Strategic Reflection on Mobility, Gender, and Sustainable Development in Complete Streets: Here’s How 对完整街道中流动性、性别和可持续发展的战略反思:方法如下

As the aspirational Complete Streets movement sweeps North America with multimodal transportation policies and plans, communities need practice-ready tools that reinforce social inclusion and sustainable development through the movement’s implementation. Here we present two such tools: (1) gender analysis, which considers gendered experiences and roles in the context of Complete Streets so as to benefit diverse travelers with improved safety, transportation choices, support for caregivers, and more; and (2) an approach called SDG 360 Thinking, a holistic analysis of Complete Streets policy co-benefits, unintended harms, and trade-offs using the UN Sustainable Development Goals. We piloted these tools in workshops with community members and technical experts. Workshop participants gained new insights, made connections across sectors, took more inclusive and diverse perspectives, and made recommendations about Complete Streets policies. These tools are practical, easy to understand, and could be broadly impactful for communities.

Quality of Stormwater Infrastructure Systems in Vulnerable Communities: Three Case Studies from Texas. 弱势社区雨水基础设施系统的质量:来自德克萨斯州的三个案例研究。

A properly functioning local stormwater drainage system is essential for mitigating flood risks. This study evaluates the quality of roadside drainage channels in three underserved communities in Texas: the Sunnyside neighborhood in Houston (Harris County), a neighborhood in the City of Rockport (Aransas County), and the Hoehn colonia (Hidalgo County). These communities have a history of flooding, are highly socially vulnerable, and rely on roadside ditches as their principal stormwater drainage system for runoff control. Mobile lidar (Light Detection and Ranging) measurements were collected for 6.09 miles of roadside channels in these communities. The raw lidar measurements were processed to evaluate drainage conditions based on the channel's geometric properties, hydraulic capacity, and level of service. The assessment results are linked to a Geographic Information System (GIS) tool for enhanced visualization. Finally, the paper provides insights regarding the quality of stormwater infrastructure in the study communities and discusses their practical implications.

Public Private Partnership with Chinese Characteristics: A Critical Review and Theoretical Framework 中国特色公私合作:批判性回顾与理论框架

The localization and generalization of the public–private partnership (PPP) is a controversial issue discussed in the research agenda of PPP. China has played a central role in global PPP development in recent years. This study reviews the policy and development of PPP in China through the lens of punctuated-equilibrium theory. A conceptual framework of China-type PPP, including projects, organizations, functions, policies, and governance, is then developed for analysis and interpretation through global comparisons. This study indicates the possibility of a “China model” in PPP due to China’s distinct evolutionary process, characteristics, and representative PPP, but requires further extraction, summarization, and enrichment with sustainable development. In addition, the “China model” will have a potential peer-level value for other emerging markets.

This study discusses risk management strategies caused by pandemic-related (Covid-19) suspensions in thirty-six engineering projects of different types and sizes selected from countries in the middle east and especially Iraq. The primary data collection method was a survey and questionnaire completed by selected project crew and laborers. Data were processed using Microsoft Excel to construct models to help decision-makers find solutions to the scheduling problems that may be expected to occur during a pandemic. A theoretical and practical concept for project risk management that addresses a range of global and local issues that affect schedule and cost is presented and results indicate that the most significant delays are due to a lack of good project risk management skills and remote project management capability which is exacerbated by shortfalls in technical development and information technology.

everyday disasters where progress has been characterized by intermittent and piecemeal trench warfare rather than a Waterloo-level victory. As noted in an earlier review of Vaclav Smil’s “How the World Really Works,” (Smil, 2022)through the ages, humans have demonstrated an ability to grapple with challenges and muddle through with a combination of successes and failures while maintaining a positive slope in the path of progress. “The Blessings of Disaster” can definitely be a useful guide for such muddling.

Groundwater Option in Raw Water Source Selection and Related Policy Changes in Finland 芬兰原水水源选择中的地下水选择及相关政策变化

Since the late 1800s, the source selection – surface water or groundwater – for urban water supply has faced several policy changes in Finland. First, groundwater was favored. In 1920, driven by cost and reliability issues, one major city turned to surface water which was a sourcing determination for the country. After WWII, groundwater gradually gained preference motivated by reliability, including managed aquifer recharge since 1970. Instead of identified policy decisions, this shift was based on accumulated strategy. Since the 1980s security issues have favored groundwater while environmental concerns manifest themselves controversially. As a sub-study, treated lake water and groundwater were tasted by 167 persons of whom 86% preferred the latter. An additional expert survey (n=14) showed several benefits for groundwater. Combining these findings, groundwater has several advantages over surface water for Finnish urban water. Yet, for the futures, we need to keep both water sources in as good condition as possible.

As a sub-study, treated lake water and groundwater were tasted by 167 persons of whom 86% preferred the latter. An additional expert survey (n=14) showed several benefits for groundwater. Combining these findings, groundwater has several advantages over surface water for Finnish urban water.
