This paper presents initial findings on the establishment of a social logistics project in a peripheral rural region in Germany. As part of a real-life laboratory, two services were developed and tested with the aim of improving rural supply: the delivery of regional goods and the return of online orders in cooperation with a regional public transport provider, regional retailers and parcel services. An evaluation team provided support to the project in identifying, monitoring, and documenting the societal impact of the services and promoted impact-oriented project management. The concept of providing services of general interest through social logistics and testing them in a real-world laboratory was based on preliminary work in the region. The results indicate that this approach can promote this type of social logistics in the long term. A social logistics approach does not focus solely on economic aspects but emphasises social and environmental benefits for the region. A real-world laboratory approach enables an environment that promotes open exchange, involvement of different stakeholders and joint problem solving in a reflective, iterative process. This methodological approach enabled the continuation and out-scaling of the service’s core offerings immediately after ending the test phase and is seen as an important prerequisite for establishing a long-term perspective.

Abstract Against the backdrop of shrinking populations, new strategies for maintaining services of general interest in European rural areas are required at both a European and a German level. With regard to this, the field of post-school education as a service of general interest is seen as playing an important role with considerable effects on regional development processes. Educational institutions, traditionally highly centralised, have been shown to influence decisions on staying in or leaving rural areas and thus can further intensify regional demographic developments. In this paper, we examine two examples of post-school educational opportunities in Scotland and Sweden that have been able to establish themselves in a rural setting affected by shrinking trends. Our interpretation is that the continued stability of these examples is due to the ability of local actors to utilise local resources in a meaningful way. The aim of this paper is therefore to contribute to a structured understanding of how local actors manage limited resources to provide services of general interest in the environment of rural, sparsely populated regions in the long term. To enable a systematised analysis of our data, we use an analytical framework originally developed to understand the resources generated by informal planning practices in rural areas.

The urgency of the energy transition is in conflict with delaying effects and options that are not optimally used in the complex, multi-stage German planning system. This also applies to the law and procedures of spatial planning, as well as the interaction of spatial planning with construction planning and sectoral law. Here, fundamental reform options have not yet been exhausted, despite many current legislative projects. Some procedural steps and options for legislative deviations can be eliminated altogether, the interaction of planning and decision-making levels can be made more effective, and subject-related certain hierarchical levels in the planning system could be omitted on a topic-specific basis. Based on a brief analysis of the initial situation for spatial planning, this paper first provides corresponding general considerations on such far-reaching acceleration options and their consequences. This is followed by the presentation of numerous specific spatial planning-related optimisation options.

This paper addresses the scope for action by municipalities in a climate emergency and places it in the framework of ecomodern (urban) policy. We analyse the way in which two German ‘climate emergency municipalities’ translate conflicts of post-fossil transformation into concrete political and planning strategies. Although more than 2,200 authorities around the world have already declared a climate emergency, research on the impact of these resolutions on the political orientation of municipalities is very limited. Our research focus is on the (potentially agonistic) treatment of conflicts in planning. We argue that in times of a socio-ecological crisis, success in conflict resolution cannot refer to appeasement and depoliticisation. Instead, we propose a framework of five criteria, based on critical theory on ecomodern strategies, planning processes and degrowth. Thus, this practice-related and explorative paper connects empirical insights from the German cities of Constance and Berlin with an innovative normative framework. The findings tell a complex story of an, at least partial, admission of the failure of previous climate mitigation strategies, a lack of social institutions of limits, an instrumental relation to nature and a disregard for social injustices. The paper discusses how municipalities, in the context of ongoing tensions over the post-fossil transformation in Germany, on the one hand hold on to business-as-usual approaches, but on the other hand also set political impulses for change.
