Study Gods: How the New Chinese Elite Prepare for Global Competition 学习之神:中国新精英如何应对全球竞争

contributions of China’s investments. The uneasiness about China’s growing role in the world among BRI partner and Western countries suggests that China would benefit from being more transparent about its goals. The BRI can be a boost to developing countries with few resources. Africa, central Asia and Latin America sorely need infrastructure. Given the scale of the needs, and the scale of China’s response through the BRI, China can learn from its BRI successes and challenges. More transparency and a coherent set of ideas about China’s view of its role in the world are necessary for a rising hegemon.

Is China Socialist? Theorising the Political Economy of China 中国是社会主义国家吗?中国政治经济学理论化

Abstract This article investigates important and interrelated issues regarding China. It seeks to understand China’s current social formation, setting out the relationship between China and socialism. To examine whether China is socialist, this article examines key principles of socialism drawn from Marx including: individuals’ possession of the means of subsistence; the entitlement to a share of the means of production that are held in common; equality; and the degree to which the state is withering. Through an examination of China’s social welfare regime, the rural land ownership regime, and state-owned enterprise profit sharing with citizens, the article finds that China does not meet the criteria for socialism. In this context, the article continues to evaluate – based on an examination of the ruling party’s motivations and the power dynamics of several social forces – the possibility that China could return to socialism once it builds a sustaining productive dynamic. Also investigated is the role of the state, analysing state-controlled economic resources including natural objects and state-owned enterprise and their impacts on society and the economy.

Abstract This article argues that the historic tasks of removing foreign domination and landlord-capitalist rule in the colonies are one task and have to be carried out by the proletariat, in alliance with the peasant masses. For its part, dependent on imperialism, the landlord-bourgeoisie are fearful of a shake-up of property relations in any form. The article first explains the intensification of uneven and combined development in the final, monopoly stage of capitalism before turning to China’s struggles for national independence. It is contended that the People’s Republic of China is a transitional economy where the law of primitive socialist accumulation and the law of value are in competition. This is the driver of its social formation, a “unity of opposites” between capitalist and non-capitalist elements. Capitalism in China remains under the control of the Communist Party of China and its social-economic base. The flourishing of private enterprises leads to inequality and capitalist accumulation but has been restrained by state policies and the law of primitive socialist accumulation.
