Everyday genocide: femicide, transicide and the responsibility to protect 日常种族灭绝:杀害女性、短暂杀害和保护责任

PurposeThe purpose of this paper is to establish a conceptual connection between gender-based violence (GBV) and genocide. Victims of gendercide, such as femicide and transicide, should be eligible for protections assigned to victims of genocide, including the Responsibility to Protect (R2P).Design/methodology/approachThis study examines genocide, gendercide, femicide, transicide and the R2P doctrine to formulate a platform of engagement from which to argue the alignment and congruence of genocide with gendercide. Using a content analysis of the United Nations High Commission for Refugees definition of GBV, and Article II of the Genocide Convention (GC) five “directive” facets are examined, namely, identity, physical violence, psychological violence, oppressive violence and repressive violence.FindingsExpressions of physical violence, psychological violence, oppressive violence and repressive violence reflected similarity, whereas the GCs omit sex and gender as facets of identity group inclusion. The only variation is the encapsulation of identity factors included in the acts of harm.Practical implicationsThe elevation of gendercide to the status of genocide would permit us the leverage to make it not only illegal to permit gendercide – internationally or in-country – but make it illegal not to intervene, too.Social implicationsDeliberate harm based on sex and gender are crimes against people because of their real or perceived group membership, and as such, should be included in genocide theory and prevention.Originality/valueThis study explores a new conceptual basis for addressing gendercidal violence nationally to include sex and gender victim groups typically excluded from formal parameters of inclusion and address due to limitations in Article II. The analysis of genocide alongside GBV may inform scholars and activists in the aim to end gendered violence.

Temporal evolution of homicide mortality in Brazilian capitals from 2005 to 2019 2005年至2019年巴西首都凶杀死亡率的时间演变

PurposeThis study aims to improve our understanding of violence, focusing on the analysis of the relation between socioeconomic factors and homicide rates from 2005 to 2019 in Brazilian capitals.Design/methodology/approachMultilevel Poisson models were used to estimate the homicide risk in men and women. The response variable was the homicide rate. Fixed effects were estimated for age group, year and gross domestic product (GDP).FindingsThe average homicide rate over the 2005–2019 period was 5.83/100,000 and 83.72/100,000 for women and men, respectively. In both sexes, the homicide rates increased over the period. The highest mortality rates were observed in North and Northeastern capitals. The peak homicide rates were 2010–2014, the risk of homicide decreased as age increased, and the capitals with GDP lower than US$5,000 showed a greater homicide rate.Originality/valueBrazil remains among the countries with the highest risk of homicide, especially in the north and northeast regions, where socioeconomic conditions are more unfavorable. The improvement of socioeconomic conditions may contribute to changing this situation.

A multi-agency approach to reducing harms from violence and aggression directed towards ambulance services staff in Wales (UK) 针对威尔士救护车服务人员减少暴力和侵略伤害的多机构方法(联合王国)

PurposeAmbulance services staff worldwide have long been at risk of encountering violence and aggression directed towards them during their work. Verbal forms of violence and aggression are the most prevalent form, but sometimes incidents involve physical injury, and on rare occasions homicides do occur. Exposure to such violence and aggression can have a lasting negative impact upon ambulance staff and has been associated with increased levels of stress, fear, anxiety, emotional exhaustion, depersonalisation and burnout syndrome. Despite the significance of this issue, little progress has been made to tackle it. The purpose of this paper is to describe this multi-agency approach being taken in Wales (UK) to reduce such harms from violence and aggression directed towards ambulance services staff.Design/methodology/approachAn interpretative post-positivist narrative methodology and policy analysis approach was followed. Snowball methods of gathering data were used to construct this narrative involving meetings, telephone calls, review of policy documents, legislation and academic literature.FindingsThe authors report how tackling violence and aggression directed towards emergency workers has become a priority within Wales (UK), resulting in policy developments and initiatives from groups such as the UK and Welsh Government, the Welsh Ambulance Services National Health Services (NHS) Trust, Health Boards, the NHS Wales Anti-Violence Collaborative and the Joint Emergency Services Group (JESG) in Wales. This has included changes in legislation such as the Assaults on Emergency Workers (Offences) Act 2018 that came into force on 13th November 2018 and policy changes such as the obligatory responses to violence in health care and the JESG #WithUsNotAgainst Us campaign. Our study however reflects the complexity of this issue and the need for further high-quality research.Originality/valueThe experiences and activities of Wales (UK) reported in this paper adds to the international body of knowledge and literature on violence and aggression directed towards ambulance services staff.

Framing and conflict: the case of the Asante Akyem North district’s farmer-herder conflict in Ghana 框架与冲突:加纳Asante Akyem北区农牧民冲突案例

PurposeThe purpose of this paper is to explore how framing of conflict in different phases is constructed and how the specific framing affects the development of the conflict and its management in the farmer–herder conflict in the Asante Akyem North District of Ghana.Design/methodology/approachThe study area is Agogo which falls within the Asante Akyem North District in Ghana. The study used a qualitative approach whose philosophical ontology and epistemology believe that meaning is constructed (interpretivism). It further used a case study design using in-depth interviews, focus group discussion and observation guide. Purposive and snowball sampling techniques were used to select the respondents. The data were analysed using the thematic analysis approach. Ethical considerations such as informed consent, willingness and anonymity of respondents were duly respected.FindingsThe findings highlighted that the conflict actors formed frames such as identity-relational, affective-intellectual and negotiation-win frames as the drivers of the conflict. In this conflict, the farmers who are indigenes and custodians of the land feel more potent over the transnational migrants who are pastoralists and argue that the herdsmen be flushed out without negotiation.Originality/valueTo the best of the authors’ knowledge, this is one of the papers that bring to light the psychological dimension of the causes of the farmer–herder conflict in Ghana.

The role of organizational culture in normalizing paramedic exposure to violence 组织文化在使护理人员接触暴力正常化中的作用

PurposeViolence against paramedics is a complex – but underreported – problem. Extant research suggests organizational culture may play a role in sustaining cultural norms that downplay the significance and limit reporting. The purpose of this paper is to qualitatively explore paramedics’ experience with violence, with particular emphasis on understanding how organizational culture contributes to under-reporting.Design/methodology/approachThe authors surveyed paramedics from a single, large, urban service in Ontario, Canada, asking participants to describe their experiences with violence, including whether – and why or why not – the incidents were reported. Within a constructivist epistemology, we used inductive thematic analysis with successive rounds of coding to identify and then define features of organizational culture that limit reporting.FindingsA total of 196 (33% of eligible) paramedics completed the survey. Fully 98% of participants disclosed having experienced some form of violence; however, only a minority (40%) reported the incidents to management, or the police (21%). The authors defined a framework within which a lack of support from management, and consequences for offenders, implicitly positions the ability of paramedics to “brush off” violent encounters as an expected professional competency. Disclosing emotional or psychological distress in response to violent encounters invited questions as to whether the individual is personally suited to paramedic work.Originality/valueWhile the extant research has indicated that underreporting is a problem, the findings shed light on why – a critical first step in addressing what has been described as a serious public health problem.

Within a constructivist epistemology, we used inductive thematic analysis with successive rounds of coding to identify and then define features of organizational culture that limit reporting.\u0000\u0000\u0000Findings\u0000A total of 196 (33% of eligible) paramedics completed the survey. Fully 98% of participants disclosed having experienced some form of violence; however, only a minority (40%) reported the incidents to management, or the police (21%). The authors defined a framework within which a lack of support from management, and consequences for offenders, implicitly positions the ability of paramedics to “brush off” violent encounters as an expected professional competency. PurposeThis paper aims to illustrate the complexity of understanding and managing violent behaviour in health care. The authors will show how different perceptions of the reasons for violent behaviour, and linkages between violent behaviour and illness have contributed to the creation of a wicked problem and added significant complexity to the management of violence towards staff within health-care settings. This paper will conclude with a call for strong multi-disciplinary action to address this ongoing issue.Design/methodology/approachA narrative review was undertaken to explore the ways that violence has been perceived in health care and the ways in which the concept of violence has moved from being seen as a criminal issue to being within the realms of disease. This paper will show the importance of understanding who is perpetrating violence in health care, why and in what settings. It will expound on the idea that considering violence as a consequence of disease necessarily adds a layer of complexity to both individual and organisational responses to violence towards health-care staff.FindingsUnderstanding the complexity in preventing and managing violence against health-care staff can assist policymakers and managers to develop multi-faceted approaches to violence prevention, including better recognition and understanding of perpetrators of violence.Originality/valueThis paper provides a unique perspective on thinking about violence in health care and the implications of its complexity.

PurposeThis paper aims to investigate the Abegar indigenous conflict resolution system based on community reconciliation in Haberu Woreda, North Wollo.Design/methodology/approachThis study has used a qualitative research design and descriptive nature. The study collected primary data from different informants by using such qualitative data collection techniques as an interview, focus group discussions and observation to achieve the research objectives.FindingsAccordingly, the finding of the study revealed that Abegars indigenous conflict resolution system aims at the restoration of order and harmony of the community. The types of conflicts presented and resolved in the community are inter-personal, homicide, inter-group in nature, which stemmed from the abduction of girls and women, violation of social values, theft, conflict over claims of a girl, competition over ownership of land and drunkenness. The findings further show that family reconciliation, blood reconciliation (dem maderk) and compensation performance are the major community reconciliation procedures (methods) of conflict management used by the studied community depending on the nature and types of conflicts.Originality/valueThis symbolic and practical significance to established trust between conflicting parties that their relationship is restored.

PurposeThis paper aims to analyze the lived experience of seeking justice and reparations related to conceiving a peacekeeper-fathered child.Design/methodology/approachBased on 18 semi-structured qualitative interviews conducted across Haiti in 2017, the authors mapped the experiences of Haitian mothers of peacekeeper-fathered children onto the ecological framework, proposing prevention/response strategies at the micro, meso and macro levels.FindingsThe findings mainly focus on reporting and access to support. Reporting was sometimes discouraged by the peacekeeper fathers due to the fear of being reprimanded. Among women who did report, some were told that nothing could be done, as the peacekeeper returned to his home country. Disclosure fatigue was common among participants who formally reported their pregnancies/peacekeeper-fathered children, particularly when promises of employment or child support failed to materialize. Overall, there was widespread distrust and disillusionment with the UN’s reporting and support system.Originality/valueTo improve the UN’s sexual abuse and exploitation prevention/response system at the micro level, the authors propose addressing personal knowledge/attitudes/beliefs through scenario-based and contextually relevant peacekeeper training and addressing the sexual/reproductive health needs of women and girls in proximity to peacekeeping bases. At the meso level, the UN should improve trust in reporting. Efforts to do so should include mandatory third-party deoxyribonucleic acid testing and banking, streamlined reporting mechanisms and removing the practice of automatically repatriating implicated peacekeepers. At the macro level, the authors recommend investments to improve educational and economic opportunities for women and girls, as well as revamping policies that contribute to impunity and absolve peacekeepers and troop-contributing countries of their responsibilities to provide child support.

PurposeThe purpose of this article is to describe the development of a Nurse-led Long-term Support Group (NLLTSG) as an intervention for Latina women survivors of intimate partner violence (IPV) as well as to discuss a process for facilitation.Design/methodology/approachYalom’s (2005) group therapy principles guided the creation of the NLLTSGs. According to Yolam, interaction with others and sharing stories reinforces connections within group members and leads to interpersonal learning (Yalom, 2005).FindingsLatina women survivors of IPV do not have adequate support post IPV relationships. In this case study, the authors describe the process for developing and facilitating a NLLTSG for Latina women survivors.Research limitations/implicationsThe case study intervention only included Latina women living in the US Texas–Mexico border. Questions remain regarding the effectiveness of LTNLSGs with women from other cultures and geographic regions.Practical implicationsNurses, nurse practitioners and other professionals can partner with community service agencies to offer this vital intervention to support and empower Latina women survivors and their families. Implications for future research include theory development and quantitative studies to measure empowerment and healing in Latina women survivors of IPV. The intervention and process should expand to include women of other cultures and geographic region.Social implicationsThe case study established a NLLTSG as an effective intervention for initiating and maintaining a NLLTSG with Latina women survivors of IPV as well. NLLTSGs seem to be an essential intervention for recovery in this vulnerable population.Originality/valueThe content of this paper describes an innovative, culturally sensitive, practitioner-engaged response to intimate partner violence in Latina women survivors.

PurposeThe purpose of this study is to explore the experiences of university students with nonconsensual pornography. The focus of the present work is on nonconsensual pornography – the nonconsensual distribution of intimate images and sexual extortion – that are becoming common experiences for many people. While the forms of nonconsensual pornography may vary, each case has one thing in common: the offender has shared a private image of the victim without the victim’s consent.Design/methodology/approachThe data for this study was collected from student participants at a southeastern university. The stratified sample of university students was sent a link to an online survey and the responses of those who chose to respond were used in subsequent analyses (n = 300).FindingsThe findings of this exploratory study show low self-control as a significant predictor of sexting. Significant predictors of victimization via nonconsensual pornography included participation in sexting and use of dating apps.Originality/valueWhile not generalizable, the descriptive data provide an important landscape for consideration of policy and legal recommendations to protect potential victims as well as would-be perpetrators beyond a university setting.

The focus of the present work is on nonconsensual pornography – the nonconsensual distribution of intimate images and sexual extortion – that are becoming common experiences for many people. While the forms of nonconsensual pornography may vary, each case has one thing in common: the offender has shared a private image of the victim without the victim’s consent.\u0000\u0000\u0000Design/methodology/approach\u0000The data for this study was collected from student participants at a southeastern university. The stratified sample of university students was sent a link to an online survey and the responses of those who chose to respond were used in subsequent analyses (n = 300).\u0000\u0000\u0000Findings\u0000The findings of this exploratory study show low self-control as a significant predictor of sexting.
