Local economic development for urban resilience: The South African experiment 地方经济发展促进城市韧性:南非的实验

The severity of environmental problems, rapid urbanisation and the dynamics underlying local governance requires clear strategies for local economic development, which target specific growth areas and collectively aim to increase the resilience of urban communities. A resilient city is one that has developed capacities to absorb future shocks and stresses. Therefore, the collective aim of such a city’s systems, structures, processes and functions entails responding to challenges of sustainable development. Local economic development is generally regarded as an integrated strategy to address complex urban challenges by promoting economic development in local areas. The purpose of this article is twofold: to explore the critical interface between urban resilience and local economic development, and to uncover the successes and failures of local economic development applications in local, district and metropolitan municipalities in South Africa. This assessment and accompanying recommendations can provide valuable guidelines for local economic development best practice.

In various case studies across Europe the vital role of rural place leadership in enabling a place-based approach to local and regional development has been highlighted, although not always explicitly addressed as such. This paper aims to do so by reviewing the findings from a selection of earlier research projects within a framework of the role of rural leadership in place-based development. Building on the increasing body of literature on place leadership, the review reveals how place leadership in rural areas is performed by varied public, private and civic actors; is able to bridge vested stakes and make new connections; is supportive to joint learning and innovation and an increasing range of bottom-up grassroots initiatives. Effective rural place leadership initiates joint reflection and enforces a collaborative spirit resulting in an expanding spiral of new alliances and new (institutional) arrangements. This underpins the importance of rural place leadership in building collective agency and its capacity to better attune the institutional setting to the specificities of place and thus enhance place-based development.

Government policy in the UK, as in many countries, sees investment in infrastructure projects - particularly large ones - as a key means of supporting the national economy. But where does this leave local economic interests in the loci of these projects? And how does the regulation of such projects handle these interests? These are the questions addressed by this paper in the context of renewable energy projects that are regulated by the Nationally Significant Infrastructure Projects regime. Drawing on original research into the regulation of 12 projects - and using thematic analysis of key documents and focus groups with local participants - the analysis highlights the limited understanding of the local economy presented, the challenges that local businesses face in participating and the partial protection offered to them. It concludes by proposing agendas for reforms and future research.

The Janus face of precarity - Securitisation of Roma mobility in the UK. 不稳定的两面——英国罗姆人流动的证券化。

Technological developments and the free movement of people within the EU have enabled Member States to implement new geopolitical control measures to increase migration control and social sorting of undesired migrant groups. As part of a securitisation process, these measures are often expanded upon and justified in terms of economic threat that aims to restrain 'opportunist Central East European migrants', who are associated with welfare dependence and cheap labour. Although unemployed Roma migrants are exposed to social exclusion due to the stigma of 'benefit shoppers', this paper explores how current neoliberal labour market structures facilitate new securitisation processes and fuel the precarity of Roma, even if they are employed in the host country. Based on a multi-sited ethnography completed in The United Kingdom, it will be illustrated how communitarianism of Member States stratifies the moral values of migrants' labour in a manner that defines the preconditions of social inclusion of newcomers in host societies. In short, this paper argues that even for migrants who are not welfare dependent and who are self-sustaining, their social inclusion is defined by engagement in the sort of labour that is culturally acknowledged by the host society.

Non-governmental organisation global community empowerment projects in Bangladesh: How do these fit the local context? 孟加拉国非政府组织全球社区赋权项目:这些项目如何适应当地环境?

This study examines the international development frameworks of two non-governmental organisations and discusses how the activities they are involved with fit the local context of Bangladesh. The study considers two community empowerment projects, Proshika and Practical Action Bangladesh who work with local blacksmiths and goldsmiths. There is clear evidence that non-governmental organisations in Bangladesh are practicing global development frameworks which do not fit with the local context. This study was based on a qualitative approach and data were collected using a number of qualitative data collection methods, such as semi-structured interviews, in-depth case study, focus group discussions and community mapping. Results showed a number of gaps and challenges such as low level of socio-economic and cultural conditions among both smith communities, unknown and unfamiliar development tools, lack of consultation with the local people, lack of space and development ownership in the development process. Each of challenges inhibits the smiths' access and involvement in the development activities. While the study focuses on Bangladesh, the implications are international in scope and argue for approaches that better consider local needs more specifically. Findings from this research suggest important guidelines for international development organisations, policymakers, donors, development practitioner and non-governmental organisation workers to consider.

Enclosure and recommoning in Wanchai, Hong Kong: The struggle of local community development in Asia’s World City 香港湾仔的圈地与建议:亚洲国际都会的社区发展之争

Wanchai, situated east of the Central Business District of Hong Kong, Asia’s World City, is a highly accessible and mixed community with old and new buildings constructed over the years through successive waves of reclamation. The less well-off population in the District was hard hit by the Asian Financial crisis in the late 1990s, followed by another wave of redevelopment as the economy recovered. This paper examines how the local stakeholders have worked together to resist wholesale redevelopment (‘enclosure’) as well as the interrelated practices of ‘recommoning’. With the help of a local charity, St James Settlement (set up in 1949 modelled after the Settlement Movement in UK), local residents have succeeded in saving a heritage building cluster, the Blue House, and are using it as a hub to further develop their community and rebuild the socio-economic network within a rapidly gentrifying area.

This paper compares place-based leadership patterns of five European cities that have different administrative and socio-cultural traditions in order to understand the role that context plays in shaping city leadership patterns in the policy domain of sport. This paper uses an exploratory approach to analyse the city as a complex adaptive system. In pursuing this research, we investigate the main actors, structures, processes and followership patterns across different forms of city leadership (political, managerial, business and civic). Our findings show the similarities and the differences across the five cities that lead us to a two-part conclusion. First, context may or may not influence city leadership patterns but it remains an essential parameter in comparative analysis. Second, the main challenges for place-based leadership in the policy domain of sport appear generalisable and specifically we observe that civic leadership as praxis can reinforce the transformative nature of place-based leadership in developing and sustaining socio-economic resilience.

In pursuing this research, we investigate the main actors, structures, processes and followership patterns across different forms of city leadership (political, managerial, business and civic). Our findings show the similarities and the differences across the five cities that lead us to a two-part conclusion. First, context may or may not influence city leadership patterns but it remains an essential parameter in comparative analysis. In March 2015, the United States Agency for International Development through the Local Enterprise Support Project hosted a series of city-to-city exchanges between two cities based in the United States and a number of cities in the country of Jordan. The purpose was to exchange ideas and best practices regarding local economic development. This is a reflection from those exchanges between representatives of the City of Pocatello, Idaho and various cities in the Irbid Governorate in northwestern Jordan. The proposed projects as well as the challenges with those projects in these cities in Jordan are explored in summary. Recommendations are also explored to facilitate future development in these cities.

In many parts of the world, housing is as an economic commodity, with the property acting as an asset that accumulates passive wealth for the owner. This trend stems from housing markets in the Global North, yet many formal housing markets in the Global South demonstrate similar characteristics. However, in the Global South, there is a prolific shortage of housing at every level; this has pushed many individuals to seek shelter in the informal housing sector. This situation has meant that the informal housing sector and any associated economic activities are lost to the official development agenda, and housing does not contribute fully to local economic development. This article explores the role of housing in development in South Africa and how a ‘developmental state’, with a housing-driven development strategy, can accelerate development at the local level.
