Location dynamics of commercial art galleries in Sydney 悉尼商业美术馆的选址动态

ABSTRACT Art clusters in cities are welcomed by planners, residents and business. In respect to an urban economy, art clusters are viewed as beneficial because of their contribution to neighbourhood ambience in ways likely to attract young professionals who possess, it is said, higher propensity for innovation and creativity. Clusters of art activity are also seen as place-makers that enhance liveability, an important asset in the contemporary spatial economy. Yet there is little empirical work which examines the forces that drive the location of these places of art and their connection to the urban economy. This paper takes art galleries in Sydney, Australia, as a case study. Using data from a comprehensive survey, interviews and direct observation, the study finds a peculiar story of art clustering. Sydney’s galleries are found to be concentrated in exclusive locations. The study finds powerful agglomeration forces, including opportunities for stable property tenure, adjacency to the city’s cultural institutions, input of government funding and the presence of wealthy buyers among local residents. Certainly, the agglomerations identified meet criteria for recognition as cultural districts, yet in ways different to the images of edgy neighbourhoods presented in the literature as the substance of art in a post-industrial city.

ABSTRACT Conflicts around transport mega-projects, driven by social and environmental impacts, are increasingly prevalent around the world. While environmental impacts have received significant attention, less is known about how the intangible social impacts of these projects stimulate conflict. Assessment of these impacts is crucial; however, the process is often influenced by the underlying power relationships within neoliberal governance. This paper analyses the discursive context of state-community conflicts in transport mega-projects and explores how power dynamics shape the perceptions of both the intensity and extent of its social impacts. Drawing on a case study of the WestConnex project, a controversial motorway development in Sydney, the paper analyses government policy documents and online community submissions to explore the conflicts around the project. Through critical discourse analysis, the paper provides insights into the nature of power relationships that limit the scope of impact assessment and underpin conflicts.

Residential solar panel adoption in Australia: spatial distribution and socioeconomic factors 澳大利亚住宅太阳能电池板的采用:空间分布和社会经济因素

ABSTRACT Australia is a region with one of the highest solar energy adoption rates per capita in the world. This study investigated the spatial distribution and related socioeconomic factors behind residential solar energy adoption. Residential solar panel installation data were collected for the 2563 postal areas of Australia. Through spatial autocorrelation analysis, this study revealed spatial aggregation and identified hot and cold spots in terms of the installation rate (the proportion of households with solar panels). Areas with high installation rates were clustered in South Australia, Queensland and Western Australia, while areas with low installation rates were clustered in the Northern Territory, New South Wales, the Australian Capital Territory, Victoria and Tasmania. Furthermore, this study selected eight out of 25 socioeconomic factors and found their influential mechanisms on the solar panel installation rate. Areas with high installation rates had some similar characteristics, such as a mid-level of population density and personal income, with a low housing density and a young age profile, while areas with low installation rates were diverse in their socioeconomic profile. Energy policy should address the regional differences and the related socioeconomic factors identified in this study to formulate more effective incentives to promote solar technologies.

ABSTRACT This paper explores the differences in the ways we orientate, adjust and create new trajectories as we walk, wander and wayfind. Drawing on lived experiences of walking together and separately through inner-city walking paths in Brisbane – Meanjin, we offer a conceptual exploration of the relationship of unplanned movement, spontaneity and affective registers of mobility. Discussing specific glimpses and accounts of our walking, and moments where this drifts into ‘wandering’, we reflect on the episodes of wandering as something more than, or different to, purposeful walking. These are complex processes of kinaesthetic, visual registers, imagination, conjecture and anticipation, responding to sensory cues from wayfinding design. We suggest that wandering creates unanticipated trajectories that orientate and adjust movements differentially in untying itself from direction, simultaneously taking inspiration from the abstracted and often colourful wayfinding and mobilities designs that feature in urban spaces. As a conceptual intervention, these meanderings reflect on research across mobilities, creative methods and geographical research, as a tool for doing research rather than methodological revision. We consider the role of movement in urban landscapes and the encounters we have with wayfinding and mobilities design.

ABSTRACT From September 2019 to February 2020 fires destroyed dwellings, towns and killed farm animals and wildlife in much of eastern Australia. While the threat and experiences of fire differed, smoke became a quotidian experience for millions of people not in direct danger from flames. The disjuncture between the Australian bushfire summer existing within much longer histories of air, respiration and smoke in cities and the experiences of smoke being new to many people highlights important issues relating to nomenclature, boundaries and urban imaginaries. Developing a more-than-urban political ecology of smoke, this paper concludes that understanding smoke as part of atmospheres within which humans live and breathe is necessary to support the integrated management of land, water, air and the living entities in and beyond a particular area or country. A more-than-urban political ecology of smoke will assist people to view themselves and their welfare as being connected with what happens on spaces that are physically distant.

Maurice (Maurie) Daly was a highly influential urban and economic geographer in an era when the ability to shape policy meant more to academic reputation than the metrics of h-Indexes. He coupled impressive scholarly credentials with the street-smart ability to identify and crystalise the nub of an issue in front of him. Maurie was proudly from the southern suburbs of Sydney, being born in Kogarah on 6th December 1939. Growing up in the rough and tumble of post-war suburban Sydney seemed to leave a profound imprint on his life, with his personality always staying true to those suburban values. He had brilliance for explaining complex ideas, and these were inevitably fashioned in language that was accessible to the common person. Generations of undergraduates understood the world better because of the clarity that Maurie could bring to the densest of subject matter on how financial or regulatory processes shaped flows of capital and hence the shape of our cities and regions. After being educated through the Catholic school system, Maurie attended the University of Sydney, from which he graduated with BA (Hons 1) in 1962. Never a person to waste time wondering what might come next, Maurie commenced a PhD immediately upon finishing Honours and at the same time moved to Newcastle with his new wife, Liz (they were married in 1964) to take a position at the Hunter Valley Research Foundation. Maurie completed his PhD in three years and on submission of his thesis moved to Canada where he was appointed Director of the Atlantic Provinces Economic Development program, afterwards returning to Australia to work on the Sydney Regional Plan, and then accepted a Rockefeller Foundation grant to work in Nigeria. Eventually Maurie returned to Australia to take up a post at Macquarie University, and in 1976 returned to his alma mater to become Professor of Geography. He held that position for 18 years until resigning in 1994. It was during his time at the University of Sydney that his major professional breakthroughs were achieved. Like others of his generation, Maurie was initially immersed in the quantitative revolution in Human Geography (he was a skilled mathematician) however, after a while was sufficiently astute to swim against the tide and recognise its shortcomings. As early as 1968, in an article exploring residential location decisions in Newcastle, NSW, he argued against the application of a formal model (rent theory) to explain the more complexly determined processes of how and why people made choices about where to live (Daly 1968). In 1973, he challenged another dominant formal approach (traditional location theory) in explaining the spatial distribution of factories in Australian cities, arguing instead that historical factors and the internal dynamics of firm-decision-making

ABSTRACT The brumby (or feral horse) is an icon of colonial settler Australian culture in the Snowy Mountains region of New South Wales (NSW), Australia. 2018 saw the introduction of the Kosciuszko Wild Horse Heritage Bill 2018 (NSW), known as the Brumbies Bill, which cast heritage protections over brumbies in Kosciuszko National Park (KNP). The Brumbies Bill prioritised feral horses over the protection of Alpine Australia, an area which contains a unique ecosystem only present on 0.3% of the Australian landmass. The Bill was highly controversial and directly undermined decades of research into feral horse damage by overturning the pre-existing KNP Horse Management Plan. In this paper we explain the change of policy, an undertaking especially important in the context of debates about the need for more biodiversity protection. We apply a critical legal geography lens, focused on the need to understand how law/s shape places, draw on ideas from ecological justice and introduce the principle of non-regression to this controversial policy reversal. We are especially interested in exposing the processes behind such environmental policy reversals and in unpacking competing perspectives regarding policy formation. We suggest abrupt policy changes are not prudent for a precautionary approach to environmental protection.

ABSTRACT Climate change will affect communities in diverse and differentiated ways, so adaptation approaches must strive to address social justice in order to reduce inequality. This paper applies a social justice framework to examine planning for sea level rise in a densely populated coastal settlement in eastern Australia. The Lake Macquarie area is highly vulnerable to sea level rise with local adaptation planning already underway. An in-depth case study is presented that draws upon 19 interviews with key informants and householders and a structured document and media analysis from 12 newspapers. This qualitative data was analysed to identify: the range of understandings of what is just in planning for sea level rise; and key factors that influence perceptions of justice in planned retreat scenarios. The study concludes that there is a need for guiding principles in decision-making that explicitly address social justice in order to realise more equitable outcomes.
