Transforming Biographical Experience Into Occupational Accountability: Paraprofessional Integration Workers’ Efforts to Professionalise Integration Support in Sweden 将传记经验转化为职业责任:瑞典的准专业融合工作者为专业化融合支持所做的努力

Integration support is a rather new professional field, and it is common for paraprofessionals (PPs) with personal migration experiences as their main qualification to perform the work without having a job description, education or ethical principles to follow. In previous research, migration experiences have been contested as a professional competence and criticism has been raised about a lack of professionalism. Organisational professionalisation directed from above – such as education, guidelines and standardisation – has been requested. This study raises questions about occupational professionalisation from within, from the working group itself. Based on workplace learning theory, the study explores how a working group of 30 PP integration workers in Civic Orientation are enhancing occupational capacities jointly. They identified a lack of client responsiveness as a problem and developed an explanatory model where their own biographical experience of migration (themselves as former migrants or their family members and recollections of their former ‘home country’) play a crucial role. Thus, the results indicate that one’s own migration experience can be a part of and a motivator for occupational professionalism of PPs if it is allowed to be collectively reflected on, critically scrutinised and contextualised.

Although Scandinavian countries are similar in many respects and have maintained common policies in several areas, they differ in their immigration policies. Swedish immigration policies have tended to be liberal, Denmark’s strict, and Norway’s somewhere in between. In 2015, however, all Scandina­ vian countries implemented border controls because of unexpectedly high migration. This article aims to explore how border control is legitimised and portrayed in Scandinavian news media through the three main discourses: sustainability, humanitarianism and defence against threat. The article argues that political actors use notions of welfare state sustainability and solidarity to justify border control. As the system is allegedly collapsing, securitisation of the border becomes an overarching premise for sustaining international obligations such as providing shelter for refugees. Border control is thus portrayed as compassionate, rather than exclusionary, policy.

Judging ‘Close Family Relations’ in Irregular Migration: The Production of Legal, National and Familial Orders in Finnish Courts 判断非正规移民中的“亲密家庭关系”:芬兰法院法律、国家和家庭命令的产生

This article examines the ways in which Finnish courts co-construct families and the legality of immigration in their decisions over the facilitation of ‘illegal immigration’. Building on scholarship that stresses the central role of migrant social networks and family ties in cross-border mobility, it challenges the placing of transnational organised crime at the centre of debates concerning irregular migration. Analysing how the Finnish courts engage with hegemonic family ideals and the notion of lived family relations in their decisions, this study aims to reveal the shifting criteria that appears in the background of the courts’ decision-making yet highlights an overall receptive approach to diverse facilitator–traveller family ties demonstrated by different judges. The conclusion reached is that Finnish judges are prepared to push the boundaries of what is legal in the context of irregular migration and challenge the ‘national order of things’ in order to account for motives that relate to family ties between the facilitators and the travellers. In the climate of increased regulation of cross-border mobility, highlighting the law courts’ receptive approach to diverse facilitator–traveller family ties reveals a more complex role of the state in managing migration and challenges the prominence of the migration-security nexus.

Heading for a ‘Better Life’? Why Swedes Move to Portugal 走向“美好生活”?为什么瑞典人移居葡萄牙

This article discusses the drivers behind why Swedes move to Portugal and who these migrants are. The conceptual framework is based on lifestyle migration and considers migration as a process. Using a semi-structured interview guide, designed according to a life-course approach, 36 in-depth interviews with Swedes permanently residing in Portugal were conducted. The findings display that only a small minority of the respondents claimed that the climate, the sense of privilege/affluence and the prospects of being a permanent tourist made them move to Portugal. A majority of the respondents expressed a disenchantment with Sweden, political correctness, and a perceived collapse of the Swedish welfare system. Simultaneously, the respondents describe an escape from everyday problems. Notably, it is not the Swedish middle-class that seems to be moving, and emigrants come from mainly the top or bottom of the social hierarchy.
