Preconditions for pacted transitions from authoritarian rule 从独裁统治过渡的先决条件

This paper investigates why some attempts at pacted transitions from non-democratic rule fail, while others succeed. It determines the composition of opposition organizations that enable pacting. The paper draws on a data set compiled by the author comparing forty-five attempts at negotiations. The qualitative comparative analysis shows that those negotiations that include the opposition with strong organizational capacity succeed and end up with democratization. This strong organizational power of the opposition can be drawn from trade unions or the Catholic Church participating in negotiations, even if the initial regime is personalistic.

Separatism and identity: a comparative analysis of the Basque and Catalan cases 分离主义与认同:巴斯克与加泰罗尼亚案例的比较分析

Abstract This paper explores the potential of elections to change our emotions and modify the relevance that voters assign to self-interest and group-identity issues. We examine this question by analyzing the 1998–2016 period of the Catalan and Basque regional elections. The analysis exploits that Basques pushed to leave Spain in the early 2000s, and Catalans pursued independence about fifteen years later. When the separatist goal emerges, two issues gain relevance. First, there is a significant rise of identity politics, associated with the territory’s culture and language, to the detriment of other issues that traditionally explain vote choice, such as the left-right ideology, the degree of regional autonomy, or the economic discontent. Second, the territory becomes more divisive, big cities align against dominant separatist parties, and rural areas align with independentists. We conclude that material self-interests dilute and group-identity factors emerge to determine vote decisions in times of national dissolution.

Abstract Electoral systems affect vote choice. While a vast literature studies this relationship by examining aggregate-level patterns and focussing on the interparty dimension of electoral rules, the convenience of analyzing this phenomenon by emphasizing the role played by the incentives to cultivate a personal vote generated by the system and matching voters with the party they vote for has been traditionally overlooked. In this article, we offer new evidence that documents the impact of the intraparty dimension of electoral systems on the levels of ideological voting registered in a democracy. Using spatial models of politics and employing data from the five waves of the Comparative Study of Electoral Systems, we find that ideological voting in proportional representation systems is higher when lists are either closed or flexible. Moreover, the results suggest that this effect is slightly amplified in the case of high numbers of district-level candidates.

Country or party? Variations in party membership around the globe 国家还是政党?世界各地党员的变化

Abstract This paper explores external (country-level) and internal (party-level) drivers of membership variations across parties. Relying on the Political Party Database combined with other datasets, we provide original, cross-sectional analyses of membership variation across 223 parties in 38 countries, innovatively covering third-wave democracies, post-communist countries, and advanced democracies. It allows for a unique analysis of recruitment patterns of parties under quite different contexts. Departing from the dominant view that parties are the powerless victims of external trends, we show that, while context matters, parties’ choices regarding affiliation rules and organization structure also matter. They are more powerful determinants of membership ratios than country-level variables. Especially, the representation of sub-groups in the party structure is a key driver of membership recruitment. We also show how party origins, and the foundational environment in which they emerged, are important to understand how membership varies across parties today. Overall, this study strongly advocates for a broad comparative, multilevel approach to party membership.

Abstract In this study, we explored the longitudinal relationship of political trust and subjective political competence during the COVID-19 outbreak. We also examined how levels of political trust and political competence were associated with compliance with COVID-19 recommendations. We used three-wave panel data including 2,205 observations (N = 735) to study changes within and between individuals from 2017 to 2020. The last round of the survey was conducted at the peak of the first wave of COVID-19. The measures included political trust, subjective political competence, political interest, multiple background variables, and measures for compliance with the social distancing recommendations. We found that Finns’ political trust increased significantly during the first wave of COVID-19. The between-individuals analysis suggested that political competence was negatively associated with trust. The results also indicated that citizens’ compliance with COVID-19 recommendations was directly linked to political trust but depended also on the interaction between competence and trust.

Abstract Solidarity is a key ingredient to making society work. Yet, recent developments such as the refugee crisis and the declining support for social democratic parties question the degree of solidarity in Western societies. So what could increase solidarity? The national identity argument (NIA) claims that a stronger national identity can foster solidarity. While this claim was proven in some cases, several others challenged it. This paper sets out to put the NIA to a severe empirical test by distinguishing five different forms of national identity: national belonging, national pride, patriotism, national chauvinism, and the normative perception of national boundaries. The data stems from national surveys in Germany, the UK, and the USA linked to the ISSP. The results reveal no clear support for the NIA. Whether national identity fosters solidarity depends on what type of national identity and what country one is looking at.

Abstract This paper sheds light on the prevalence and the correlates of citizen support for liberal democracy and four of its deformations: a populist, a technocratic, a post-democratic, and a majoritarian-relativist conception of democracy. Using original survey data from a representative German online panel, the findings provide systematic evidence on the multifaceted nature of citizens’ democratic preferences. Only few citizens are, for instance, populist without also being liberal democrats, and many endorse two or more deformations of liberal democracy simultaneously. Yet, these forms of overlap are not arbitrary but conform to conceptually posited relative affinities between these deformations. The examined conceptions of democracy furthermore differ in their associations with political support, ideology, education, and political interest. In addition to offering novel empirical insights, the findings also highlight why some measures may underestimate the complexity of democratic preferences.

Using original survey data from a representative German online panel, the findings provide systematic evidence on the multifaceted nature of citizens’ democratic preferences. Only few citizens are, for instance, populist without also being liberal democrats, and many endorse two or more deformations of liberal democracy simultaneously. Yet, these forms of overlap are not arbitrary but conform to conceptually posited relative affinities between these deformations.
