Variables of performance governance model development: evidence from the Italian public healthcare 绩效管理模式发展的变量:来自意大利公共医疗保健的证据

Purpose

The performance governance model, based on the use of performance information to improve governance, is particularly complex, considering the inter-institutional relationships and community involvement that it requires. In order to contribute to the scientific debate on this model, the paper aims to highlight what are the challenges in developing three variables of performance governance (operational performance measurement tools, governance integration and citizen involvement) in the public health context.

Design/methodology/approach

Based on the previous literature, we identified three variables that characterize the performance governance model. We then explored them through the case study methodology applied to the Apulia Regional Health System.

Findings

The analysis allows us to conclude that the healthcare system under consideration is still far from applying the performance governance model, but it highlights some factors that are preparatory to the same. Moreover, starting from the empirical evidence, some considerations arise regarding managerial and policy making implications for the variables investigated.

Originality/value

The paper contributes to a growing body of critical literature on performance governance contextualizing the analysis in a particularly relevant area of the public sector, namely public health. Furthermore, the research also identifies some potential risks of the performance governance model (rigidity in performance measurement tool, organization-objective-responsibility relationship, participatory illusion).

Employee readiness for change: examining the combined effects of individual and organizational demands in public school reform 员工为变革做好准备:研究公立学校改革中个人和组织需求的综合影响

Purpose

The paper aims to clarify how work-specific characteristics at both the individual and organizational level influence professional civil servants’ readiness for change during the implementation of reforms in public administration. We examine the influence of work characteristics at the individual and organizational levels, such as reform-related strains, organizational climate, and organizational professionalism, on the employees’ response to change. In addition, we also consider the interaction between these specific work characteristics.

Design/methodology/approach

This article employs a quantitative multi-level analysis to examine the influence of individual and collective predictors of employees' readiness for change. For our analysis, we used data from the evaluation of a school reform in Switzerland aimed at aligning teachers' working conditions with those of other administrative employees. The survey conducted for the evaluation includes responses from 2,162 teachers.

Findings

Our study expands the understanding in public management research of work characteristics that either promote or reduce employees’ readiness for change in the public sector. Our findings suggest that the organizational level, in our case the school level, influences the individual’s response to change. Furthermore, the role of organizational professionalism in terms of a reform-related transformation of the identities, structures, and practices of the actors concerned is highlighted as a potential stressor and catalyst that reinforces the negative correlation between reform-related stress and willingness to change.

Practical implications

This paper offers insights into how public managers can effectively overcome challenges in the implementation process of public school reforms. This also includes the awareness among change agents that positively associated changes at the organizational level may have negative consequences at the individual level, due to the fact that they affect professional understanding, for example, which may cause the affected actors to respond with resistance.

Originality/value

This paper contributes to the small number of multi-level research studies on the responses to change in public administration and answers the call for research to investigate the hurdles that may arise when implementing change. Further, the paper contributes to the literature on the impact of new public management (NPM) on the identity of professional civil servants.

Purpose

The purpose of this study is to investigate the application of citizen satisfaction (CS) as a tool for measuring performance by arm's length bodies (ALBs) in local governments across eleven countries, addressing central questions about its functionality and influencing factors.

Design/methodology/approach

We employ a hybrid inductive-deductive explorative study design, characterized by an iterative interpretative approach guided by sensitizing concepts. Expert interviews are analyzed through template analysis and cover eleven countries where ALBs are present due to decentralization and outsourcing.

Findings

Our study uncovers limited real-world applications of CS in evaluating public service delivery by ALBs. Expert interviews reveal insights into factors potentially influencing CS use, such as the level of autonomy of local governments, state traditions and austerity measures. A research agenda is formulated for further investigation.

Originality/value

Contributing to the CS debate, our study focuses on its application in evaluating public service delivery by ALBs. The explorative design, expert opinions and theoretical foundations enhance understanding, offering insights into factors potentially shaping CS use in this context. The study proposes a research agenda, propelling further investigations into this underexplored, yet emerging, area.

Purpose

Our study investigates the role of the Human Resources Management (HRM) system strength in supporting Italian healthcare managers during times of uncertainty and change. The perceived HRM system strength and its relationship with managers’ taking charge behaviors, perceived procedural constraints, and work engagement were examined.

Design/methodology/approach

Two surveys were conducted to gather empirical data from a pooled sample of 121 healthcare managers located in hospitals across Italy. We use regression analysis to test our hypotheses.

Findings

The data show that strong HRM systems facilitate managers taking charge behaviors and work engagement. Additionally, the findings highlight the mitigating effect of a strong HRM system on procedural constraints, such as red tape, in public healthcare organizations.

Practical implications

Emphasizing the positive outcomes associated with strong HRM systems, the findings suggest that public health organizations should make efforts to put in place robust HR practices to bolster engagement and proactive behaviors among healthcare managers in times of uncertainty and change.

Originality/value

Analyzing a unique data set, the study extends the understanding of HRM system strength in the public sector, specifically in post-pandemic healthcare organizations. Overall, the study contributes to the growing literature on HRM system strength by offering novel insights into its nomological network.

Purpose

This article examines the strategy formation in the Finnish government’s pandemic management during the COVID-19 pandemic, addressing a research gap by exploring the possibilities for strategy formation in guiding government policy formation.

Design/methodology/approach

Utilizing perspective of strategic planning and emergent strategies influenced by the authorizing environment, the article emphasizes the importance of strategy development in government. The management of COVID-19 pandemic serves as a case study for investigating public strategies in policy formation, underscoring the significance of the authorizing environment in integrating predefined strategic plans with emergent strategic avenues.

Findings

The management of pandemics has led to changes in legislation and modes of government decision-making, resulting in learnings for coordinating subnational governments and allocation of resources. The government actions evolved from extracting components from predefined strategic plans and drawing on the experiences of other countries. The emergent properties emerged from amalgamating these elements into an umbrella strategy with a variety of new responses.

Research limitations/implications

The examination focuses on the view from the nexus of government. Although, informed by the subnational developments and stakeholder responses, the study adopts a bird’s eye view on the COVID-19 management.

Practical implications

The examination raises needs for legislative changes, improvement of cross-sectoral coordination within central government and improvement for the decision-making capability within subnational government.

Originality/value

By focusing on the Finnish government’s measures in pandemic management, this article contributes to the discourse on pandemic management. The findings provide insights for strategic crisis management in the public sector.

Purpose

This paper aims to investigate the extent of public participation of youth in strategic planning for local sustainable development, emphasising the establishment of a positive dialogue process between public administration and young people. Previous studies and international guidelines recognise youth as an essential group in the territorial sustainability process but also require a framework for processes and modalities for youth participation.

Design/methodology/approach

The analysis was carried out according to a multiple-case study approach conducted from the secondary sources (e.g. planning documents enabling sustainable development at the local level) developed by the 14 Italian metropolitan cities to assess the state-of-the-art and establish similarities and differences concerning the engagement levels found in the literature.

Findings

Although almost all the sample has undertaken a youth engagement process, this research demonstrates that only 6 out of 14 metropolitan cities - corresponding to 43% of the sample - have promoted highly engagement-intensive forms, underlining a total absence of a standardised and recursive approach in which the younger generation is consistently an integral part of sustainability strategies.

Originality/value

This research is innovative as it addresses practical and theoretical objectives simultaneously. The study underlines the adoption of engagement processes by metropolitan cities by considering the participatory methods implemented and providing a framework for enhancing forms of dialogue between young people and public authorities, contributing to the advancement of theoretical understanding and practical implementation.

Purpose

This study investigates drivers of local governments’ digitalization, focusing on contextual factors that can help explain the level of e-government development. Concretely, it examines financial, socioeconomic, and political factors that represent the local context where e-government initiatives are implemented.

Design/methodology/approach

A composite e-government index was used, adopting a holistic perspective to capture various features of e-government initiatives. The OLS estimator for linear regressions was used for the analysis based on a sample of Italian municipalities in 2023. The Tobit estimator was additionally implemented to check for the robustness of the results.

Findings

Empirical findings suggest that municipalities with higher indebtedness tend to show lower digitalization levels. Economic and social variables are also relevant factors, while the political orientation of the governing party is not significant. This indirectly documents that e-government initiatives play a strategic role despite the political ideology.

Originality/value

This study avoids referring to a technological determinism perspective and examines the role of the institutional and operational context, highlighting the need to unveil and explain differences among local governments rather than focusing on similarities.

Purpose

The article explores which configurations of organizational and individual conditions support the purposeful use of performance information in the public sector. Prior research has predominantly focused on the effects of individual factors without paying as much attention to how these factors interact to influence public managers’ attitudes to integrating performance information into their decision-making.

Design/methodology/approach

The study employs a fuzzy-set qualitative comparative analysis (fs-QCA) to examine the different combinations of organizational and individual drivers that facilitate purposeful performance information use.

Findings

Goal clarity is a necessary but insufficient condition for purposeful information use. It needs to be complemented by a mature performance management system, public managers with prosocial motivation who engage in extra-role behaviours within a non-innovative organizational culture, or a developmental culture that motivates managers who are unaware of the social impact generated by their work.

Research limitations/implications

The case selection does not allow for direct generalizations. Future studies could replicate the configurational analysis in different countries and sectors and introduce additional environmental, organizational, and individual conditions.

Practical implications

The study suggests the need to integrate actions that support the purposeful use of performance information and define clear departmental goals. Although the latter is a necessary condition, it needs to be supported by other organizational and individual factors.

Originality/value

The study deepens the theory of the drivers of purposeful performance information use in the public sector by adopting a configurational approach and exploring how organizational and individual conditions interact to foster information use.

To offer a nuanced perspective, the study adopts the Latent Dirichlet Allocation (LDA) methodology to meticulously analyse 3,057 journal articles, mapping out the thematic contours within the PPP domain.

Findings

The analysis highlights PPP's pivotal role in harmonising public policy goals with private sector agility, notably in areas like disaster-ready sustainable infrastructure and addressing rapid urbanisation challenges. The emphasis within the literature on financial, risk, and performance aspects accentuates the complexities inherent in financing PPP and the critical need for practical evaluation tools. An emerging focus on healthcare within PPP indicates potential for more insightful research, especially amid ongoing global health crises.

Originality/value

This study pioneers the application of LDA for an all-encompassing examination of PPP-related academic works, presenting unique theoretical and practical insights into the diverse facets of PPP.

Purpose

This paper demystifies the fluid workforce phenomenon increasingly discussed in the circles of organizational innovators and explores the characteristic aspects of the fluid workforce in the healthcare sector.

Design/methodology/approach

We analyze the concept and provide a generic review of definitions of a fluid workforce in relation to other similar concepts established in the academic and practitioner literature, contextualize the fluid workforce phenomenon in healthcare and distinguish relevant drivers and categories of fluid workers in this sector. We also discuss the implications of a fluid workforce for healthcare organizations, drawing on the health labor market and human resource management (HRM) practices frameworks.

Findings

The fluid workforce in healthcare is not new. Today’s main novelties are related to the wide diversity of types of fluid workforce that have emerged, the expanding scale of diffusion of the fluid workforce and the emergence of digital technologies to support HRM decisions. While a fluid workforce may provide solutions to address mismatches in the supply and demand of health workers, it can also worsen working conditions, increase dual practice and have implications for existing HRM practices.

Originality/value

We disentangle a novel term for the public sector, healthcare and HRM literature. We discern similarities and distinctions, presenting a framework for managing and analyzing this workforce at organizational and labor market levels in the healthcare sector. Acknowledging the challenges in estimating the existing fluid workforce labor market size, we offer practical methodologies to empirically estimate its prevalence within the healthcare industry and build an agenda for future research.
