The 'Smart city' concept and its implementors: On the way to the information control in Volgograd Russia “智慧城市”概念及其实施者:俄罗斯伏尔加格勒信息控制之路

The importance of implementing digital technologies and creating “smart cities” that limit social contacts without causing significant damage to urban management has become evident during the COVID-19 pandemic This research is based on results obtained from the inquiry of state and municipal servants of Volgograd region as the main implementors of the “smart city” concept This region occupies middle positions in different regional ratings, that is why it can be considered as typical, taking into account its characteristics The study is based on data gathered from processing enquiry results using the principle component method It is based on a cluster sampling method covering workers from different state and municipal departments Accordingly, the factors causing the current need for developing digital technologies in social management are determined The findings reveal contradiction in goals achieved within ‘smart city’ development It is concluded, by comparing our findings with earlier published data, that problems within the scope of improper city infrastructure and its improvement in social management transformation are common These are caused by the state and municipal workers’ limited competencies, namely insufficient digital skills, and the ‘passive publicity’ of the population Therefore, the scope of functions of state and municipal servants must be changed to facilitate the transition to a ‘smart city’ © 2021

The publication performance of Hungarian economics and management researchers: A comparison with the Visegrád 4 countries and Romania 匈牙利经济管理研究人员的论文发表表现:与Visegrád 4国和罗马尼亚的比较

The study analyses the publication performance of economics and management researchers in the Visegrad 4 countries (Czech Republic, Poland, Hungary, and Slovakia) and Romania based on their publications in the Scopus database. First, 150 researchers are selected from each country, who are then further selected according to their most recent affiliation and research area. Using a 449-item dataset, six multivariate statistical analyses (e.g. principal component analysis and cluster analysis) are carried out to examine the relationships among the seven variables (e.g. number of publications, citations, and co-authors) that characterize the performance of the publication activity of researchers. The results highlight the excellence criteria for the publication performance of economics and management researchers from the Visegrad 4 countries and Romania as well as their ranking position.

Concentration and inequality in the geographic distribution of physicians in the European Union, 2006-2018 2006-2018年欧盟医生地理分布的集中和不平等

The shortage and uneven geographic distribution of health workers is considered a severe global problem nowadays. Recent studies examining inequalities in health workforce supply at various spatial scales suggest that health workers' geographic distribution follows a core-periphery pattern as the more developed areas are generally better supplied with health labour than the less developed ones. Here, we explore the regional patterns and temporal changes of the geographic distribution of physicians in the European Union (EU) at the Nomenclature of territorial units for statistics (Nomenclature des unites territoriales statistiques - NUTS) 2 level between 2006 and 2018. We also compare the levels of concentration and inequality in the geographic distribution of physicians, economic development, and health outcomes. We utilise a mix of statistical methods such as descriptive statistics, indices of concentration and inequality, and bivariate correlation analysis based on Eurostat data. Our results provide evidence that the regional distribution of physicians in the EU shows a core-periphery pattern: NUTS regions with capital cities or metropolitan areas have more physicians. In addition, the regional patterns of the distribution of physicians in the EU are stable in time, and their geographic concentration is strengthening in the long run. Our results also suggest that there is a positive relationship between the geographic distribution of physicians and health outcomes;however, this relationship needs further investigation.
