Recruitment Difficulties and Firms' Characteristics: An Analysis of French Company Data 招聘困难与企业特征:法国企业数据分析

– This article uses a survey conducted in 2019 among companies in the manufacturing sector on the recruitment difficulties they may encounter. By linking this information with the companies’ income statements, we show that those facing these difficulties are, on average and other things equal, more productive than others. This suggests a potential misallocation of production factors, which would not be attracted by the most efficient companies. A very simplified estimation suggests that these inefficiencies could reduce the average productivity in the manufacturing industry by around 0.10% to 0.15%, which is low. The survey also enables us to analyse the causes of these difficulties. In addition to the problems of matching supply and demand in terms of skill levels in the labour force, the wages offered and the competition with other companies also appear to be key factors behind recruitment problems.

The Health Crisis and the Financial Situation of Households in France – A Study on Monthly Bank Data 法国家庭的健康危机和财务状况——对每月银行数据的研究

In view of the magnitude and the sudden nature of the health crisis in 2020, economists and statisticians have explored new sources of data to describe the development of the financial situation of households. The bank data used in this study, an anonymised panel of La Banque Postale customers, offer the twofold advantage of being able to be used virtually in real time and of recording monthly (or even daily) changes in income, spending and wealth. First, we show that while the crisis affected incomes in a limited and temporary way in 2020 for most households (regardless of income level), populations on the margins of the labour market suffe-red more. We then specifically study the situation of recipients of the revenu de solidarité active (RSA), a French in-work benefit. Although their social security benefits did not decrease in 2020, their incomes increased less than in a normal year because they did not return to employment. The exceptional government support paid out in May and November 2020 only partially coun-terbalanced these lower employment opportunities. © 2022, Institut National de la Statistique et des Etudes Economiques. Comment – Public Support to Companies in Times of Crisis: The Value of Microsimulations based on Company Data 评论-危机时期公众对公司的支持:基于公司数据的微模拟的价值

The use of company data to simulate the effect of an economic shock or a public policy is a new method of ex ante forecasting and evaluation of public policies. Microsimulations are based on assumptions about the behaviour of firms, which can be discussed. However, as the three articles in this thematic section show, microsimulations allow us to identify the characteristics of firms that best capture their trajectory. During the crisis, the sector of activity proved to be the primary factor. Pre-crisis liquidity and productivity levels of firms then explain the fragility of firms within each sector. These simulations then show that public support has been fairly well targeted, and that the least productive companies have not been particularly helped. The possible overcompensation of sectors needs to be studied. It will be important to compare these simulations with the ex post evaluations, once the company data are available. © 2022, Institut National de la Statistique et des Etudes Economiques. A Granular Examination of the Impact of the Health Crisis and the Public Support Measures on French Companies’ Financial Situation 详细审查卫生危机和公共支持措施对法国公司财务状况的影响

– We develop a microsimulation model fed by a particularly rich set of individual data in order to assess the impact of the health crisis on the financial situation of more than 645,000 French companies in 2020. We show that the relative stability in net debt at the macroeconomic level is concealing major disparities on an individual level. Heterogeneity is particularly significant between sectors (before and after public support measures) but is also present within each sector. Our simulations confirm the need for public intervention during the crisis: a mere adjustment in company behaviour is insufficient to absorb the shock. These support measures brought the share of firms with a negative cash flow shock in line with normal years, although “extrem” cash flow shocks occur more frequently than usual. One important lesson learned from this exercise is that sector and size cannot be the only criteria taken into account when drawing up crisis recovery policies. © 2022, Institut National de la Statistique et des Etudes Economiques.
