espanolLos recientes acontecimientos politicos en la Union Europea (UE) pusieron de relieve una creciente insatisfaccion de los ciudadanos en varias regiones de la UE con la gestion de los desafios socioeconomicos y financieros de las instituciones de la UE. Esto eventualmente condujo a una crisis de legitimidad politica, cuyas causas son parcialmente compartida entre las regiones de la UE y parcialmente especificas de cada area. Sin embargo, la relacion entre la identificacion de los ciudadanos con el proyecto de la UE y las caracteristicas de las regiones aun no se ha analizado. En este articulo, llenamos este vacio abordando tres preguntas de investigacion: i) ?En que medida los ciudadanos de la UE se identifican con Europa y el proyecto de la UE? ii) ?Tienen las regiones europeas diferentes patrones y niveles de identificacion ? iii) ?Los resultados se basan en variables socioeconomicas especificas? Responder estas preguntas es crucial para generar un diseno mas inclusivo y resiliente de la Politica de Cohesion de la UE en un periodo crucial para la reforma de la UE. Con este fin, desarrollamos un nuevo modelo de clasificacion probabilistica, IdentEU, que se integra con el concepto de identificacion individual con Europa. Utilizamos datos a nivel micro de una encuesta implementada dentro del proyecto PERCEIVE. Encontramos que las variables que principalmente afectan la identificacion de (ciudadanos y) regiones con el proyecto europeo son: confianza en las instituciones de la UE, la efectividad de la Politica de Cohesion y el gasto de la UE, y el nivel de corrupcion. Estas cuestiones cobran relevancia a la luz de tres desafios principales que afectaron la trayectoria del desarrollo socioeconomico de la UE en la ultima decada, es decir, la crisis financiera de 2008, el proceso de globalizacion y el Brexit. As Cohesion Policy constitutes the major funding scheme of the European Union, not only does literature explore if the policy’s performance is satisfactory but also investigates the extent to which the policy is effectively communicated to citizens. To integrate analysis of implementation and communication, we develop a novel qualitative framework that elicits a holistic analysis of the causal mechanisms behind: (i) the distribution of the Cohesion Policy funds, their management at a local managing authority level and the related impact on projects’ quality, and (ii) the communication processes that underpin citizens’ awareness about the Union’s role in funded projects. The multilevel nature and the dynamic behaviour of the system, as well as its multiple feedback loops, render System Dynamics appropriate as an approach to model its complexity. The proposed framework aims at stimulating a focused discussion on Cohesion Policy by providing policy-making insights for designing efficient schemes to improve the actual and the perceived performances. Finally, it is anticipated to support research in the field from a new organisational perspective through considering the impact of local actors’ structures, procedures and actions on Cohesion Policy outcomes.

This paper outlines how regional labour market adjustments to macro-economic and policy shocks are modelled in RHOMOLO through participation, employment and migration decisions of workers. RHOMOLO, being a multi-sectoral, inter-regional general equilibrium model, is complex both in terms of its dimensionality and the modelling of spatial interactions through trade flows and factor mobility. The modelling of the labour market is therefore constrained by the tractability and computational solvability of the model. The labour market module consists of individual labour participation decisions, including the extensive margin (to participate or not) and the intensive margin (hours of work). Unemployment is determined through a wage curve and inter-regional labour migration decisions are modelled in a discrete-choice framework, with backward-looking expectations.

In this paper we analyse the possible impact of Cohesion Policy 2014-2020, putting together the investments supported by EU funding in all NUTS2 regions and running a set of simulations. We make use of RHOMOLO, a spatial CGE model tailored for economic analysis at the subnational level, which is described in the paper. We do so by first considering infrastructure investment, human capital development and innovation climate support, including environmental amelioration, separately and then run a combined simulation of the three categories to give an impression of the pattern and time profile of the overall effect. The results of the simulation show substantial heterogeneity in the effects across the regions, which are not a mere image of the differences in input. The concentration of EU funding on the less developed regions, and on energy saving, innovation and social inclusion in the more developed regions receiving support, could be a fruitful mix for lifting the standards of living in the whole of Europe.
