Reawakening criminology: the importance of scientific method and inquiry in policing practice 重新觉醒的犯罪学:科学方法和调查在警务实践中的重要性

PurposeCriminology both as a field of study and as a practice draws on a broad range of disciplines from the social, behavioural, human, natural and medical sciences. However, over recent times, the natural and medical sciences have been dismissed, overlooked and even ridiculed, largely since the rise of critical criminology and related contemporary conflict and social harm approaches from the 1960s onwards. This has led to a chasm emerging between the study of criminology and the practice of criminology such as within a policing context. This paper aims to provide a review of an emerging forensic biological method, that of neuroscience, within a criminological context, to illustrate the importance of criminology embracing and reawakening its natural and medical science roots.Design/methodology/approachThe paper draws on a conceptual design to realign criminology with the full range of disciplines used to inform its theory and application.FindingsThrough illustrating the role of forensic neuroscience, the paper reawakens the scientific method and inquiry of criminology reflecting the importance of the discipline being, and remaining, multi- and trans-disciplinary in nature. The paper, while reflecting on the limitations of scientific method and inquiry, outlines the strengths this approach to criminology engenders, promoting and delivering a scientific-based research agenda that aims to support industry partners in the prevention, disruption and reduction of crime, disorder and threats to public security.Practical implicationsFirstly, it is important for criminology as a field of study to (re)engage with its scientific method and inquiry. Secondly, criminology, by engaging in robust scientific method and inquiry, has a significant contribution to make to professional practice and the work of industry professionals. Thirdly, while there are limitations to such scientific method and inquiry, it should not lead to this component of criminology being discarded. Fourthly, there is a need for contemporary research in the area of scientific method and inquiry and its application to criminological contexts, including that of police practice. Finally, by engaging in scientific method and inquiry that is evidence based, a chasm between the field of study and the practice associated with criminology can be addressed.Originality/valueThis paper addresses the gap between criminology as a field of study and as a practice by reengaging with scientific method and inquiry, illustrating the need and value of criminology being and remaining multi- and trans-disciplinary, ensuring professions underpinned by criminology are supported in their practice.

Parole hustle: a preliminary study on the lived experiences of females serving parole in Nelson Mandela Bay 假释潮:纳尔逊·曼德拉湾女性假释经历的初步研究

PurposeThis paper aims to shift from the male offender perspective in attempts to explore the stories and lived experiences of five females on parole in Nelson Mandela Bay, as most correctional research in South Africa focuses on the male offender experience. The experiences of females are largely ignored both in terms of reform and in research, and while only a few South African studies on female criminality have emerged, little is known about the impact of incarceration and reintegration on their livelihoods.Design/methodology/approachThis paper makes use of an ethnographic approach as the narrative follows the complex realities of females on parole to include their voice, depth and experience in the debate within the parole experiences measure framework. This study made use of five individual interviews and observations, which were complemented by existing literature.FindingsThis paper provides insights on the experiences, vulnerabilities, challenges, fears and concerns of females on parole and the relative social costs of their incarceration. The experiences allow for a deeper understanding of the shades of their experiences of powerlessness, gender-specific sexualisation and exploitation, economic vulnerability and destitution and social alienation and exclusion which uniquely influences behavioural and emotional deficits.Research limitations/implicationsBecause the number of females on parole in Nelson Mandela Bay is few, this study could only interview five female offenders. Yet, as this study is ethnographic in nature, it offers a deep understanding of these five female offenders.Practical implicationsThis research offers an insight into the social ills faced by female on parole. This work highlights the effects of incarceration are often felt by females long after their release since their experience of imprisonment affects their future prospects, damaging and debilitating. This paper suggests self-reclamation that could lead to positive reactions towards rehabilitative and reintegration. This research opens up the larger debate and does not offer tangible recommendations.Originality/valueThis paper fulfils an identified need to study parole amongst female offenders.

Obstacles to successful rehabilitation and resettlement of drug use offenders 吸毒罪犯成功康复和重新安置的障碍

PurposeThis preliminary small-scale research aims to achieve an insight into drug use offenders’ rehabilitation experiences both in and out of prison, as well as considering how perceptions of the public may inhibit their successful reintegration into society.Design/methodology/approachA mixed-methods approach was used, with five semi-structured interviews conducted alongside the distribution of the Attitude towards prisoners questionnaire among the general public (n = 106) in the North-West region of England.FindingsParticipants recalled a mixture of experiences, highlighting the presence of contraband in prisons to be an inhibiting factor of successful rehabilitation. Additionally, participants expressed the need for more support when preparing for release such as confirmation of accommodation and possible employment. Questionnaires also indicated the public to perceive offenders negatively (M = 76, SD = 16.99), thus presenting a further challenge in the resettlement of drug use offenders.Practical implicationsFindings highlight that improving practices to decrease the presence of contraband in prisons, monitoring an individual’s use of methadone, preparing an individual for their release from prison and educating the public would reduce some of the obstacles experienced by drug use offenders.Originality/valueThis study outlines some of the obstacles that drug use offenders experience when attempting to end their drug use activity and criminal engagement.

Helping the police with their inquiries: improving investigator resilience and capacity in England and Wales 帮助警方进行调查:提高英格兰和威尔士调查员的应变能力和能力

PurposeIn 2016, the oversight body for policing in England and Wales reported a national shortage of 5,000 qualified detectives and other investigators. Commissioned by the National Police Chiefs Council, this research critically assessed initiatives taken by the Police Service of England and Wales since that time to remedy that shortfall. The purpose of this study is to answer the question, “To what extent can fast-track investigator recruitment and training schemes enhance the PSEW’s investigative capacity and capability?”Design/methodology/approachBetween 2019 and 2020, the authors examined four cases in England and Wales. Three were novel fast-track programmes for new joiners. The fourth was an investigator resilience programme. This study was qualitative and interpretive in nature. The authors carried out systematic reviews of the literature on investigative policy and detective work. The authors reviewed internal evaluations completed by Forces A, B and C. The authors interviewed respondents (n = 82) and supplemented the interview data with survey data (n = 45; N = 127); the authors analysed the data thematically and reviewed the findings in the context of systems theory and social identity theory.FindingsThe major themes identified by the analysis presented in this study were marketing and recruitment, attrition and progression, acceptance of the trainees, training and trainees’ welfare and well-being. The programmes were not as successful as they might have been because of systems failures. Principally, ineffective coordination of the programmes with other elements of the forces on which their success also relied (such as training, human resources and detective, departments). A critical limiting factor was the lack of experienced, skilled detectives able to train, support and mentor the trainees.Practical implicationsThis paper provides empirical evidence of the efficacy of a whole systems approach to organisational change. This study evidences the crisis in police investigative practice that limits the service that the police can provide to victims and communities and ultimately threatens police legitimacy. This study provides insights from police practitioners into detective work in the modern era and highlights areas where improvement is necessary. The research on which this study is based was commissioned by the National Police Chiefs Council. Thus, there is institutional buy in to its findings.Originality/valueWith its roots firmly in empiricism, this paper presents the first scholarly evaluation of the police's attempts to make up a massive shortfall in investigators. To the best of the authors’ knowledge, this paper presents the first attempt to explain the challenges the police faced in this context, thematically. This study’s focus on systems and on human behaviour is intended to inform a wide audience beyond British policing.

Commissioned by the National Police Chiefs Council, this research critically assessed initiatives taken by the Police Service of England and Wales since that time to remedy that shortfall. The purpose of this study is to answer the question, “To what extent can fast-track investigator recruitment and training schemes enhance the PSEW’s investigative capacity and capability?”\u0000\u0000\u0000Design/methodology/approach\u0000Between 2019 and 2020, the authors examined four cases in England and Wales. Three were novel fast-track programmes for new joiners. The fourth was an investigator resilience programme. This study was qualitative and interpretive in nature. The authors carried out systematic reviews of the literature on investigative policy and detective work. The authors reviewed internal evaluations completed by Forces A, B and C. The authors interviewed respondents (n = 82) and supplemented the interview data with survey data (n = 45; N = 127); the authors analysed the data thematically and reviewed the findings in the context of systems theory and social identity theory.\u0000\u0000\u0000Findings\u0000The major themes identified by the analysis presented in this study were marketing and recruitment, attrition and progression, acceptance of the trainees, training and trainees’ welfare and well-being. The programmes were not as successful as they might have been because of systems failures. Principally, ineffective coordination of the programmes with other elements of the forces on which their success also relied (such as training, human resources and detective, departments). A critical limiting factor was the lack of experienced, skilled detectives able to train, support and mentor the trainees.\u0000\u0000\u0000Practical implications\u0000This paper provides empirical evidence of the efficacy of a whole systems approach to organisational change. This study evidences the crisis in police investigative practice that limits the service that the police can provide to victims and communities and ultimately threatens police legitimacy. This study provides insights from police practitioners into detective work in the modern era and highlights areas where improvement is necessary. The research on which this study is based was commissioned by the National Police Chiefs Council. Thus, there is institutional buy in to its findings.\u0000\u0000\u0000Originality/value\u0000With its roots firmly in empiricism, this paper presents the first scholarly evaluation of the police's attempts to make up a massive shortfall in investigators. To the best of the authors’ knowledge, this paper presents the first attempt to explain the challenges the police faced in this context, thematically. Gaslighting and its application to interpersonal violence 煤气灯及其在人际暴力中的应用

PurposeThe study aims to examine the nature of gaslighting and how it relates to interpersonal aggression.Design/methodology/approachIt does so first through application of a Rapid Evidence Assessment (REA) to understand how gaslighting is understood academically. This RAE captured 50 articles, with 12 retained for thematic review. Results were then used to develop a gaslighting behaviour measure, which was then applied in an online study of adults (n = 386; 77.2% women).FindingsFive themes were identified from the REA: components of gaslighting; gaslighting as a tool for abuse; perpetrators as damaged manipulators; experiences and characteristics of victims; and institutional and racial gaslighting. In the ensuing study, results demonstrated that emotional abuse was broadly related both to the perpetration and experiencing of gaslighting, indicating that it may represent an extension of emotional abuse. The relationship to trait aggression was limited and primarily isolated to victims presenting with higher levels of trait aggression capturing more emotional components (e.g. anger/hostility).Research limitations/implicationsThe importance of context in understanding the relationship between gaslighting, emotional abuse and aggression was indicated, with some complexity found. Suggestions for future research are made.Practical implicationsAccounting for context in understanding gaslighting is key. Developing and validating measures for gaslighting would assist with the evaluation of this behaviour. When working with those who have a history of emotional abuse, considering gaslighting as a further element is potentially important. It should not be assumed that gaslighting has an association with non-emotional aggression; the type of relationship where it is occurring is important.Originality/valueThis study is the first to consider the development of a gaslighting measure, which is informed by a methodological review of the literature.
