E-Levy Implementation and the Performance of SMEs in Ghana: Role of Digital Literacy 电子征费的实施与加纳中小企业的绩效:数字素养的作用

This study examines the impact of the electronic levy (e-levy) on the performance of small and medium enterprises (SMEs) in Ghana, emphasizing the mediating role of digital literacy. Given the significant contribution of SMEs to the economy, understanding how taxation policies such as the e-levy affect their performance is crucial. The research employs an explanatory design with a quantitative approach, utilizing structural equation modeling (SEM) to test the proposed hypotheses. Data were collected from 404 SME owners and managers across Ghana using a structured questionnaire. The findings indicate that the e-levy exerts a negative and significant effect on SME performance. Digital literacy significantly mediates this relationship, effectively offsetting the negative impact of the e-levy on SME performance. To the best of our knowledge, this is the first study to explore the mediating role of digital literacy in this context, providing valuable insights for policymakers and SME stakeholders. These results highlight the importance of digital literacy in mitigating the adverse effects of taxation on SMEs. Policymakers should complement tax policies such as the e-levy with initiatives that enhance the digital competencies of SMEs. Targeted training programs, subsidies for digital tools, and broader educational campaigns can help SME owners and managers strengthen their digital skills. Investing in digital literacy as a strategic priority can also enable SMEs to transform tax-related challenges into opportunities for growth and innovation.

Evaluating the Effects of Big Data Analytics on Clinical and Operational Decision-Making in Hospitals in Northern Ghana 评估大数据分析对加纳北部医院临床和运营决策的影响

This study aims to evaluate the influence of big data analytics on clinical and operational decision-making in Ghanaian hospitals, with particular emphasis on the Tamale Central Hospital (TCH), Tamale West Hospital (TWH), and Tamale Teaching Hospital (TTH) in the northern region. To assess how big data analytics affected clinical and operational decision-making in Ghanaian hospitals. This study used a qualitative research approach. The study adopted the DOI as the framework to guide the study. The study used a purposive sampling technique to select fifteen (15) participants for interviews using an interview guide with open-ended questions. Primary data was gathered through these interviews and field notes and then analyzed via thematic content analysis. The study found that the selected hospitals in Ghana primarily use EHRs for data collection and storage, with varying levels of utilization for decision-making. It also found positive impacts on clinical practice through EHR access, but there are some challenges. Additionally, it found varying approaches to data security and compliance among hospitals. The study further found that EHRs transform healthcare data management while challenges remain regarding data integration, resources, and security. To the best of my knowledge, this research is the first to assess the impact of big data analytics in Ghanaian hospitals on clinical and operational decision-making.

Evaluation of Online Health Services in Ecuador: A Comprehensive Analysis of Hospital Websites 厄瓜多尔在线医疗服务评价:对医院网站的综合分析

Healthcare services are available online from a hospital's website, which greatly enhances their efficiency and facilitates patients' interaction. Nevertheless, questions persist about the adequacy of hospital websites in meeting established criteria for effective online healthcare delivery. Hospital Online Service Index (HOSPI) is an evaluation methodology that provides a sound bedrock in the effort to standardize and expedite hospitals' website evaluation, based on four criteria: Technology Features, Content, Services, and Community Interaction. This study thoroughly examines and evaluates 159 hospital websites in Ecuador, highlighting their strengths and weaknesses. The results demonstrate that Ecuadorian websites are still in a primitive status providing only basic content and technological capabilities. They display significant deficiencies in the areas of patient care, online appointments, administration procedures, quality metrics, participation features, and media support. Furthermore, the output of the study can also be used by the research community to improve and apply the methodology in other countries and to promote the health community evaluation standards development.

Culturally Responsive E-Learning for Indigenous Educators in Chile: Insights From an ICT Training Initiative 智利土著教育工作者的文化响应电子学习:来自ICT培训倡议的见解

Traditional educators in Chile are crucial in teaching indigenous languages and cultures within the formal school system. Decree no. 301 of the Ministry of Education, which regulates their teaching role, states that there is no compulsory formal teacher training for them, but that the State must offer them relevant training opportunities. To support this need, a virtual training program for traditional educators has been developed, which is delivered on the virtual platform “Kimeltun” and allows them to participate in classes independently. In this article, we present the results of this initiative, highlighting the experiences of 20 active traditional educators who participated in the program. The findings indicate that participants significantly improved their knowledge of the subjects covered, particularly, regarding educational theories and pedagogical methods pertinent to their indigenous heritage. The educators positively assessed the content and structure of the classes. Nevertheless, the study also revealed that the knowledge of certain topics, such as the complex specifics of Mapuche educational methods, was deepened. Additionally, the results emphasize the necessity of enhancing digital competencies among educators, especially those with limited experience in digital tools. This study underscores the potential of virtual training platforms such as Kimeltun for bridging educational gaps and enhancing the pedagogical skills of traditional educators, thereby fostering the preservation and transmission of indigenous knowledge within the formal education system.

Decree no. 301 of the Ministry of Education, which regulates their teaching role, states that there is no compulsory formal teacher training for them, but that the State must offer them relevant training opportunities. To support this need, a virtual training program for traditional educators has been developed, which is delivered on the virtual platform “Kimeltun” and allows them to participate in classes independently. In this article, we present the results of this initiative, highlighting the experiences of 20 active traditional educators who participated in the program. The findings indicate that participants significantly improved their knowledge of the subjects covered, particularly, regarding educational theories and pedagogical methods pertinent to their indigenous heritage. The educators positively assessed the content and structure of the classes. Nevertheless, the study also revealed that the knowledge of certain topics, such as the complex specifics of Mapuche educational methods, was deepened. Additionally, the results emphasize the necessity of enhancing digital competencies among educators, especially those with limited experience in digital tools. The utilization of e-government services has been steadily increasing in tandem with the expansion of available offerings. This trend highlights the growing importance of understanding the factors that shape the adoption of such services, particularly in developing nations. To investigate this phenomenon, this study applied the Unified Model of E-Government Adoption (UMEGA), augmented with constructs related to trust in government and perceived service quality, to examine the adoption behavior of Turkish citizens. Data were collected from 558 respondents in Türkiye and analyzed using structural equation modeling. The findings revealed that performance expectancy, effort expectancy, and social influence positively influenced citizens' attitudes toward e-government, whereas perceived risk had a negative effect. Additionally, facilitating conditions, attitudes, perceived service quality, and trust in government were significant predictors of behavioral intentions to use e-government services. This research confirms the applicability of an extended UMEGA framework in understanding citizens' adoption intentions within the context of Türkiye. The study concludes by discussing theoretical and practical implications for advancing e-government initiatives.

Agent-Based Referral Decision Support Framework for Medical Services Identification: A Design Science Approach 基于代理的医疗服务识别转诊决策支持框架:设计科学方法

Even though much emphasis has been given to healthcare in low- and middle-income countries (LMICs), referral decision systems and the interfaces linking the various levels of healthcare have been under-researched. LMICs are often challenged with systemic inefficiencies, including a gap in decision-making skills, limited autonomy, poor ability to interact with the environment, lower intelligence in problem-solving, and poor collaboration between health institutions. Such intrinsic complexity of inefficiencies and diversity of care can be tackled by developing flexible, dynamic, reliable, and intelligent decision support systems. However, there is no decision support mechanism to aid physicians in making referral decisions in the Ethiopian context. This study aims to develop an agent-based decision support framework to support clinicians in identifying required services after referral is indicated. Following the design science approach, the adaptive framework with a layered architecture enables the process of diverse clinical input parameters to enhance data sharing and evidence-based decision-making while preserving data privacy. By providing clinicians with structured support and addressing data heterogeneity, the framework mitigates the limitations of bounded rationality in complex referral processes. For evaluation purposes, the study conducted a usability evaluation framework (n = 12). The usability level for each factor and the proposed decision support framework achieved an excellent level (above 80%). The evaluation result revealed that users seem to have the impression that the system is easy to understand, efficient to use, and offers a manageable interaction. This study contributes to both theory and practice by demonstrating the practical application of bounded rationality within a healthcare referral framework, validated through usability testing, leading to improved efficiency and quality of medical referrals to health clinicians, medical doctors, and the Amhara Region Health Bureau.

There is a lack of integration between e-health and e-governance concepts, contributing to complexity and challenges for governments and service delivery in many countries. This has led to challenges such as a lack of cohesion of government activities from both health and governance perspectives, including poor service delivery. The study seeks to examine the factors that influence the integration of e-health with e-governance. The case study approach was employed using Namibia as the case. The interpretive approach was followed, and qualitative data were collected from both e-health and e-governance perspectives. Actor-network theory (ANT) was employed to guide the analysis. The analysis reveals the factors influencing the integration of e-health and e-governance, including alignment between business and technology, environmental assessment, collaboration among actors, enterprise architecture, skill and retention, and critical success factors. Based on these factors, a framework was developed to guide the integration of e-health with e-governance. The framework has implications for organizations' focus on e-health, e-governance, and policymakers, including governments.

The objective of this study is to assess the current state of enterprise architecture (EA) and estimate the user satisfaction model (USM) in Statistical Organizations of African Countries (SOACs). The following inferential statistical techniques were used: hypothesis tests, principal components analysis (PCA), and multiple linear regression, to perform data analysis based on the judgments and opinions of the managers and Information Technology (IT) staff of SOACs. The study is based on several variables related to the performance and support of Information Systems and Technology (IST) in SOACs. The results confirmed the high complexity of IST in SOACs, which is further aggravated by the cyclical nature of statistical surveys and, for this reason, the poor integration and reuse of technological solutions associated with the absence of a formal EA. The results also led us to the conclusion that, as noted in general, in SOACs, user satisfaction is also positively influenced by IST when it is active, available, and reliable. An EA built from scratch will ensure optimized IST implementations, reducing common constraints and increasing the chances of getting real value from IST resources.

The purpose of this research is to examine the impact of various factors of business digitalization, such as digital procurement (DP), digital technology (DT), artificial intelligence (AI), digital social media (DSM), digital marketing and sales administration (DMA), on entrepreneurial growth (EG) in the handmade toy industry. This study also explores the mediating impact of managing the flow of the supply chain (MSC) between DSM and EG and the moderating impact of management with customers (RMC) on EG. In this study, researchers used a field survey method for data collection with a sample of 150 to validate the proposed hypothesis through convenience sampling from young handmade toy business owners from the State of Uttar Pradesh, India. For data analysis, this study used a partial least square (PLS)-SEM tool to check the validity and reliability of the suggested model. The study findings prove entrepreneurial growth is much more affected by various factors of digitalization, such as DP, AI, DT, and DSM. These factors have a significant impact on entrepreneurial growth. This study investigates young entrepreneurs' (artisans') entrepreneurial leadership in marketing, supply, and production exploration as the role of AI, DT, DSM, and TM has remained unexplored. The results suggest that the top executives should work on identifying and developing various factors that can boost the entrepreneurial growth of the handmade toys industry. This study is unique because no study has been done on the impact of AI, DSM, and DT on the Indian handmade toys industry. This study used the Dynamic Capability Theory (DCT), resource-based view (RBV) and extended the digital capability perspective.
