its staff is not satisfied and motivated. However, despite many publications of social responsibility in the literature, papers focusing on the social responsibility of the organisation towards employees are rare. The following article aims to analyse the social responsibility of an atypical NGO towards its employees. In this regard, a survey conducted by using one questionnaire was used. The analysis is based on several aspects of the organisations’s social responsibility towards employees, namely recruitment and employees’ retention, employees' health and safety, effects generated by the employees’ satisfaction and dissatisfaction, reward system. The study revealed that the workplace atmosphere, the organisation’s concern towards the employees' problems, as well as the reward for their efforts leads to the increasing their loyalty and to achieving high performances.

The aim of this study is to make a holistic review of research on digitalization in local governments. In this Scopus database, 57 studies including the phrases “local purpose” and “digitization” in the title, summary and keywords were examined. The bibliometric analysis of the obtained data was performed using the R Studio program. When the results were evaluated, it was observed that the studies were between the years 2000-2023. While it was determined that there were a total of 21 studies between 2000-2019, it has been observed that the studies in this field have increased gradually in the last 4 years, with 36 studies as of 2020. The most studies were published in 2021 and 2022, with 11 publications each. Local government (27) and digitization (15) are the most used keywords. The countries with the highest number of studies are China (17), England (14) and the USA (8). In addition to these, when the bibliometric analysis results are examined, the most widely published source on this subject is Sustainability (5). The most published authors are Baud, I., Denis, E. Pfeffer, K. Scott, D. and Sydenstricker-Neto, J., with 2 publications each. The most cited journals are Sustainability (24) and Government Information Quarterly (23). The countries of the most cited authors are China (120) and the Netherlands (67). In this study, important information is obtained by examining the conceptual, social and intellectual structure of the literature.

After the fall of communist regime in Romania, the structure of Romania’s Government Working Apparatus (the Government Office) was subject to several reforms trying to establish an adequate role for each of the entities. Although the composition of the Government Working Apparatus may vary, its central piece is the General Secretariat of the Government (GSG), which, in governments with a strong prime minister, has tried to share power with the Prime Minister’s Chancellery. The aim of this paper is to explore the evolution of the reforms of the Government’s Working Apparatus (Government Office) in Romania after 2001 and how the functions between the General Secretariat of Government and the Prime Minister’s Chancellery are divided after the recent reforms within the Centre of Government in order to assure a better coordination. The methodology of this paper consists in a content analysis of the legal framework, public administration reform strategies, technical reports of some projects conducted by the General Secretariat of Romania’s Government and World Bank’s studies and reports. This paper reports aspects on a longitudinal study between 2001-2021, which set out to examine and evaluate the roles of different organisational structure within Romania’s Government Office. The empirical data of this paper were also collected through a series of discussions with top public policy makers in charge with reform of central public administration. The General Secretariat of the Government (GSG) has always possessed a central role in the structure of the Government Office, its part being to assure the technical and strategic operations regarding Government acts and to solve the organisational, judicial, economic, and technical problems of Government and prime-minister’s activity, also the representation of the Government in the justice. GSG is the element of connection and stability of governance that assures the framework for decision making process. Recently, in February 2020, the Orban Government has approved two government decisions by which both the Prime Minister’s Chancellery and the General Secretariat of the Government have been reorganised. Both measures were part of the priorities of the Government Program, namely improving the efficiency of public administration, aiming at reforming the Centre of Government. Thus, the functions of the two structures were better defined and delimited, in the sense that the General Secretariat of the Government was to provide the technical / administrative secretariat of the Government, while the Chancellery would have the role of strategic coordination. In this sense, within the Chancellery operated the Centre for Analysis and Strategy and the Independent Scientific Council, while subordinated to the General Secretariat of the Government were the institutions which were to provide data and information to the Chancellery for analysis and studies that would underpin public policy programs. Both measures were part of the priorities of the Government Program, namely improving the efficiency of public administration, aiming at reforming the Centre of Government. Thus, the functions of the two structures were better defined and delimited, in the sense that the General Secretariat of the Government was to provide the technical / administrative secretariat of the Government, while the Chancellery would have the role of strategic coordination. In this sense, within the Chancellery operated the Centre for Analysis and Strategy and the Independent Scientific Council, while subordinated to the General Secretariat of the Government were the institutions which were to provide data and information to the Chancellery for analysis and studies that would underpin public policy programs. It can be argued that nursing professionals are the backbone of any healthcare system. The article grappled with the question of why nurses are resigning from Chitungwiza Central Hospital (CCH) in large numbers to the point of nearly crippling public healthcare service delivery at Harare’s dormitory town situated 30 kilometres from the capital. Using survey methodology and application of SPSS, the study sought to identify both the root causes and possible solutions (retention strategies) for addressing the resignation of nursing professionals at CCH. Better remuneration, a safe work environment, increased internal communication, recognition and fulfilment of professional ambitions are some of the solutions identified through survey research for addressing the problem of resignation of nurses in large numbers.

In recent years the interest in emotional intelligence within scientific literature has grown, but too little has been written about the influence of emotional intelligence within educational systems, especially the relation between emotional intelligence and teachers’ job performance, or emotional intelligence and students’ academic achievement. Universities around the world have experiencing changes and reforms, impacting the teachers’ job performance and academic achievement among university students. Emotional intelligence plays an important role in many areas of our lives. The scope of the research is to investigate the impact of emotional intelligence on students’ academic achievement from public administration programs. We choose students from public administration, since they are supposed to work after graduation in public institutions, and get in direct contact with citizens. At the level of Romania, there is no study with predictive value regarding the “impact of emotional intelligence on students’ academic achievements” supported by empirical research. Regarding the methodology, we collected data using the questionnaire which was developed based on the instruments by previous researchers. Respondents were students from public administration programs. The benefits of such a study are to provide a solid basis for understanding the mechanisms of emotional intelligence (EI) and their role in determining or sabotaging academic achievement. The effect of emotional intelligence on students’ academic achievement was established. On the basis of the findings, it is suggested that emotional intelligence should be integrated into university students’ curriculum. The study further advocated for the promulgation of educational policy on emotional intelligence. Also, this research will represent an important contribution to the Romanian and international literature, both in the field of emotional intelligence, as well as in the field of students’ academic achievement and continuous students’ personal development (academic self-efficacy).

This paper explores the environment of European bureaucracy starting from the research question regarding the role and place of consultative institutions (the European Economic and Social Committee and the European Committee of the Regions) in the European institutional system. The purpose of our investigation is to explain the nature and functionality of the institutions mentioned in the multilevel governance architecture of the European Union (EU). To achieve the proposed objective, we analyse the condition of advisory institutions as actors/agents of the European structure through the prism of the rationalist current and then we argue, through the grid of social constructivism, that the institutions in question serve, through their consultative attribute, also a role of legitimising supranational legislation with subnational applicability in the EU, against the background of the precariousness of legislative powers at regional and local level. Our research identifies the way in which the consultative institutions of the EU legitimise the community legislative process, a context in which the results obtained show the existence of a significant discordance between the need for legislation at the regional level and the much undersized legislative attribute at this level as a result of the constitutional limitations of the member states. The specified phenomenon feeds an imperfect subsidiarity and a deficient proximity within the EU, for the remedy of which the feasible solution consists in improving the administrative-legal cohesion in the EU through a potential reconsolidation of the Union treaties, which would generate a more homogeneous distribution of the administrative-territorial devolution.
