Introduction to Special issue: Brazilian Criminology in the 21st Century 特刊导论:21世纪的巴西犯罪学

This article introduces the special issue “Brazilian Criminology in the 21st Century” that is composed of seven studies of contemporary security problems and related public security initiatives in Brazil. They are multidisciplinary contributions employing a large variety of methods, written by researchers based on Brazilian universities or research executed in cooperation with international colleagues. This is a unique and valuable reference source for researchers interested in Brazilian and Latin American security challenges as well as attempts to address them. By recognizing current barriers in knowledge production and sharing, the special issue calls for the creation of new opportunities for joint knowledge from the “criminologies” of the Global South and those from the Global North, befitting an inclusive global criminology worthy of the 21st century.

This paper tests a situational hypothesis which postulates that the number of femicides should increase as an unintended consequence of the COVID-19-related lockdowns. The monthly data on femicides from 2017 to 2020 collected in six Spanish-speaking countries-Argentina, Chile, Paraguay, Panama, Mexico, and Spain-and analyzed using threshold models indicate that the hypothesis must be rejected. The total number of femicides in 2020 was similar to that recorded during each of the three previous years, and femicides did not peak during the months of the strictest lockdowns. In fact, their monthly distribution in 2020 did not differ from the seasonal distribution of femicides in any former year. The discussion criticizes the current state of research on femicide and its inability to inspire effective criminal polices. It also proposes three lines of intervention. The latter are based on a holistic approach that places femicide in the context of crimes against persons, incorporates biology and neuroscience approaches, and expands the current cultural explanations of femicide.

“Strikingly and Stubbornly High”: Investigating the Paradox of Public Confidence in the Irish Police “惊人而顽固的高”:调查公众对爱尔兰警察信心的悖论

While levels of public confidence in the police have declined internationally, the Republic of Ireland appears to have bucked this trend with confidence levels that remain “strikingly and stubbornly high.” This situation appears all the more puzzling given the wave of scandals to have hit the force in recent decades, ranging from police corruption in Donegal in the late 1990s to a more recent whistleblower scandal that has resulted in the resignation of a slew of Ministers and high-ranking officials. Such developments beg important questions as to the factors sustaining public confidence over this tumultuous period. Drawing on international and domestic data, this article aims to probe this “paradox” of public confidence in the Irish police. It argues that although confidence is high, there is more to the dynamics of confidence in the police in Ireland than this initial appraisal suggests. Indeed, it advances the Irish case as an illustration both of the dimensionality of the public confidence concept and of the complexity of the pathways to trust in the police.

Domestic Violence During a Global Pandemic: Lockdown Policies and Their Impacts Across Guatemala 全球流行病期间的家庭暴力:封锁政策及其对危地马拉的影响

This study uses official data from Guatemala’s Departamento de Atencion a la Victima (Victim Attention Department), a specialized unit in Guatemala’s National Civil Police, to assess the long-term impacts of a government mandated lockdown and reopening on domestic violence. It also considers how the lockdown and reopening impacted domestic violence across administrative departments in the country. Our findings suggest that combined, daily cases of domestic violence were already decreasing prior to the pandemic lockdown and that both the shutdown and the reopening altered the patterning of domestic violence, first to increase domestic violence and then to decrease it, respectively. When assessing this trend across departments, not every department exhibited the same, national-level trend, but instead domestic violence trends varied. This study provides a starting point in analyzing long-term pandemic-related policy responses and their impacts on domestic violence in international contexts.

Pandemic Restrictions and Spatiotemporal Crime Patterns in New York, São Paulo, and Stockholm 纽约、<s:1>圣保罗和斯德哥尔摩的流行病限制和时空犯罪模式

Studies are showing evidence of the effect of changes in routine activities due to the 2020 COVID-19 pandemic on crime levels in many cities worldwide. This study evaluates the potential impact of the COVID-19 pandemic on temporal and spatial patterns of crime in three major cities under very different national contexts. Each of the three countries and cities experienced different levels of pandemic restrictions and societal closure. The cities of New York (the United States), São Paulo (Brazil), and Stockholm (Sweden) were selected as cases. Temporal quantitative methods, spatial statistics techniques, and Geographical Information System (GIS) underlie the methodology used in this study. Findings show that there is a statistically significant break in the trend in crime levels after the stay-at-home orders were implemented in New York City, São Paulo, and Stockholm in the first months of 2020; the only exception was for murder. Such an impact varies by crime type and city context, but increases again after a few months, indicating how fast crime and criminals adapt. Residential burglary decreased, whereas nonresidential burglary increased overall. Changes in the levels and geography of vehicle thefts were observed, with an overall increase of significant cold spots but, in several cases, also solidification of existing crime concentrations in known crime attractors and in some deprived areas.
