Coping with Covid-19: The case of the National Library of Jamaica 应对Covid-19:以牙买加国家图书馆为例

While Asian and European countries were grappling with the Covid-19 pandemic, the first imported case from the United Kingdom surfaced in Jamaica on 10 March 2020. The article will trace the steps taken by the National Library of Jamaica (NLJ) before and during the pandemic while improving the value of our cultural heritage to Jamaica and the wider diaspora. The NLJ celebrated 40 years of sterling contribution to the development of Jamaica from March 1979 to April 2020. It has been a leading voice in the region in disaster management and preparedness. Through its Preservation and Conservation Branch, and oversight from the Disaster Preparedness Committee, the NLJ has become a training ground for professionals in the information and conservation field. While highlighting the work of the NLJ, the article will also present statements and surveys conducted on regional and international bodies. These organisations include the Association of Caribbean University, Research and Institutional Libraries (ACURIL), the Community of Directors of National Libraries (a subgroup of the International Federation of Library Associations (IFLA) and the Society of American Archivists. The surveys conducted gleaned a greater appreciation of the impact of Covid-19 on libraries and archives regionally and internationally. The article will address other pandemic crises that have affected Jamaica. It will also demonstrate that being proactive and prepared for viral episodes can mitigate the risks. The NLJ used the opportunity to facilitate service delivery while being socially distant from its patrons.

Two days after the Swiss National Library’s anniversary exhibition opened, it was forced to close down again because of the coronavirus. Thereafter, the focus switched to communicating content prepared for the exhibition via the National Library’s own website and other external websites. Meanwhile, the book 125 Years of the Swiss National Library proved ideally suited to continuing the anniversary celebrations despite the omnipresent virus.

The National Library of Latvia had to close for two and a half months when emergency situation was declared in Latvia. The library took proactive steps to protect its staff and ensure continuous on-line services to readers, as well as prepared re-opening plan with physical service transformation according to existing health and safety protocols. The National Library of Latvia engaged in different initiatives to diversify its products and services, including contribution of library data centre processing power to crowdsourcing initiative battling Covid-19. Library major achievement was to receive the license from the state copyright agency that allowed public access to copyright protected collections of books and periodicals from the Latvian National Digital Library throughout the entire Covid-19 crisis. Unlimited access to library digital collections was significant contribution in supporting general public, students and researchers during homestay period. The library re-opened in late May adapting to new normal and has strong future vision of improving information and communication technologies (ICT) of state cultural sector and implementing several international projects.

This article describes the ways in which Covid-19 pandemic has affected The National Library of Wales during the first 7 months. It describes how the Library responded to the initial UK-wide lockdown which saw the closure of the building in Aberystwyth. The resumption of activities and services during the summer of 2020 is described along with the opportunities that arose due to an accelerated shift towards digital communication. Finally, this article considers how the pandemic is affecting future plans and vision for the future.

Following the declaration of a public health emergency due to Covid-19, the State Library of Queensland closed to clients and staff on 23 March 2020. This paper explores the State Library’s response to continue to deliver services and support staff during this unprecedented time. It provides examples of how the State Library workforce demonstrated resilience and responded with innovative solutions that will have enduring impact.

Covid-19 – or coronavirus disease forced libraries in Colombia to close the doors as well as forced them to strengthen or to create virtual and remote services. Biblioteca Nacional de Colombia (BNC) leads in Colombia the implementation of measures for the library sector during the current health crisis, providing guidelines and recommendations on how to deal with the emergency, as well as giving information resources, and alternatives on how to provide library services, to doing the paperwork, to implement the biosecurity protocols, and the definition of phases for reopening in the future. Also, BNC itself focused on the support BNC researchers throughout virtual services. This article was written during the first months of the health emergency, so that on the date of publication the situation may have changed.

This article focuses on the institutional response of the British Library to the Covid-19 pandemic over the course of the past year. National libraries have a key part to play as the world recovers, and the experiences of the British Library highlight the central role of digital in adapting to massive disruption, of the importance of institutional values in steering a course through a year of crisis, and the contribution that we can make to building national and international resilience against future shocks and turmoil.
