Successful, safe and sustainable cities: towards a New Urban Agenda 成功、安全和可持续的城市:迈向新的城市议程

There is a growing interest among national governments and international agencies in the contribution of urban centres to sustainable development. The paper outlines the new global agendas to guide this: the Sustainable Development Goals, the Paris Agreement and the New Urban Agenda. It then sets out the key challenges and opportunities facing urban governments across the Commonwealth in implementing these agendas and achieving inclusive, safe, resilient and sustainable cities. This is hampered by significant infrastructure deficits (especially in provision for water and sanitation) and a lack of funding. After outlining the commitments agreed by national governments in these global agendas, the paper discusses the vital role in meeting these of city leadership, financing and investment, urban planning and local economic development. Whilst it is good to see recognition of the importance of cities to national economies, economic success in any city does not automatically contribute to a healthier city, a more inclusive city or a sustainable city. This needs capable and accountable urban governments working closely with local civil society, and the redirection of public funds and development assistance to support them.

The Greenway social housing estate: lessons in community development 绿道社会住宅区:社区发展的经验教训

Greenway is a self-contained estate for social housing tenants in the North Sydney local government area of Sydney, Australia. When Greenway opened in 1954 local newspapers reported on the modern, all electric units providing living opportunities for working people.  By 2007 social isolation and anti-social behaviour at Greenway were regularly reported by the local press.  The revitalisation of the Greenway estate occurred with the arrival of new residents who were keen to be actively involved in community development and stand for election to the Greenway Tenants Group (GTG).  North Sydney Council supports the GTG with grants and expertise when required and also conducts elections on behalf of the tenants group.

Can organisation development principles in India's local governments improve governance? 印度地方政府的组织发展原则能改善治理吗?

This paper examines the application of organisation development principles to rural local self-government bodies in Karnataka, India with the objective of developing their organisational capacity and improving their efficiency. The premise is that strong gram panchayats (village councils) can address issues hindering service delivery and governance at the grass roots. The paper illustrates the methodology used in the development of an innovative framework called Gram Panchayat Organisation Development (GPOD) and its implementation in action research mode in two village councils since 2011. It further explores the wider applicability of this framework, which has been extended to over 50 gram panchayats (GPs) since 2014. GPOD works towards strengthening the panchayat as an organisation in its entirety, rather than by tackling stand-alone components. It includes building a shared vision in the panchayat, mapping and re-engineering key processes, developing accountability and incentive structures, and supporting the village body in developing and implementing its annual plans. The approach has evolved to its present form based on real-time change management initiatives in GPs in which politically elected members participated in decision-making and implementation. We argue that by following the principles of organisation development and aligning the panchayat’s organisational components, marked improvements in local governance and service delivery were achieved. Impact is captured in terms of systemic outputs such as annual plans, accountability structures and activation of defunct committees, as well as improvements in services such as health, sanitation, drinking water, etc. The paper also includes a critique of the challenges faced as GPOD was scaled up to include new areas.

This is a book that needed to be written. First published in 2014, Ines Newman takes a timely, refreshing, and broad look at local government.  Although it relates mainly to the UK, colleagues throughout the Commonwealth will find this book both interesting and relevant.  Her thoughtful approach has, I think, optimism at its heart.  The work is an effective counterpoint to the prevailing neoliberal orthodoxy that “austerity”, with its consequential public sector cuts, is unavoidable. As Newman makes clear, “austerity” is a political choice.

Citizen participation in urban local government: a case study of Kanaighat Paurashava in Bangladesh 公民参与城市地方政府:以孟加拉国的Kanaighat Paulashava为例

Scholars have identified many variables as determinants of citizen participation, but not all of these are relevant to citizen participation in specific cultural and political contexts. This paper seeks to identify the specific factors which work as drivers for citizen participation in Bangladesh through a case study of Kanaighat Paurashava (municipality), an urban local government. It identifies the following variables which strongly affect citizen participation: the role of elected representatives, notably their willingness and awareness; the provision of information to citizens; citizens’ capacity; and resources available. Findings also suggest that a holistic approach is needed to understand and change representatives’ attitudes towards citizens and ensure participation.

As people increasingly migrate to urban settings and with more than half of the world’s population now living in cities, it is vital to plan and provide for sustainable and resilient food systems which reflect this challenge. The book ‘ Cities and Agriculture ’ presents experience and evidence on key dimensions of urban food challenges and types of intra-and peri-urban agriculture, in 15 extremely well-researched and written chapters. The book has shed light on an urban challenge that has been ignored for a long time in urban studies as well as in urban policies and planning, i.e. food-provisioning. Neglecting the dynamics and sustainability of food provisioning in scientific research on sustainable urban development is a serious omission, because feeding cities arguably has a greater social and physical impact on us and our planet than anything else we do.

Amalgamation of South Africa’s rural municipalities: is it a good idea? 南非农村城市合并:这是个好主意吗?

The majority of South African municipalities facing the challenges of unemployment, poverty and weak infrastructure are in rural areas. To fulfil their mandate, they depend significantly on financial transfers.  This is something that the government is focused on minimising as evidenced by the recent Department of Cooperative Governance and Traditional Affairs proposal of amalgamating many municipalities to make them self-reliant and functional.  This paper asks the question: ‘will amalgamations of rural municipalities correct for financial viability and functionality’? Using case studies of amalgamated municipalities, the paper observes that amalgamations will not make all rural municipalities self-sufficient and functional.

Assignment of functions to local authorities in Lesotho 莱索托地方当局的职能分配

In Lesotho the adoption of the new constitution in 1993 made provision for local development. These constitutional provisions were only operationalised in 1997 through an Act of parliament (Local Government Act 1997). The question of how functions are assigned between the central and local governments has always been an area of dispute. The Act attempted to demarcate the assignments through the Schedules to the Act which embody the functions of local authorities at various levels – community councils, urban councils and district councils. However, local development and service delivery continue by and large to be undertaken by central government despite the demarcation. The purpose of this paper, therefore, is to critically analyse the challenges of assignment of functions to local authorities in Lesotho. The paper contends that as the assignment of functions is integral to decentralisation in Lesotho, intergovernmental relations and assignment of functions should be incorporated into the country’s constitution.

The Act attempted to demarcate the assignments through the Schedules to the Act which embody the functions of local authorities at various levels – community councils, urban councils and district councils. However, local development and service delivery continue by and large to be undertaken by central government despite the demarcation. The purpose of this paper, therefore, is to critically analyse the challenges of assignment of functions to local authorities in Lesotho. The ward sabha in Bangladesh – lessons from Kerala and West Bengal 孟加拉国的选区议会——喀拉拉邦和西孟加拉邦的教训

Under the Local Government (Union Parishad) Act 2009, the legal provisions for ward sabha (ward councils) remain non-functional since implementation of the Act in 2011. This policy note attempts to outline the limitations of the Local Government (Union Parishad) Act 2009. The study also provides a few practical recommendations which may need further amendment of the relevant laws in Bangladesh. The amendment may also broaden the scope and activity of the ward sabha as a forum for promoting deliberative democracy. However, consideration should be given to reducing the role of the ward sabha as an executive agency as it is insufficiently resourced to perform the executive functions outlined in the 2009 Act; rather the immense potential of the ward sabha as a forum for wider deliberation across all the elected bodies should be exploited.

Women’s leadership in local government in the Caribbean 加勒比地区妇女在地方政府中的领导作用

Women and men are traditionally cast in different roles, with males being leaders in the workplace, home and government. In contrast, communities promote women as caregivers who support male leaders and shape future generations as mothers, mentors and teachers. In recognition of this societal view of women that often led to inequality and inequity, the UNDP listed Gender Equality and empowering women as one of eight Millennium Development Goals. The post-2015 Sustainable Development Goals, adopted by the United Nations in autumn 2015, also included gender equality and empowering women as Goal 5. In its work in the Caribbean, the Caribbean Local Economic Development Project (CARILED) examined gender as it relates to micro, small and medium enterprise (MSME) development in six Caribbean countries.  The findings of this study showed gender gaps for both male and female entrepreneurs in different areas of development.  Traditionally gendered roles for MSME sectors, access to financing and lack of adequate guidance or community support were some areas that affected men and women differently in the region.  The study outlines ways in which male and female leaders can address traditional gender roles by identifying priority areas for development, creating an enabling environment for start-ups and expansion, and fostering a policy and legislative base that facilitates ease of doing business.  The recommendations further describe the public–private partnerships needed to successfully meet gender gaps, and the importance of both elected officials and technocrats in inter alia community engagement and advocacy towards local economic development. The importance of gender equality among elected officials and technocrats, and the influence gender has on determining priority areas of focus within local government strategic plans for communities are also set out within this paper.
